Government Focused on Upliftment of Every Citizen: CM

Chief Minister Nayab Singh Saini said that the government has carried out unprecedented work in the Ladwa area in sectors like infrastructure, irrigation, health, animal husbandry, sports, environmental protection and urban amenities. This symbolizes the government’s commitment to the region’s sustainable development, public welfare and a bright future. The development works undertaken in the Ladwa Assembly constituency over the past period clearly demonstrate that both the policy and intent of our government are dedicated to public interest. Our aim is to make the Ladwa constituency a leader in development. Our sole objective is the development of this region and the upliftment of every citizen living here.

Chief Minister Nayab Singh Saini was addressing a public gathering held in village Khairi on Wednesday. He announced ₹21 lakh for development works in village Khairi, ₹70 lakh for a drinking water pipeline, and construction of the village phirni. Referring to the memorandum of demands submitted by the Sarpanch, the Chief Minister said that other demands of the village would be forwarded to the concerned departments for fulfillment.

Chief Minister Nayab Singh Saini said that poor women are being provided gas cylinders at ₹500 per month to run their kitchens. This benefit is being extended to around 14.70 lakh families in the state. He said that the government has started free dialysis services for kidney patients in all government hospitals and medical colleges. In the past one year, 36,000 youths have been given government jobs without “parchi-kharchi” (recommendation or bribery). Including these, a total of 1.80 lakh jobs have been provided over the last 11 years.

He said that ₹807 crore has been spent on development works in the Ladwa Assembly constituency over the last 11 years, whereas only ₹310 crore was spent during the 10-year rule of the Congress.

Chief Minister Nayab Singh Saini said that under the Har Ghar Grihini Yojana, 9,240 families in the Assembly constituency are being provided gas cylinders at ₹500. Under the Pradhan Mantri Awas Yojana, 364 houses have been constructed and 249 houses are under construction. Under the Ayushman Chirayu Yojana, 1.59 lakh people have been found eligible, out of which Chirayu cards have been made for 1.20 lakh people.

The Chief Minister said that North India’s first National Institute of Design has been established in Umri at a cost of ₹108 crore. A sewage treatment plant has been set up in Ladwa at a cost of ₹26 crore and sewer lines have been laid. Similarly, construction of the Sant Shiromani Guru Ravidas Memorial in village Umri is being carried out at an estimated cost of around ₹124 crore. This memorial is a historic step towards strengthening the values of social harmony, equality and the saintly tradition, and will inspire future generations. He said that a government polytechnic building has also been constructed in village Umri at a cost of ₹14.51 crore. Drinking water pipelines have been laid in 65 villages of the Ladwa Assembly constituency at a cost of ₹11.51 crore.

On this occasion, former State Minister Subhash Sudha, Deputy Commissioner Vishram Kumar Meena, SDM Anubhav Mehta and other dignitaries were present.

*TGT Hindi Teacher Suspended on the Orders of CM Nayab Singh Saini*

On the orders of Chief Minister Nayab Singh Saini, a TGT Hindi teacher of Government Senior Secondary School, Kanipla, has been suspended. A case under the POCSO Act had been registered against the teacher for allegedly misbehaving with a schoolgirl, and he was arrested in the matter. Following a complaint raised by the victim’s family during the Jan Samvad programme at Ladwa, Chief Minister Sh. Nayab Singh Saini directed that the teacher be suspended. Acting immediately on these orders, the Director General of the Haryana Elementary Education Department suspended the teacher, Sameer Kaushik.

On Wednesday, during the Jan Samvad at Ladwa, the family of the victim student informed Chief Minister Nayab Singh Saini that their daughter studies at Government Senior Secondary School, Kanipla, and that teacher Sameer Kaushik had misbehaved with her. A complaint was lodged with the police, following which an FIR was registered on December 19 under various sections, and the accused teacher was arrested. However, the teacher had not been suspended till then. Taking the matter seriously, Chief Minister Sh. Nayab Singh Saini issued directions over the phone to senior officers at the Panchkula headquarters to ensure the immediate suspension of the accused teacher.

Haryana Chief Minister Nayab Singh Saini directed action against a Forest Department officer who allegedly pressured an employee to sign fake bills. In a complaint, Gurmeet informed the Chief Minister that he is retired from the Army and is now working in the Forest Department. A Forest Department officer has been pressuring him to sign fake bills, and when he refused, he was threatened with action.

The Chief Minister reprimanded officials and employees who showed negligence in resolving the problems of people from the Ladwa Assembly constituency. He said that when a citizen approaches with a problem, officials should take immediate cognizance and resolve it promptly. Strict action will be taken against officers and employees who make people run from pillar to post.

The Chief Minister was hearing public grievances during a Jan Samvad programme organized in Ladwa on Wednesday. Former Minister of State Sh. Subhash Sudha was also present on the occasion. During the programme, around 225 complaints were heard and officials were given necessary directions for their on-the-spot resolution.

Nayab Singh Saini directed the Deputy Commissioner to investigate corruption allegations in the solar light installation project of Subhash, a resident of Kalal Majra, and submit a report against the officials involved. The Chief Minister also directed the Deputy Commissioner to investigate the issue of non-payment of diet money to players at Tatki Nursery. In his complaint, one Baljinder stated that players have not been receiving diet money since June 15, 2024. Similarly, the Police Department was directed that if charges against a fraud accused have been proven, his property should be attached.

On Rajiv’s complaint, the Chief Minister directed the Electricity Department official to investigate the entire matter and find out how and by whom a power theft case was registered when the family does not reside there. A complete report was sought in this regard. Likewise, on the complaint of Mahender, a resident of Kalal Majra, directions were given to provide electricity supply to 20 houses in his dera.

During the programme, Veerpal informed the Chief Minister that he is disabled and both his parents have passed away, and he does not have sufficient funds for his sister’s marriage. The Chief Minister assured him of financial assistance for his sister’s wedding. Similarly, on Rajni’s complaint, the Deputy Commissioner was instructed to coordinate with the Lead Bank Manager to provide her assistance.

Nayab Singh Saini said that colonies fulfilling eligibility criteria will soon be declared regularized. After regularization, these colonies will be provided with all basic facilities. The Chief Minister made this statement while hearing complaints related to drinking water and sanitation issues in unauthorized colonies. He also reprimanded an officer regarding the leaking sewer pipeline in Ladwa city and directed that the leakage be repaired by evening.

Nayab Singh Saini said that in Haryana, senior citizens are being granted old-age pension automatically after they complete 60 years of age and their age is verified through the Parivar Pehchan Patra, without any application. Complaints regarding pension cuts being received across the state are being resolved at the departmental level.

*Day Care Cancer Centres Begin Operations in 22 Districts from Today – ACS Health, Dr. Sumita Misra*

Marking World Cancer Day, Haryana Additional Chief Secretary, Health & Family Welfare, Dr. Sumita Misra, said that Day Care Cancer Centres (DCCCs) have started functioning from today at 22 District Civil Hospitals across the state, significantly strengthening decentralised cancer care and bringing essential services closer to patients’ homes. Earlier 5 such centres were operation in the 5 districts namely Ambala, Panchkula, Kurukshetra, Yamunagar and Faridabad.

Dr. Misra stated that these centres are envisaged as decentralised cancer care facilities aimed at improving accessibility, affordability and continuity of cancer treatment closer to patients’ homes. By enabling delivery of these services at the district level, the initiative seeks to minimize the need for repeated referrals to tertiary care institutions for routine and follow-up interventions, she added.

Speaking about the newly operational Day Care Cancer Centres, Dr. Misra said these facilities will provide follow-up chemotherapy in HUB and Spoke model with NCI Jhajjar, PGIMS Rohtak, Sarvodaya Hospital Faridabad and ACCC Ambala Cantt acting as HUBs.

Dr. Misra said cancer has rapidly emerged as a major cause of mortality and disease burden in the country, affecting people across all age groups, genders and geographic regions. She noted that cancer impacts not only the economically productive population but also the growing elderly population, making early detection, timely treatment and long-term support critical public health priorities.

She highlighted that under the National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD), the Health Department is intensifying awareness campaigns on cancer risk factors and healthy lifestyles to reduce disease burden. Observances such as World Cancer Day and National Cancer Awareness Day are used to sensitise citizens about healthy eating habits, regular physical activity, and the harmful effects of tobacco and alcohol consumption.

Dr. Misra said that screening for common cancers is being carried out at all Ayushman Arogya Mandirs, Primary Health Centres, Community Health Centres, Sub-Divisional Hospitals and District Civil Hospitals across Haryana. Suspected cases are confirmed through facilities such as FNAC, Pap smear, fluid cytology and biopsy, which are available at multiple district-level hospitals.

She further informed that the Atal Cancer Care Centre (ACCC) at Civil Hospital, Ambala Cantt. is a unique, state-of-the-art facility providing comprehensive cancer care at the secondary level. The centre offers chemotherapy, radiotherapy and surgical oncology services and is equipped with advanced technology including a Linear Accelerator, CT Simulator and Brachytherapy units. Between January and December 2025, more than 20,016 patients attended the OPD at ACCC, 2,743 patients received chemotherapy through 3,829 chemotherapy sessions, while 396 mammography tests, 237 brachytherapy procedures and 721 surgeries were successfully performed.

To reduce the financial burden on patients, Dr Misra said that free travel facility is being provided to cancer patients along with one attendant. Under this initiative, the number of Free Travel Facility cards issued has steadily increased from 7,617 in 2022–23 to 9,408 in 2023–24 and 10,102 in 2024–25, reflecting growing outreach and utilisation.

She also pointed out that the state government provides monthly financial assistance of Rs. 3,000 to Stage III and IV cancer patients whose annual family income is below Rs. 3 lakh. So far, 5,807 cancer patients have been covered under this pension scheme through the SEWA Department.

Speaking about the newly operational Day Care Cancer Centres, Dr. Misra said these facilities will provide follow-up chemotherapy, palliative care, symptom management, supportive care services and structured post-treatment follow-up in line with approved clinical protocols. She said the initiative, announced in the Budget speech of the Chief Minister, Sh. Nayab Singh Saini represents a major step towards accessible, patient-centric cancer care in Haryana.

On the occasion of World Cancer Day, Dr. Misra reiterated the Health Department’s commitment to prevention, early detection, comprehensive treatment and sustained support for cancer patients, stating that strengthening district-level services will play a decisive role in improving outcomes and quality of life for those affected.

Haryana Cooperation, Jails, Elections, Heritage and Tourism Minister, Dr. Arvind Sharma, said that over the past 11 years, Prime Minister, Sh. Narendra Modi has redefined the meaning of politics in the last 11 years and has given the idea of bringing one crore youth into politics. This initiative aims to empower capable young people to play a decisive role in strengthening the nation and achieving the goal of a Viksit Bharat by 2047.

He said that the ‘Screen Time to Sports Time’ campaign, launched by the Akhil Bharatiya Vidyarthi Parishad (ABVP) from Panjab University, Chandigarh, under its nationwide ‘Screen Time to Activity Time’ campaign, will serve as a strong medium for bringing positive change among the youth of not only Chandigarh, but also Haryana and Punjab.

While inaugurating the PU Olympics organised by ABVP at Panjab University on Wednesday, Dr. Arvind Sharma interacted with students and said that the new direction and recognition sports have received in India is the result of the visionary leadership of Prime Minister, Sh.Narendra Modi. He said that sports are not merely a source of entertainment but an important means of nation-building. Initiatives such as the ‘Fit India Movement’, ‘Khelo India’, and the encouragement given to Olympic and Paralympic athletes under Prime Minister ’s leadership clearly show that the Central Government has placed sports at the core of its Viksit Bharat policy. The Minister said that the week-long PU Olympics are not just a celebration of sports, but a celebration of the character, discipline, and leadership qualities of young India. Today, the mobile phone is in our pocket, but the playground is slowly disappearing from our lives. When the mobile becomes our master, the danger begins. While gadgets make life easier, they also pose a serious challenge. The objective of the PU Olympics is to inspire youth to move from screen time to sports time, which is one of the most meaningful and forward-looking messages of the present time.

Citing the example of Haryana, he said that under the leadership of Chief Minister, Nayab Singh Saini, Haryana is emerging as a state of athletes. Today, Haryana is known not only in the country but across the world as a sports powerhouse. Since 2014, the BJP government has awarded Rs. 683 crore in cash prizes to 16,418 players, while 231 sportspersons have been given government jobs according to their educational qualifications.

He said that under the leadership of Chief Minister,Nayab Singh Saini, the Haryana Government policy is to provide respect, security, and a bright future to sportspersons.

*Approval Granted to open 26 AYUSH Dispensaries in Haryana: Arti Singh Rao*

Haryana Health Minister Arti Singh Rao said that AYUSH dispensaries help in building a healthy nation by making India’s traditional health systems safe, affordable and accessible. Keeping this in view, the State Government has decided to open government AYUSH dispensaries across the state. At present, Chief Minister Sh. Nayab Singh Saini has approved the opening of 26 more AYUSH dispensaries in five districts, and soon, after mapping, these dispensaries will also be opened in the remaining districts.

The Health Minister stated that the State Government is continuously working to provide affordable and accessible treatment to the people of the state, and hospitals are being opened as per requirement along with the provision of low-cost medicines. She informed that government AYUSH dispensaries will be opened in 5 villages of Rewari district — Lisan, Karwara Manakpur, Rohdai, Jaisinghpura, Jhabuwa; 6 villages of Mahendragarh district — Surjanwas, Gudha, Buchawas, Bawania, Rambas, Rasoolpur; 1 village of Karnal district — Fafdana; 4 villages of Kurukshetra district — Ajrana Kalan, Kalsa, Nalvi, Mohri; and 10 villages of Yamunanagar district — Mahiyuddinpur, Ratangarh, Bhangra, Takpur, Khurdaban, Tajewala, Hadauli, Ledi, Kot Baswa Singh and village Darpur.

Arti Singh Rao said that the Haryana Government is promoting the AYUSH system in the state. AYUSH services are being strengthened, and an AYUSH University is being established in Kurukshetra. She added that the State Government is committed to improving the health of the people of Haryana.

Haryana Chief Minister Nayab Singh Saini, while coming down heavily on the Congress for its illogical claims, said that the party has turned confusion into its only policy. Calling Congress, a “tweet master party”, the Chief Minister said that it survives on rhetoric and confrontation, while asserting that under the leadership of Prime Minister, Sh. Narendera Modi, Bharatiya Janata Party is steadily expanding its footprint not only in Haryana but also in Punjab and Bengal.

Addressing a press conference on Wednesday, Nayab Singh Saini said the Congress has no roadmap for development and has reduced itself to reactionary politics. ‘Congress sirf tweet master ban kar reh gayi hai’ (Congress has been reduced to merely a tweet-master party), the Chief Minister remarked, underlining the contrast between online noise and on-ground governance.

The Chief Minister strongly criticised the Congress for what he termed as irresponsible, half-baked and misleading politics over the Union Budget, stating that the opposition has neither read nor understood the budget and is opposing it merely for the sake of opposition. He said that the second budget of the Prime Minister, Sh.  Narendra Modi–led Government 3.0, presented for strengthening Viksit Bharat, is a comprehensive and reform-oriented budget for the country’s 140 crore citizens, including the 2.80 crore people of Haryana. Our opponents are making baseless allegations without even waiting for the complete presentation of the budget, he said.

The Chief Minister further said that when the opposition does not know how to oppose facts, it resorts to protests just to mark attendance. Some people rushed to Twitter midway claiming that Haryana got nothing. At least wait for the budget to be fully presented, he said, adding that there seems to be a competition within Congress about who can please Rahul Gandhi the most.

Referring to Rahul Gandhi’s past statements, the Chief Minister said that during his visit to Kurukshetra, Rahul Gandhi made illogical remarks, including questioning whether the Pandavas had imposed GST. Such statements clearly reflect the level of seriousness and understanding of the Congress leadership, he said.

The Chief Minister strongly objected to statements claiming that ‘Haryana is missing from the budget’ or ‘the government is missing’, calling it cheap and irresponsible politics. I want to show them the mirror, Congress thrives on ‘virodh’ politics while BJP focuses on governance, he said.

Nayab Singh Saini said that during Congress rule, budgets were limited to ‘revdi culture’, while Prime Minister, Sh.  Narendra Modi has been presenting non-stop, development-driven budgets. The three budgets presented under the Modi government have significantly strengthened infrastructure. Today, every citizen of the country is discussing development, even within Congress households, women are discussing how the country is progressing, he said.

He further said that Congress opposes the budget not because of ideology, but only to remain in headlines and get their photos published. This is not a budget for show, it is a budget for reforms but Congress lacks the understanding to grasp this, he remarked.

Responding to claims that Haryana received nothing, the Chief Minister reminded that during Congress rule, budgets never reached the poor. People only heard populist promises but got nothing. Under Modi ji, the budget is not alluring but reform-oriented, he said, taking another swipe at Rahul Gandhi for standing in Parliament merely holding a book instead of engaging in constructive debate.

Referring to misleading tweets, Nayab Singh Saini warned that Tweet Masters should refrain from spreading misinformation, or they risk losing whatever credibility they have left. He questioned Congress leaders on facts, asking how much allocation was made for agriculture during their tenure. It was merely Rs. 25,000 crore. How would the country develop with that? Today, under Prime Minister Modi, the agriculture budget stands at Rs. 1.62 lakh crore, he said.

The Chief Minister said that the nation has completely rejected Congress, and governments are being formed with strong mandates under Prime Minister Modi’s leadership. Modi ji does not sleep, he worries about every section of society. Which section did Congress ever care for? he asked, accusing the party of lying habitually and lacking both policy and intent.

He further criticised Rahul Gandhi for mocking the Constitution at times and questioning the electoral process at others, stating that during Congress rule, even small budgets were misappropriated. Congress believed in making the poor poorer, whereas this government has lifted nearly 25 crore people out of poverty,” he said.

On allegations that the budget offers nothing for youth, Nayab Singh Saini said that the government’s vision is to make youth job creators, not job seekers. “There should be a limit to lying. Congress needs training on how much one should lie,” he remarked.

Praising infrastructure development, the Chief Minister said, In the matter of roads, the Prime Minister is like Spider-Man. Today, India has even surpassed the United States in road infrastructure.

Haryana Chief Minister, Nayab Singh Saini on Wednesday said that the Union Budget 2026–27 is a decisive step towards building a self-reliant, competitive and socially inclusive India, and will significantly accelerate Haryana’s growth across sectors.

Addressing a press conference, the Chief Minister said the budget reflects the vision of Prime Minister, Sh. Narendra Modi is rooted in the principle of “Vikas bhi, Vishwas bhi.” He said the budget is not a routine financial exercise but a strategic national blueprint that ensures economic expansion while safeguarding the interests of the poorest and most vulnerable sections of society.

The Chief Minister said the budget reinforces the idea that development is not limited to large cities alone, but equally encompasses villages, farmers, women, youth and workers. Economic strength, he added, has been aligned with social security, dignity and opportunity for every citizen.

He said the four pillars of Viksit Bharat—the poor, youth, women and farmers, remain central to the government’s policy framework. The budget prioritises action over ambiguity, reforms over symbolism and public interest over populism, while maintaining fiscal discipline alongside social justice, with a targeted growth rate of nearly 7 percent.

*Rs. 12.2 Lakh crore Capex Push to Directly Benefit Haryana*

Highlighting the sharp increase in public capital expenditure, Nayab Singh Saini said the allocation of nearly Rs. 12.2 lakh crore for infrastructure will strengthen roads, railways, urban infrastructure, industrial corridors and logistics systems across the country. Given Haryana’s strategic location in the Delhi-NCR region, the Chief Minister said the state will be a direct beneficiary, with faster execution of development projects and creation of lakhs of employment opportunities, especially for the youth.

*Youth-Centric Budget with Focus on Skills and Future Technologies*

Stating that the government considers youth as the nation’s biggest strength, the Chief Minister said Rs. 1.39 lakh crore has been allocated for education and skill development, and over 1.5 lakh young people will be trained in new-age skills. More than Rs. 15,000 crore has been earmarked for skill development, employment generation and future technologies. A dedicated Rs. 10,000 crore fund has been created for Artificial Intelligence, robotics, biotechnology and cyber security, which will directly benefit technology and education hubs such as Gurugram, Faridabad, Panchkula and Rohtak, enabling Haryana’s youth to access high-income, global-standard jobs.

*Startups, IT and Sports to create New Employment Avenues*

The Chief Minister said the Rs. 7,500 crore provision for startups and entrepreneurship will further strengthen Haryana’s startup ecosystem and encourage innovation, turning youth into job creators rather than job seekers. A high-level permanent committee has been constituted to integrate education with employment and entrepreneurship.

To promote the digital and creative economy, AVGC content creator labs will be established in 15,000 secondary schools and 500 colleges across the country. In the IT sector, the safe harbour threshold has been raised from Rs. 300 crore to Rs. 2,000 crore, which will lead to large-scale creation of high-quality IT jobs.

In sports, the Khelo India Mission is being developed as an integrated talent development pathway with scientific training, modern infrastructure and technology. With nearly 65 percent of Haryana’s population being youth, the budget provides a clear roadmap to link young people with education, skills, technology and employment.

*Women and Poor at the Centre of Social Justice Agenda*

Terming the budget a strong instrument of social justice and economic empowerment, Nayab Singh Saini said women’s self-help groups will be developed into community-level entrepreneurship hubs. Nearly Rs. 8,000 crore has been allocated for women’s employment, self-employment and entrepreneurship, while over Rs. 40,000 crore has been provided for social security, pensions, nutrition and income-support schemes.

He said financial and institutional support will boost women’s participation in agriculture, dairy, food processing and rural entrepreneurship, directly benefiting women SHGs and entrepreneurs in Haryana. Provision for women’s hostels in STEM institutions in every district reflects the government’s commitment to girls’ education and safety.

*Health Sector Gets Major Boost*

The Chief Minister said the budget offers a major opportunity for Haryana’s healthcare sector. Under the Biopharma Shakti Initiative, Rs. 10,000 crore has been allocated, along with Rs. 20,000 crore for health infrastructure and Rs. 5,000 crore for medical tourism.

This will accelerate the development of pharma clusters, medical colleges and modern hospitals in Gurugram, Panchkula, Rohtak and Karnal, while generating large-scale employment for doctors, nurses, technicians and paramedical staff. Additionally, 1.5 lakh multi-skilled caregivers, mostly women, will be trained, creating significant employment in the health and care economy.

*Farmer-Friendly Budget Anchored in Technology*

Calling the budget particularly beneficial for farmers, Shri Saini said Rs.1.62 lakh crore has been allocated for agriculture and allied sectors, including Rs. 6,153 crore for animal husbandry and dairy, Rs. 2,500 crore for fisheries, and continued support of Rs. 63,500 crore under the PM-Kisan scheme.

Through the Bharat Vistar Yojana, farmers will be connected to AI-enabled digital agriculture platforms, providing accurate information on weather, soil and markets, leading to reduced costs and higher incomes. Development of reservoirs and Amrit Sarovars will strengthen water conservation and groundwater recharge. Promotion of horticulture, high-value crops, AgriStack and digital agriculture will open new income avenues, especially in southern and arid regions of Haryana.

*Industry, MSMEs and Infrastructure to gain Momentum*

The Chief Minister said the budget brings renewed confidence for Haryana’s industrial sector, where the state already leads in automobiles, electronics, pharmaceuticals and textiles. Incentives for semiconductors, electronic components and biopharma will attract fresh investments in Gurugram, Faridabad and Sonipat.

The revival of 200 old industrial clusters will rejuvenate traditional industrial centres such as Panipat, Yamunanagar and Ambala, while a Rs. 10,000 crore MSME development fund will benefit lakhs of small entrepreneurs and artisans.

Infrastructure development will be further strengthened through high-speed rail, urban economic zones and focused growth of Tier-2 and Tier-3 cities, promoting employment-led urbanisation in Rohtak, Hisar, Karnal, Sirsa and Rewari. Emphasis on green energy and battery storage will expand solar and renewable energy projects, ensuring energy security and environmental sustainability.

*Relief for Middle Class, Simpler and Transparent Tax Regime*

For the common citizen, the Chief Minister said the budget provides tangible relief through simplified tax procedures, duty exemptions on life-saving medicines, and reduced costs of education and healthcare. Reforms in TDS and TCS, flexibility in return-filing timelines, decriminalisation of compliance-related offences and a digital single-window customs system will further improve ease of doing business.

*Railway Push to Transform Haryana into Logistics Hub*

Nayab Singh Saini said Haryana has received a strong railway roadmap with an allocation of Rs. 3,566 crore, including Rs. 315 crore for priority projects. Thirty-four railway stations are being modernised under the Amrit Bharat Station Scheme, focusing on passenger amenities, digital services, accessibility and local identity. Enhanced connectivity with the Dedicated Freight Corridor will increase freight capacity by nearly 11 times, benefiting industries, farmers and youth, and firmly positioning Haryana as a major industrial and logistics hub.

*Finance Commission Boost Strengthens State Finances*

Referring to the 16th Finance Commission, the Chief Minister said Haryana’s share in central taxes has increased from 1.093 percent to 1.361 percent, a historic rise of nearly 24.5 percent. As a result, Haryana will receive about Rs. 20,772 crore in 2026–27, nearly Rs. 5,547 crore more than last year. Over five years, this will translate into nearly Rs. 28,000 crore in additional resources, with total receipts nearing Rs. 1 lakh crore.

The Chief Minister said Haryana’s economy is strong, stable and fully under control, and the Union Budget 2026–27 will play a decisive role in making India the world’s third-largest economy. He said the budget opens new avenues for farmers, youth, women, entrepreneurs and citizens of Haryana, and under the leadership of Prime Minister, Sh. Narendra Modi, it will prove to be a milestone in making Haryana stronger, self-reliant and more prosperous.

Director General, Information, Public Relations, Language and Culture, K. M. Pandurang, Media Secretary to Chief Minister, Sh. Praveen Attrey, and Sh. Jawahar Yadav was also present on this occasion.

The Haryana Government has brought a total of 29 services of the Haryana Labour Welfare Board under the ambit of the Haryana Right to Service Act, 2014, and has fixed time limits for the delivery of these services. A notification has been issued by Chief Secretary Sh. Anurag Rastogi in this regard.

The notified services include financial assistance for school uniforms, books and notebooks for the children of workers from Class I to XII, scholarships, coaching for entrance examinations for vocational courses, and financial assistance for preparation for the main examination after clearing the preliminary examination of UPSC and HPSC. In addition, financial assistance to the children of workers for participation in sports competitions and cultural competitions has also been notified.

Financial assistance for the marriage of women workers and daughters of workers under the Kanyadaan scheme, Shagun assistance for the marriage of male workers and their sons, and maternity assistance for women workers and wives of male workers have also been brought under the Right to Service Act. Further, services providing assistance for dental treatment, spectacles, bicycles, sewing machines for women workers, LTC, disability, artificial limbs, hearing aids/hearing assistive devices, tricycles, and financial assistance for visually impaired, physically or mentally disabled children of workers have also been notified. A time limit of 60 days has been fixed for all these services.

The notification also includes financial assistance to dependents of deceased workers, assistance under the Mukhya Mantri Samajik Suraksha Yojana for deceased workers, and financial assistance for the last rites of deceased workers. A time limit of 15 days has been prescribed for these services.

Additionally, services under the Haryana Silicosis Rehabilitation Policy have also been brought under the ambit of the Haryana Right to Service Act. These include rehabilitation assistance for workers affected by silicosis, silicosis rehabilitation pension, family pension, financial assistance for children’s education, and financial assistance for the marriage of girls and boys. A time limit of 60 days has been fixed for these services, while 15 days have been prescribed for post-death assistance and funeral assistance.

As per the notification, for most services of the Haryana Labour Welfare Board, the Labour Welfare Officer has been designated as the Designated Officer, the Deputy Labour Commissioner (Welfare) as the First Grievance Redressal Authority, and the Welfare Commissioner as the Second Grievance Redressal Authority. In cases related to services under the Haryana Silicosis Rehabilitation Policy, the Assistant Director/Deputy Director has been notified as the Designated Officer, the concerned Joint Director as the First Grievance Redressal Authority, and the Labour Commissioner as the Second Grievance Redressal Authority.
