High-Powered Purchase Committee Meeting Held Under the Chairmanship of CM

In a major step towards accelerating development works in the state, the Haryana Government has finalized various procurement processes of more than 40 departments. The decision was taken in a meeting of the High-Powered Purchase Committee held today under the chairmanship of Chief Minister Nayab Singh Saini. Proposals related to projects of several departments, including Power, Public Health, Public Works, Irrigation, Transport and IT were approved, and tenders for multiple development works were issued.

During the meeting, the Chief Minister said that the primary objective of the government is to provide better and quality facilities to the people. He directed officials to ensure regular monitoring of all development projects so that works are completed within stipulated timelines and as per quality standards. He stated that he would personally review the projects and ensure judicious utilization of every penny. “No negligence in development works will be tolerated,” he said.

Approval for Drinking Water Projects

During the meeting, the tender for construction of two Ranney wells and one boosting station under the AMRUT-2 scheme to provide clean drinking water in Palwal city was finalized. The project will cost approximately Rs 100 crore.

Similarly, the tender for construction of a 6 MLD capacity water works in village Sirohi Bahali in Mahendragarh was finalized at a cost of Rs 53.47 crore. This facility will provide clean drinking water to around 39 nearby villages.

In Rewari city, an 8 MLD capacity raw water storage tank will be constructed at a cost of Rs 27 crore to strengthen the city’s water supply system.

Approval for Road and Building Construction Works

A project worth Rs 37.89 crore was approved for strengthening the Chhuchhakwas–Matanhail road in Jhajjar. Another Rs 46.20 crore will be spent on strengthening the Dharsul–Ratia road in Tohana.

In addition, construction of an academic block at Government Women’s College, Gurugram will be undertaken at a cost of Rs 9.37 crore, while an Excise Building will be constructed in Fatehabad at a cost of Rs 13.60 crore.

HSIIDC will also construct a Facilitation Centre for industries in Sohna at a cost of Rs 12.80 crore to promote industrial activities.

Boost to Urban Transport

The Chief Minister informed that the process to provide 200 city electric buses in Faridabad and Gurugram under the Prime Minister City Bus Service has been finalized. Additionally, electric bus depots will be constructed in Ambala at a cost of Rs 13 crore and in Hisar at Rs 14 crore.

Approval has also been granted for the purchase of 19 cranes for the Transport Department. A Gymkhana Club will be constructed in Faridabad at a cost of Rs 16.50 crore.

Key Decisions in Security and Energy Sector

 The Police Department has completed the procurement process for 163 single-door and 183 CCTV-integrated multi-zone metal door machines for district secretariats and other government buildings.

In the energy sector, approval has been granted for purchase of transformers and other equipment worth Rs 57.25 crore for seven new 33 KV substations in Panipat and Karnal. Equipment worth Rs 62.75 crore will also be procured for seven new 33 KV substations in Sonipat, Rohtak and Jhajjar.

New 66 KV substations will be constructed at Musimbal in Ambala and Saidopur in Yamunanagar at a cost of Rs 40 crore. A 66 KV substation will be set up at Dharuhera in Rewari at a cost of Rs 33.75 crore, and a 220 KV substation will be established in Sector-75A, Gurugram at a cost of Rs 75 crore.

A bridge will be constructed in village Damla, Yamunanagar at a cost of Rs 13.39 crore. In Rohtak, Rs 97.45 crore will be spent on remodeling four RD of the Bhaloth Distributary and enhancing its capacity.

Haryana Chief Minister Nayab Singh Saini said that the government is committed to making Haryana’s law and order a model in the country by strengthening the police force with modern resources, improved infrastructure, and state-of-the-art training. He said that Rs 300 crore is being spent on police modernization, while the recruitment process for 5,500 new police personnel is underway.

The Chief Minister was addressing the Valediction Ceremony of the sixth batch of the SWAT Commando Course at the Commando Training Centre, Panchkula, as the chief guest. During the course, 88 personnel including 11 PSIs and 77 other ranks received training in modern weapons and specialized operational skills.

On this occasion, the Chief Minister also inaugurated a Firing Simulator constructed at a cost of Rs 85 lakh. This state-of-the-art facility integrates modern technology with training and provides personnel with an accurate experience of real-time situations. The simulator enables them to practice complex scenarios without risk, improves reaction time, and enhances firing accuracy. It will make training more effective, scientific, and result-oriented.

 25,700 personnel trained at the Commando Training Centre so far

 The Chief Minister said that the Commando Training Centre, Panchkula, was established in 1984 and has been formally imparting commando training since March 4, 1985. Keeping in view the emerging security challenges at the time, the centre was conceived to prepare a highly trained force for special operations. Spread over approximately 12 acres, it has today become a symbol of the bravery and professionalism of the Haryana Police. From the Basic Commando Course to the SWAT Commando Course, 12 types of specialised courses are conducted here. So far, 25,700 personnel have been trained here and have dedicated themselves to the service of the state and the nation.

Commando Training Centre to be equipped with more advanced technologies in the future

Addressing the SWAT Commandos, the Chief Minister said that becoming a SWAT Commando is not merely attaining a rank but assuming the responsibility of being a strong guardian of the state’s security. He said that during the course, personnel gained proficiency in specialised techniques such as anti-terror operations, close-quarters battle, drone operations, IED handling, and firefighting.

He added that the present era has moved beyond traditional crime patterns, with challenges such as terrorism, organised crime, cyber-enabled attacks, and drone-based threats emerging rapidly. In such circumstances, the role of specialised units like SWAT becomes extremely important. He further said that the Commando Training Centre, Panchkula, will be equipped with more advanced technologies in the future. Simulation-based training, virtual reality modules, and inter-agency joint exercises will be strengthened further. The government’s endeavour is to ensure that every personnel is fully capable not only physically but also mentally and technically, he asserted.

 State Government continuously working to modernise the police force

 Nayab Singh Saini stated that the State Government is continuously working to modernise the police force. Modern weapons, improved bulletproof equipment, strengthened communication systems, establishment of cyber labs, and upgradation of training institutions are among the key steps taken in this direction. The government’s goal is to make Haryana’s security system the best in the country. He added that to achieve this objective, peace, security, and the rule of law are being given top priority in the state.

 Haryana leading the Nation in the fight against cybercrime

 He said that Haryana’s commitment to women’s safety has led to a 16 percent reduction in crimes against women in 2025. The state is also leading the country in the fight against cybercrime, protecting citizens’ assets worth Rs 256 crore by saving 36 percent of fraudulent amounts in real time and blocking 1.5 lakh fraudulent mobile numbers. Similarly, taking strict action against organised crime, the police have busted 426 criminal gangs and ensured the extradition of 15 gangsters who had taken shelter abroad.

 The government is moving forward firmly with Action Plan 2029, committed to achieving a drug-free Haryana

The Chief Minister said that, with a commitment to a drug-free Haryana, the government is moving forward firmly under Action Plan 2029. He informed that the ‘TRAKEA’ bar-coding system has been implemented in the Forensic Science Laboratory at the Madhuban Police Complex, making Haryana the first state in the country to adopt such a system from the police station level to the forensic lab.

He said the swift response time of 9 minutes and 44 seconds through Dial-112 reflects the government’s accountable governance system. He added that 30 companies of the ‘Durga Shakti Rapid Action Force’ have been deployed and 33 Durga Shakti vehicles have been integrated with Haryana-112. A total of 33 women police stations have been set in the state, and 239 women help desks have been established to provide immediate assistance to women living in remote areas.

On this occasion, Chief Minister Nayab Singh Saini honoured the commandos who performed exceptionally well during the SWAT Commando Course by presenting them with trophies. Earlier, he inspected various security equipment and the firing simulator at the Commando Training Centre.

Speaking on the occasion, Director General of Police Ajay Singhal said that the Chief Minister is always committed to the welfare and improvement of the police department and believes that the morale of police personnel should never be low. Additional Director General of Police (CID) Sh Saurabh Singh congratulated all personnel who completed the SWAT Commando Course and said that during the three-month programme they received intensive training to handle critical situations and maintain law and order.

During the programme, the SWAT Commandos demonstrated a walk-about drill, hostage rescue operations, yoga, tile breaking, live firing, and other adventurous activities.

Haryana’s Public Works (Buildings & Roads) and Public Health Engineering Minister Sh. Ranbir Gangwa today chaired a meeting of officers of the Public Health Engineering Department at the Haryana Civil Secretariat, Chandigarh.

During the meeting, the Minister reviewed various key issues related to the department and took stock of the progress of projects concerning drinking water supply, sewerage systems and public health infrastructure across the state. He directed officials to ensure regular cleaning and proper maintenance of all water works, Sewage Treatment Plants (STPs) and other public health establishments so that better facilities can be provided to the general public.

Surprise Inspection via Video Conferencing; Emphasis on Timely Completion

The Minister conducted surprise inspections of water works, STPs and other public health establishments in different districts through video conferencing and issued necessary directions to the concerned officers. He stressed that all projects must be completed within stipulated timelines and that citizens should not face any inconvenience.

 Comprehensive Review of Water Works

Ranbir Gangwa sought detailed information regarding various water works in the state. He reviewed water sources, the areas and villages being supplied with drinking water, population coverage, supply capacity, and the status and functioning of Water Treatment Plants (WTPs). He also directed special attention towards storage capacity, the condition of tanks, regular cleaning and adherence to hygiene standards.

The Minister instructed officials to ensure regular testing of water samples, strengthen monitoring of water quality, and maintain the pipeline network properly to provide safe and clean drinking water to the public.

Directions to Address Leakages and Supply Issues

 The Cabinet Minister directed that villages facing drinking water shortages be identified and alternative water sources developed. In areas where groundwater levels are low, plans should be made to install new tubewells or develop suitable water sources.

He further instructed that complaints regarding pipeline leakages or supply of contaminated water be addressed on priority to ensure clean and quality water supply. While laying new pipelines, these must be kept separate from sewer lines to prevent contamination.

Special Preparations for the Summer Season

Keeping the upcoming summer season in mind, Ranbir Gangwa directed officials to ensure adequate drinking water supply. He emphasized special monitoring in areas that faced water scarcity in previous years and instructed coordination with district administration, electricity and communication departments to ensure uninterrupted supply.

He also directed the launch of awareness campaigns to prevent water wastage and promote water conservation. Participation of schools, youth, local bodies and gram panchayats in such campaigns should be ensured.

Instructions to Ensure Green and Clean Premises

During the meeting, directions were also issued to increase greenery around water works, New Booster Stations (NBS), STPs and other public health establishments by planting flowers and saplings. The Minister said regular cleaning, maintenance and a green environment should be ensured to keep these premises clean, safe and attractive. He also emphasized regular monitoring of sanitation and maintenance arrangements.

The Minister directed that necessary corrective action be taken wherever water pumps are not functioning satisfactorily. At the same time, officers and employees managing pumps efficiently as per standards should be encouraged by issuing appreciation certificates to promote a positive work culture within the department.

 Focus on Solar Energy and Reuse of STP Water

 The meeting also discussed the installation of solar energy systems at water works, NBS, STPs and other public health establishments to save energy and reduce operational costs. The Minister directed officials to study the feasibility of installing solar plants at these sites and prepare a concrete plan to reduce dependence on conventional electricity and promote environmentally friendly systems.

He also directed efforts to accelerate the target of reusing treated STP water by the year 2028 to ensure optimal utilization of water resources.

The Public Health Engineering Minister stated that the government’s objective is to provide clean drinking water and improved sewerage facilities to every citizen of the state. He emphasized that providing safe and clean water is a top priority of the government and all officers must discharge their responsibilities sincerely while maintaining quality standards. The government is moving forward with development works with transparency, accountability and quality.

The meeting was attended by Engineer-in-Chief of the Public Health Engineering Department Sh. Devender Dahiya along with senior officers of the department, while other officers joined through video conferencing.

Haryana Government Orders Time-Bound Recovery of Penalties Imposed Under the RTI Act  

In a decisive move to strengthen accountability under the Right to Information (RTI) Act, the Haryana Government has directed all departments to ensure the immediate recovery of pending penalties imposed by the State Information Commission.

In a letter issued by Chief Secretary Anurag Rastogi to all Administrative Secretaries, Heads of Departments, Chief Administrators and Managing Directors of Boards and Corporations, Divisional Commissioners and Deputy Commissioners, clear instructions have been given to implement the recovery process in a time-bound manner.

The total outstanding penalty amount stands at ₹2,94,87,657, which is to be recovered from defaulting State Public Information Officers (SPIOs) across various departments.

To ensure smooth compliance, the government has approved a structured monthly installment mechanism instead of lump-sum recovery. As per the approved schedule, recovery will be affected by the Drawing and Disbursing Officers (DDOs) from the salaries or pensions of the concerned officers. Class-A officers will contribute ₹10,000 per month (₹5,000 in case of retired officers), Class-B officers ₹7,000 per month (₹3,500 if retired), and Class-C officers ₹4,000 per month (₹2,000 if retired) until the entire outstanding amount is recovered.

The government has clarified that in cases where the concerned SPIO has expired, the penalty shall be waived. For serving Sarpanches, recovery will be made at ₹3,000 per month from their honorarium. Cases involving Ex-Sarpanches will be referred to the respective Deputy Commissioners for action under applicable revenue laws.

Administrative Secretaries have been asked to personally monitor compliance and submit periodic status reports to the State Information Commission, underscoring the government’s commitment to transparency and institutional discipline.
