Haryana Chief Minister Sh. Nayab Singh Saini said cow devotees must lead a public awareness campaign for the protection of cows. Serving cows is everyone’s moral responsibility. He appealed to the people not to abandon cows on the roads and to actively participate in efforts to make gaushalas (cow shelters) self-reliant. He also urged citizens to use products made from cow dung and cow urine. The Chief Minister announced a grant of Rs 21 lakh from his discretionary fund to Shri Krishna Gaushala, Karnal. The Chief Minister was speaking as the Chief Guest at the Gopashtami celebration held at Shri Krishna Gaushala on Thursday. Earlier, he performed ‘gau pooja’, and inspected the medical facilities provided for the cattle at the Gaushala. Extending greetings on Gopashtami, he said this sacred day of Indian Sanatan tradition connects people with culture, brotherhood, and compassion. He added that Gopashtami is not merely a festival but a symbol of kindness, service, and a sense of duty. *Social and Spiritual Importance of Cow* Chief Minister Sh. Nayab Singh Saini said that the cow holds both social and spiritual significance and has always been associated with wealth and prosperity. In ancient times, a person’s wealth was measured by the number of cows they owned. According to mythology, Kamadhenu, the divine cow, was one of the fourteen precious gems that emerged from the churning of the ocean by gods and demons. Another legend narrates that when Lord Shri Krishna lifted the Govardhan mountain to protect the cowherds, Lord Indra, on the eighth day, sought his refuge. Indra then performed the abhishek (anointing) of Lord Krishna with Kamadhenu and bestowed upon him the title of Govind. Since then, the eighth day is celebrated as Gopashtami. The Chief Minister said that the cow is considered a divine and spiritual being and is revered as a mother. Cow’s milk is regarded as equivalent to nectar. Scientific studies have proven that the milk of indigenous (desi) cows is highly beneficial for health and is considered as nutritious as mother’s milk. *Several Steps Taken for Cow Conservation and Protection* Sh. Nayab Singh Saini said that the government has taken several initiatives for the development of gaushalas, protection of cattle, and promotion of natural farming. Eleven years ago, the Gau Seva Aayog received only Rs 2 crore in grants, but after the BJP government came to power, this amount has been continuously increased. The government has now allocated Rs 600 crore for cow protection and promotion. He informed that in 2014, there were 215 registered gaushalas in the state housing 1.75 lakh cattle, while today there are 686 gaushalas with over 4 lakh cattle. The process of purchasing 800 e-rickshaws for gaushalas is underway. The government is also providing electricity to gaushalas at Rs 2 per unit, and stamp duty on land registration for gaushalas has been abolished. *Construction of Sheds in Gaushalas Underway* The Chief Minister further stated that in gaushalas with more than 3,000 cattle, a veterinary doctor is deputed once a week, while for smaller gaushalas, Veterinary Livestock Development Assistants (VLDAs) are assigned. Mobile veterinary services have also been made available. Two cow sanctuaries have been established in the state for stray cattle. The government has already decided to provide Rs 10 lakh per gaushala for constructing sheds. So far, sheds have been built in 51 gaushalas, and work is ongoing in others. He informed that Rs 88.50 crore has been given as fodder subsidy to 605 gaushalas. In the last 11 years, registered gaushalas have received around Rs 388 crore as fodder assistance. Under the National Gokul Mission launched by Prime Minister Sh. Narendra Modi, steps are being taken to preserve and improve indigenous breeds. The government is also working to make gaushalas self-sustaining by promoting products such as natural phenyl, organic manure, cow-dung utensils, diyas, soaps, earthen pots, incense sticks, and gau ark made from cow dung and cow urine. Support is being provided to gaushalas for purchasing necessary machinery for Panchgavya production. A grant of Rs 6.50 crore has been released to 101 gaushalas. He said that strict laws have been enacted to ensure the safety of cows. There is a provision for ten years of imprisonment for cow slaughter and seven years for cow smuggling. Sh. Saini reiterated that cow devotees must run awareness campaigns for cow protection. *Spiritual Discourse on Gopashtami* Earlier, Gita Manishi Swami Gyananand Maharaj spoke about the significance of Gopashtami, saying that the cow is not an ordinary being but the essence of Sanatan traditions. “If life-force (prana) is protected, life itself will be safe,” he said, emphasizing that serving cows is the greatest service of all. No.IPRDH/2025 Rs.12,327.24 crore directly transferred to farmers’ bank accounts in Haryana during Kharif procurement season 57.78 lakh metric tonnes of paddy procured from Haryana mandis so far Paddy purchased from 2.87 lakh farmers registered on ‘Meri Fasal Mera Byora’ portal Chandigarh, October 30 – During the Kharif procurement season 2025–26, payments worth Rs.12,327.24 crore have so far been directly transferred to the bank accounts of farmers in Haryana, ensuring payment of Minimum Support Price (MSP) to them in a transparent manner. Sharing information in this regard a spokesperson of the Food, Civil Supplies and Consumer Affairs department, said that the procurement of paddy is going on smoothly in all grain markets of the state. Keeping the farmers’ interests in mind, the state government has made extensive arrangements for hassle-free procurement. The spokesperson said that paddy is being procured by HAFED, Warehousing Corporation, and the Food and Supplies Department. Directions have been issued to all concerned departments to ensure that farmers face no inconvenience while selling their produce. Paddy is being procured from farmers registered on the 'Meri Fasal Mera Byora' portal. So far, paddy has been purchased from 2.87 lakh registered farmers across the state. The spokesperson further said that 53.24 lakh metric tonnes of paddy have already been lifted from mandis in various districts, while total procurement has reached 57.78 lakh metric tonnes. Notably, the procurement of paddy in Haryana is being carried out at MSP fixed by the Government of India, and payments are being made directly into farmers’ bank accounts. The spokesperson urged farmers to bring their paddy to the market only after proper drying and in compliance with the quality norms prescribed by the Government of India (such as 17 percent moisture content), so that they get timely and fair prices for their produce. The state procurement agencies have made robust arrangements for paddy procurement, and the process of lifting the procured crop has also been expedited. The MSP fixed by the Government of India for paddy is Rs. 2,389 per quintal, with no deductions being made, the spokesperson added. The spokesperson also informed that all procurement agencies have been directed to ensure adequate facilities such as electricity, clean drinking water, and toilets in mandis. The district administrations have been directed to regularly inspect grain markets to ensure that farmers do not face any difficulty in selling their produce. In addition, cleaning of the paddy brought to mandis and procurement centers by farmers is being carried out by the Arhatiyas at their own level. The state government is also bearing the cost of mandi labour charges, including activities like filling, weighing, stitching, and loading. No.IPRDH/2025 Health Minister directs timely and quality construction of health institutions Civil Surgeons to supervise all ongoing health infrastructure projects, says Arti Singh Rao Chandigarh, October 30 – Haryana Health Minister, Ms. Arti Singh Rao has directed officers to ensure that all ongoing construction works related to government health institutions across the state are carried out using quality materials and completed within the stipulated timeframe. Issuing directions to assign the responsibility of supervision to all civil surgeons, the Minister said that every officer must stay updated on the progress of construction projects in their respective areas. She said that any negligence in this regard would not be tolerated. The Health Minister had recently conducted surprise inspections of under construction buildings of the health department in several districts. During her visit, when she asked the nodal officers about the status of these projects, they failed to provide satisfactory answers and appeared uninformed about their responsibilities. Taking serious note of this, the Minister issued strict warnings to the concerned officers and said that henceforth, civil surgeons would also serve as nodal officers for all construction projects. She directed that they must remain fully updated on the progress and quality of ongoing works. Ms. Arti Singh Rao emphasized that hospitals and health institutions are essential facilities where doctors examine and treat patients. Therefore, no compromise would be tolerated on the quality of materials used in construction. She directed officers to ensure that all projects are completed within the set deadlines. No.IPRDH/2025 Agriculture Minister calls for exploring wider possibilities of direct sowing Minister chairs key meeting on budget announcements and commitments made in the government’s Sankalp Patra Chandigarh, October 30 – Haryana Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana has directed officers to identify and promote direct sowing techniques in as many crops as possible across the state. He said that direct sowing would help save irrigation water, reduce expenses on ploughing, and thus lower the overall cost of cultivation for farmers. The Minister gave these directions while presiding over a review meeting on budget announcements and the government’s Sankalp Patra commitments. While reviewing the ‘Mera Pani Meri Virasat scheme’, Sh. Shyam Singh Rana said that water resources are limited, and therefore farmers should be encouraged to grow crops that require less water. He directed officers to prepare a special plan for farmers in the hilly Morni region of Panchkula district so that they can effectively cultivate crops on small and sloping lands. He said that since Haryana’s geography varies, with sand dunes in some areas, hills in others, and flat plains elsewhere, schemes should be adapted to regional conditions to ensure maximum benefit for farmers. Sh. Shyam Singh Rana reviewed the implementation of ongoing schemes and emphasized the need to make them more women-oriented. He directed the officers to expedite the implementation of the interest-free loan scheme for women, under which loans up to Rs. 1 lakh will be provided. The Agriculture Minister also reviewed the performance of the Haryana State Warehousing Corporation Limited, seeking updates on the status of warehouse construction in various districts as announced in the state budget, and directed officers to accelerate the pace of work. Reviewing issues related to the Haryana State Agricultural Marketing Board, Sh. Shyam Singh Rana sought details about the online integration of mandis, the establishment of a flower market in Gurugram and arrangements made for farmers during paddy procurement. He also directed horticulture department officers to formulate the State Horticulture Policy at the earliest and to speed up work on setting up the three proposed Centres of Excellence. No.IPRDH/2025 5 services of HSIIDC now under ambit of Right to Service Act Chandigarh, October 30 – The Haryana Government has brought 5 services of the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) within the ambit of the Right to Service Act, 2014, ensuring a defined timeline for their delivery. According to the notification issued by Chief Secretary Sh. Anurag Rastogi, Water connection and sewerage connection services will now be provided within 15 days, with the Field Incharge, Engineering Division designated as the responsible officer, the Head of Department (Engineering) as the first appellate authority, and the Managing Director as the second appellate authority. The approval of revised zoning plans will be completed within 45 days under the supervision of the Chief Town Planner and the Managing Director. In addition, HSIIDC will ensure daily cleanliness of public washrooms and complete repair and maintenance of these facilities within 15 days. These inclusions are designed to enhance the efficiency and quality of public service delivery in industrial and public infrastructure management. No.IPRDH/2025 Haryana Maintains Excellence in Digital Policing with Top National Rankings Chief Secretary Chairs 31st SAC Meeting, Reinforcing State's Leadership in Crime Tracking Systems Chandigarh, October 30: Haryana continues to set benchmarks in digital governance and citizen-oriented policing, maintaining its top position in national performance rankings for 37 out of the last 51 months since June 2021. The State achieved a perfect 100% score in August 2025, reaffirming its strong commitment to efficient public service delivery and technology-led justice reforms. Chief Secretary Sh. Anurag Rastogi chaired the 31st State Apex Committee (SAC) meeting on Crime and Criminal Tracking Network and Systems (CCTNS) and Interoperable Criminal Justice System (ICJS) today, emphasizing that Haryana has emerged as a national model in digital policing and integrated justice systems. Senior officers from the Police Department, HARTRON, NIC, CRID, and the Home, Prosecution, and Prisons Departments participated in the meeting, reviewing the state's technological infrastructure and charting the roadmap for future innovations. Chief Secretary Sh. Rastogi commended the department for transforming governance standards through transparency, accountability, and efficiency. "Haryana's model of digital policing represents a paradigm shift—from reactive enforcement to proactive, data-driven governance that places the citizen at the centre," he remarked. Outstanding Citizen Services Performance Additional Chief Secretary, Home, Dr Sumita Misra said the Haryana Police has demonstrated unmatched consistency in service delivery, maintaining a perfect 10/10 score on the Right to Service (RTS) dashboard for citizen services offered through the HarSamay portal. As of October 28, 2025, the department has processed an impressive 75.97 lakh citizen applications within stipulated timelines on the SARAL portal—the highest among all departments in the State. This achievement underscores the department's dedication to timely, transparent, and citizen-centric governance. Dr Misra highlighted several groundbreaking innovations that are redefining law enforcement in the State., three transformative provisions went live—hotel visitor data search, criminal history search in IIF-3 (Arrest/Surrender form), and a citizen service for registration of missing persons on the HarSamay portal. Citizens can now report a missing person from the comfort of their homes in under two minutes, ensuring prompt police action and reducing the anxiety families experience during such crises. One of the most significant innovation is a path-breaking smart monitoring system that enables real-time alerts to Station House Officers (SHOs) when an individual with a criminal background checks into any hotel in Haryana. The system intelligently cross-verifies name, Aadhaar number, and mobile number against police records. This AI-enabled early warning system, rolled out statewide in July, has already begun preventing potential crimes—a first-of-its-kind initiative in India that demonstrates how technology can serve as a proactive deterrent rather than merely a reactive tool. The integration and automation capabilities have also reached new heights. The CCTNS-eProsecution Version 2 system now allows the direct electronic transfer of draft chargesheets from CCTNS to eProsecution for legal vetting, eliminating manual delays and reducing human error. Furthermore, every chargesheet in Haryana now reaches the courts electronically, marking a 100% digital filing achievement. The Karnal pilot project has proven the system's reliability and efficiency, with physical copies maintained only for critical evidence protection such as CCTV footage and forensic materials. An API integration for the Chief Minister's Dashboard went live on August 13, 2025, allowing real-time monitoring of law and order parameters across the state. This enables senior leadership to make informed, data-driven decisions rapidly. The State also completed data replication between NDC Bhubaneswar and NDC Delhi on August 1, 2025—a critical technical milestone for migrating from CCTNS 1.0 to the more advanced CCTNS 2.0 platform, which will bring enhanced capabilities and improved user experience, she added. Strengthening Digital Infrastructure The SAC approved the release of ₹92.32 lakh under the ₹33.69 crore State Action Plan (SAP) for ICJS 2.0, sanctioned by the Ministry of Home Affairs (MHA). The funds will be strategically deployed to procure 411 Fingerprint Enrollment Devices (391 for police stations and 20 for prisons), 2,489 single-digit scanners, and 1,688 video conference/web cameras. This equipment will modernize every touchpoint in the criminal justice system, from initial arrests to final verdicts. HARTRON officials informed the committee that tenders for high-end computers, barcode systems, and video endpoints are in advanced stages of finalization, with procurement expected to commence shortly. Proof of Concept (PoC) trials for bandwidth enhancement will begin soon in selected districts to ensure seamless connectivity even in remote areas. This comprehensive approach ensures that no part of Haryana is left behind in the digital transformation. In a further boost to the state's technological capabilities, the National Crime Records Bureau (NCRB) confirmed that the MHA has approved an additional ₹3.25 crore for advanced hardware procurement. The Chief Secretary directed all departments to ensure timely and efficient implementation of these projects, highlighting that Haryana's 391 police stations now form one of the most connected and technologically advanced policing networks in India. Leading in Mobile Crime Units and Citizen-Centric Policing DGP OP Singh said Haryana has achieved national leadership in Mobile Crime Units (MCUs) with 27 units operational and 11,071 biometric enrollments recorded as of October 9, 2025—the highest in the country. These mobile units bring forensic capabilities directly to crime scenes, dramatically reducing response times and improving evidence collection quality. The units are equipped with state-of-the-art fingerprint scanners, photography equipment, and evidence collection kits, ensuring that even remote areas receive professional crime scene investigation services. Under the Nyay Shruti initiative, virtual court appearances are now operational in Karnal, ensuring swift case management and reducing the unnecessary movement of police personnel and undertrials. This not only saves valuable time and resources but also enhances the dignity of the judicial process. The Police Department has proposed implementing real-time dashboards and slot timing systems for even greater efficiency in court appearances and case tracking.
