Haryana Chief Minister, Nayab Singh Saini on Tuesday announced that Hansi will be accorded district status as the 23rd district of Haryana, marking a significant administrative milestone for the region. The Chief Minister further stated that the official notification will be issued within a week, after which Hansi will formally attain district status from the revenue administration perspective.
Addressing a ‘Vikas rally’ in Hansi, the Chief Minister also inaugurated and laid foundation stones of three development projects worth Rs. 77.30 crore.

Recalling Hansi’s rich historical and cultural legacy, Nayab Singh Saini described it as a land of valour and sacrifice, once known as the gateway of Hindustan. He paid homage to the sacrifices made during the First War of Independence in 1857, stating that the historic Lal Sadak still bears testimony to the brutal atrocities of the British, where freedom fighters were mercilessly crushed. He said Hansi’s prominence predates even the freedom struggle, noting that the town was earlier known as Asi and Asigarh, and during the reign of Emperor Harsha, it served as the capital of the Satluj province.
Reaffirming the government’s commitment to regional development, the Chief Minister said that no stone would be left unturned for the progress of Hansi. Highlighting development works, he stated that projects worth Rs. 1,008 crore have been executed in the Hansi Assembly constituency over the last 11 years, whereas only Rs. 253 crore worth of works were undertaken during the Congress regime.
*54 Promises of the Sankalp Patra Fulfilled in One Year*
The Chief Minister said that out of the 217 promises made in the Sankalp Patra election manifesto, the double-engine government has fulfilled 54 promises within a year, while work on 163 promises is currently underway. Though one year may appear brief, he said, it has witnessed development progressing at three times the earlier pace, reflecting the government’s commitment to non-stop development. He added that during its third term as well, the government has taken decisive steps to ensure inclusive growth and safeguard the interests of all sections of society.
*Government’s Key Achievements*
Listing major welfare initiatives, Nayab Singh Saini said that under the Deendayal Lado Lakshmi Yojana, eligible women are provided financial assistance of Rs. 2,100, and so far more than seven lakh women have received Rs. 258 crore in two installments. He further said that to support poor households, the government is providing LPG cylinders at Rs. 500 per month, benefiting around 14.7 lakh families across the state.
*Strong Focus on Farmers’ Welfare*
Speaking on agricultural reforms, the Chief Minister said that the state government is procuring all crops at Minimum Support Price (MSP). He informed that Rs. 1.64 lakh crore has been directly credited to the accounts of nearly 12 lakh farmers for crop procurement.
Over the past 11 years, farmers have received Rs. 15,448 crore as compensation under crop damage and the Pradhan Mantri Fasal Bima Yojana. In contrast, during its 10-year tenure, the Congress government disbursed only Rs. 1,138 crore and left Rs. 269 crore unpaid, which was cleared by the BJP government after assuming office in 2014, said Sh. Nayab Singh Saini.
The Chief Minister also highlighted that the BJP government has abolished the British-era Abiana and introduced fully digital, paperless registration of land and property, making the entire process transparent and efficient.
The Chief Minister said that the second phase of the Mukhyamantri Antyodaya Parivar Utthan Yojana has been launched from Sonipat, with the objective of ensuring that the annual income of the poorest families reaches at least Rs. 1.80 lakh. He said the government has ensured reservation rights for Deprived Scheduled Castes, increased social security pension by Rs. 200 to Rs. 3,200 per month, raised the creamy layer income limit for backward classes from Rs. 6 lakh to Rs. 8 lakh, and extended reservation to Backward Class-B in Panchayati Raj Institutions and Urban Local Bodies. Under the Pradhan Mantri Awas Yojana, 1.56 lakh houses have been allotted to poor families. Additionally, 15,765 urban poor families in 14 cities have been allotted plots under the Mukhyamantri Awas Yojana (Urban), while 12,031 plots have been provided in village panchayats under the Mukhyamantri Awas Yojana (Rural). Emphasising healthcare access, he said that under the Ayushman Bharat–Chirayu Scheme, 25.39 lakh patients have received free treatment worth Rs. 4,126 crore, ensuring that no poor person is denied medical care due to financial constraints.
*Congress Allegations Aimed at Misleading Democracy*
The Chief Minister said Haryana is progressing steadily under the leadership of Prime Minister, Sh. Narendra Modi, with clarity in policy, intent and leadership. However, he said, the opposition is unsettled by this progress and is resorting to false propaganda for political gain.
Rejecting Congress allegations of “vote theft”, Nayab Singh Saini termed them a conspiracy to mislead democracy, stating that the Congress party has a long history of electoral malpractices, corruption, and suppression of democratic rights, including the imposition of the Emergency.
He cited instances of booth capturing in Rohtak, Bhiwani and Faridabad, cases related to manipulation of voter lists.
*Congress Spreading Misinformation on SIR*
Targeting Congress over its criticism of the Special Intensive Revision (SIR) of electoral rolls, the Chief Minister said that intensive revisions have been conducted several times since Independence, including in 1952, 1957, 1961, 1965–66, 1983–84, 1987–89, 1992–93–95 and 2002–03—often when opposition parties were in power. Democracy was never under threat during those periods, he said, questioning why objections are now being raised in 2025 when the Election Commission is performing its constitutional duty to update electoral rolls.
*Leaders Hail District Status for Hansi*
Cabinet Minister, Ranbir Gangwa said the double-engine government is delivering development at a rapid pace, resulting in BJP forming the government for the third consecutive term in the state.
Organiser of Rally and MLA, Vinod Bhayana thanked the Chief Minister for accepting key development demands and described the decision to make Hansi a district as a historic gift for the region.
State BJP President, Mohan Lal Kaushik said that Chief Minister Sh. Nayab Singh Saini earned public trust within his first 56 days in office, accelerating development while framing policies keeping all sections of society in mind.

*Hansi receives major boost in Healthcare, Roads and Irrigation*
*Chief Minister announces projects worth crores at Hansi Vikas Rally*
Giving fresh momentum to the all-round development of the Hansi region, Haryana Chief Minister, Nayab Singh Saini on Tuesday announced a series of major initiatives related to infrastructure, healthcare, basic amenities, roads and irrigation.
Addressing a Vikas rally in Hansi, the Chief Minister announced that the existing 50-bed hospital in Hansi will be upgraded to a 100-bed facility. In addition, a special grant of Rs. 5 crore was announced exclusively for the development of Hansi.
The Chief Minister said that a permanent drainage system will be constructed at the Hansi bus stand to ensure proper disposal of rainwater. He also announced the construction of an STP and WTP in Sector-5, Hansi. For irrigation of agricultural land in the Sultanpur area, a new distributary will be constructed from the OP Jindal Minor. The water works of Kumbha–Thurana will be connected to the Bhakra Branch to prevent drinking water shortages. He further stated that NHAI will be requested to provide a service road on the Hansi–Bhiwani stretch in Dhana Kalan and Dhana Khurd.
The Chief Minister announced that a modern police line with residential facilities for police personnel and officers will be developed in Hansi in a phased manner, and the foundation stone of its boundary wall has already been laid. He also announced the construction of a sports stadium subject to availability of land and beautification of Amti Lake.
He shared that roads under the PWD in Hansi will be repaired as per requirement. In addition, four roads with a total length of 10.5 km will be constructed at a cost exceeding Rs. 6 crore. He also announced repairs of 33 roads under the Marketing Board through the DLP. Furthermore, about 25 km of unpaved farm paths in the Hansi area will be converted into paved roads.
*Inauguration and Foundation Laying of Projects*
The Chief Minister inaugurated and laid the foundation stone of three development projects worth Rs. 77.30 crore. These include the foundation laying of a water management project worth Rs. 61.44 crore from Barwala Branch to Hansi city, the inauguration of a newly constructed 33 kV power substation in Dhandheri village built at a cost of Rs. 7.42 crore, and the inauguration of a power substation of similar capacity constructed in Lohari Ragho village at a cost of Rs. 8.44 crore.
*Haryana Government Seeks Suggestions on Draft Group-C Drivers Service Rules, 2025*
The Haryana Government has initiated the process of framing common service rules for Group-C Drivers across all state departments. The step is intended to standardize the recruitment and conditions of service for these posts.
A letter in this regard has been issued by the Human Resources Department to all Administrative Secretaries, requesting their suggestions and observations on the draft rules by December 31, 2025.
The draft rules will be called the Haryana Group-C Drivers (Recruitment and Conditions of Service Rules, 2025) and shall come into force from the date of their publication in the official Gazette.
For direct recruitment, the age limit is set between 18 and 42 years. Relaxations in the upper age limit shall be provided for candidates belonging to Scheduled Castes, Backward classes, Ex-Servicemen, and persons with Disability categories, as fixed by the Government from time to time. Regarding qualifications, all drivers, whether appointed by direct recruitment or transfer/deputation, must have a minimum of 10+2 or its equivalent, a valid driving licence for light or heavy transport vehicle that is at least three years old, and must have passed the driving test. Additionally, passing Hindi or Sanskrit as one of the subjects in the Matric Standard, or Hindi as one of the subjects in a higher standard, is compulsory for all irrespective of the mode of appointment.
The selection process for the post of Driver shall comprise a written examination of total 100 marks. The selection process will include a skill test of driving for light/heavy vehicles as well, as prescribed in the service rules of the concerned department. The new common rules will have an overriding effect and will prevail over any departmental service rules framed for the posts of Driver under article 309 of the Constitution of India.
*Set Target to Achieve Sex Ratio of 920 by year-end: ACS Sudhir Rajpal*
*Sex ratio improves by 9 points compared to last year*
Haryana’s Additional Chief Secretary, Health Department, Sudhir Rajpal, directed departmental officers to aim for achieving a sex ratio of 920 by the end of this year. He emphasized ensuring registration of all newborn births, particularly in areas with a migrant population in cities and towns.
He was chairing the weekly meeting of the State Task Force constituted to improve the sex ratio, held here today.
Secretary, Health Department, R.S. Dhillon, Director General Dr. Manish Bansal and Dr. Kuldeep Singh, Director Dr. Virender Yadav, and other senior officers were present in the meeting.
Sudhir Rajpal said that due to the sustained efforts of the officers, the sex ratio in the state has been consistently improving. While the sex ratio stood at 907 on November 15, 2024, it has now increased to 916, registering an improvement of 9 points. He encouraged officers to work towards achieving a sex ratio of 920 by December 31, 2025.
He further directed that in slum areas where registration of newborn births is low, registration should be ensured by organizing camps or by creating awareness among the people, so that families can receive government benefits in a timely manner.
*Haryana to Register 1.38 Crore Farmers Under AgriStack; OTP-Aadhaar Based Registration*
*Over 46,000 Paperless Registrations Completed So Far*
Haryana is set to register 1.38 crore farmers under the Farmer Registry (AgriStack) through an OTP-based Aadhaar authentication process. This was disclosed by the Financial Commissioner, Revenue & Disaster Management Department, Dr. Sumita Misra, while reviewing the progress of the Farmer Registry (Agristack) and Digital Crop Survey (DCS) in a video conference with Deputy Commissioners, District Revenue Officers and Tehsildars.
During the review, Dr. Misra directed the Deputy Commissioners to launch special campaigns by organizing village-level camps in close coordination with the Revenue and Agriculture Departments to accelerate implementation. She instructed that both the Farmer Registry and the Digital Crop Survey be completed by February 2026, stressing that maximum farmer participation and focused outreach in rural areas are crucial for comprehensive coverage.
Calling the initiative transformational for farmers, Dr. Misra said Aadhaar OTP-based authentication will be used to create 1.38 crore Farm IDs, ensuring accuracy, transparency and targeted delivery of benefits. She underlined that accurate and timely data collection would strengthen digital land and crop records, improve targeting of agricultural schemes and enable efficient and transparent benefit delivery. She added that Additional Deputy Commissioners have been designated as nodal officers in each district to monitor field-level progress and address operational issues, while Deputy Commissioners will conduct weekly reviews to ensure inter-departmental coordination.
She further informed that the registration process will begin from tomorrow in three districts—Ambala, Panchkula and Faridabad. Emphasizing timely completion, Dr. Misra said the Farmer Registry will be directly linked with the PM-KISAN scheme and other beneficiary schemes, making it essential that registration targets are met within the stipulated time frame.
Highlighting the need for discipline in file processing, Dr. Misra stated that Paperless Registration cases should not be reverted more than twice under any circumstances. To expedite decision-making, the revert window has been reduced from five days to 48 hours. Deputy Commissioners and District Revenue Officers were directed to personally monitor approvals and strictly follow the FIFO (First-In, First-Out) system to eliminate delays and procedural bottlenecks.
Senior officers from the Government of India, Chief Knowledge Officer and Advisor, Ministry of Agriculture and Farmers Welfare, Rajeev Chawla, participated in the review through video conference. Dr. Misra said the Revenue and Agriculture Departments will jointly conduct special registration camps to enable seamless linkage of land records with agriculture-related welfare schemes.
To ensure close supervision, Deputy Commissioners, Sub-Divisional Magistrates and senior district officers will oversee implementation in Ambala, Panchkula and Faridabad. Joint teams of Revenue and Agriculture officials will begin AgriStack registration camps from tomorrow. Dr. Misra noted that nearly 46,000 paperless registrations have already been completed, reflecting steady on-ground progress, and emphasized that continuous monitoring, clear accountability and strong inter-departmental coordination are key to the success of digital governance reforms.
*CM visits Hisar, Expresses Condolences to Grieving Families*
Haryana Chief Minister, Nayab Singh Saini on Tuesday visited Hisar to express his condolences to the families mourning the loss of their loved ones.
During the visit, the Chief Minister paid tributes at two separate locations. He first reached Mohalla Sainian, Hisar, where he offered tributes to the late Budhram Rada. He expressed condolences to the bereaved family and prayed for peace of the departed soul.
Subsequently, the Chief Minister also visited the residence of the late Prithvi Singh Saini. He paid tributes to the departed and extended condolences to the grieving family.
The Chief Minister said that the social contributions and life values of the departed would continue to serve as an inspiration and would always be remembered.
