Agricultural tube wells should be connected to solar power in a phased manner: CM

Haryana Chief Minister Nayab Singh Saini has directed officials to connect all tube wells in the agricultural sector in the state to solar energy in a phased manner.

The Chief Minister gave these instructions while chairing a review meeting organized under the Pradhan Mantri Kisan Urja Suraksha Evam Utthan Mahabhiyan (PM-KUSUM) in Chandigarh on Friday. Energy Minister Anil Vij was also present in the meeting.

The Chief Minister said the Haryana Power Generation Corporation Limited (HPGCL) should identify five acre places for solarization of at least two agricultural feeders in every district, where solar panels can be installed and electricity can be supplied to agricultural tube wells from solar power.

The Chief Minister suggested to officials that a solar power plant should be installed on about 300 acres of land of Ganni Kheda Gram Panchayat near the 220 KV substation located in Raiwali village of Panchkula district. This plant will make it possible to supply solar energy to all agricultural tube wells of the district. Also, solar panels should be installed on vacant land at places like colleges, Deputy Commissioner’s office, Pinjore fruit and vegetable market terminus and bus stand in Panchkula district.

Solar panel structures should be made usable for social functions

The Chief Minister said that in panchayats which provide land for solar power plants, the solar panel structures should be designed in a way that they can also function as ‘Kalyanam Mandapams’, enabling the space beneath to be used for social and community functions. It was also decided in the meeting that solar energy panels will be installed on the sheds of mandis of Haryana State Agricultural Marketing Board and warehouses of Haryana Warehousing Corporation. Electricity will be generated from this and supplied for agricultural purposes as per the requirement.

Number of solar pumps crosses 1.58 lakh, target of 70,000 pumps

Additional Chief Secretary of Power Department, Sh. A.K. Singh informed that under the PM-KUSUM scheme implemented from the year 2018-19, more than 1.58 lakh solar pumps have been installed in the state so far. A target has been set to install 70,000 new solar pumps in the state in the financial year 2025-26, for which a budget of Rs 600 crore has been set. Under the scheme, the cost of solar pumps of 3 to 10 HP comes to Rs 1.41 lakh, in which 25% is borne by the farmer, 30% by the Centre and 45% by the state government.

There will be follow-up on complaints of solar pump breakdown

The Chief Minister directed the officials to take complaints of solar pump breakdown seriously. In the villages from where such complaints are coming, the concerned officers should personally contact the farmers. Also, organize special camps in those villages where a large number of solar pumps are installed.

CM Nayab Singh Saini orders to initiate strict disciplinary action over unauthorized contract enhancements in development projects

 Guilty officials to face chargesheet, Compulsory retirement

Haryana Chief Minister Nayab Singh Saini has issued stern directives to take stringent action against all individuals, be they departmental officials or consultants, responsible for executing any development work involving contract enhancements without the explicit prior approval of the competent authority. He categorically ordered to take strict disciplinary action against the guilty in case of any contract enhancement done on account of preparation of faulty estimates. Those found guilty would face chargesheet as well as compulsory retirement.

The Chief Minister was presiding over the meeting of Cabinet Sub-Committee related to Public Works (Building and Roads) Department here today. He said that procedural lapses would not be tolerated in developmental projects. Those found guilty would face chargesheet proceedings and may also be subjected to compulsory retirement, he added.

While reviewing the progress of developmental projects, Nayab Singh Saini said that if additional work is required, prior approval must be obtained from the competent authority to avoid unauthorized contract enhancements. He directed the Department to ensure that all tender documents for developmental projects include complete structural designs. Furthermore, the inclusion of non-scheduled items should be minimized to promote greater transparency.

He said that the State Government remains committed to ensuring complete transparency in development projects to maximize benefits for the public. Officials are required to maintain the highest standards of quality in execution of such project. He said that stringent action will be taken against those found negligent. He also reviewed various development projects and issued necessary directives to the concerned officers.

Public Works (Building and Roads) Minister Ranbir Gangwa, Chief Secretary Anurag Rastogi, PSCM Arun Kumar Gupta, ACS PWD Anurag Agarwal, ACS Higher Education Vineet Garg, Commissioner and Secretary Transport T.L. Resolution taken to boost women’s participation in state economy

 Chief Minister’s OSD Dr. Raj Nehru chairs meeting with women entrepreneurs

Under the visionary leadership of Haryana Chief Minister Sh Nayab Singh Saini, and in alignment with the ‘Vikasit Haryana–Saksham Mahila’ initiative, a virtual meeting was held today with women entrepreneurs from both rural and urban areas of the state. The meeting was chaired by the Chief Minister’s OSD, Dr. Raj Nehru.

The primary objective of the meeting was to empower women entrepreneurs, connect them with emerging opportunities, and enhance their participation in Haryana’s economic development. During the meeting, participants shared their experiences related to startups, incubation centers, digital marketing, financial assistance, and innovation.

Dr. Raj Nehru stated that, in line with the Chief Minister’s vision, a target has been set to significantly enhance the role of women in Haryana’s economic growth. As part of this initiative, a dedicated workshop will be organized soon to provide women entrepreneurs with a platform to learn key aspects of entrepreneurship. The workshop will also involve industry representatives and other relevant stakeholders to ensure a holistic and practical learning experience.

He emphasized that the state government is fully committed to supporting women entrepreneurs at every level by providing assistance, training, and necessary resources. The meeting also included discussions on expanding women-centric incubation centers and digital platforms to empower women from rural areas and help them become self-reliant by accessing global markets. He further stated that under Mission Haryana-2047, women entrepreneurs across various sectors will play a crucial role in achieving the state’s goal of reaching a USD 1 trillion GDP and creating new employment opportunities.

Haryana Sets Stage for Business-Friendly Reforms with Jan Vishwas Bill

State Pushes Ahead with Decriminalization and Deregulation to Boost Investment Climate

Chandigarh, July 11 — In a major stride towards improving the investment climate and making Haryana a business-friendly destination, the state government is set to introduce the Haryana Jan Vishwas Bill, a landmark legislation aimed at decriminalizing minor offenses, dismantling regulatory hurdles, and reducing compliance burdens across departments. The move is part of a broader effort to foster ease of doing business, especially for Micro, Small, and Medium Enterprises (MSMEs), and to signal trust-based governance to investors.

The initiatives were highlighted during the meeting to review the progress on compliance reduction and deregulation chaired by Special Secretary, Cabinet Secretariat, Sh. KK Pathak.

While welcoming Sh. Pathak, Haryana Chief Secretary Sh. Anurag Rastogi emphasized that the state government is firmly committed to enhancing ease of doing business through deregulation, decriminalization of minor offenses, and reduction of compliance burdens. “Our approach is holistic—whether it is streamlining industrial clearances, digitizing land records, or simplifying building codes, every measure is aimed at improving investor confidence and supporting enterprise,” the Chief Secretary added. He said Prime Minister Sh. Narendra Modi is himself regularly reviewing deregulation and compliance reduction to boost industry and business in the country. He assured that the remaining reforms shall be undertaken and completed within the prescribed timelines by Government of India.

Special Secretary, Cabinet Secretariat, Sh. K.K. Pathak commended Haryana as a leading state in business reforms, and said the Central Government has high expectations from the state for achieving the goals for compliance reduction and deregulation. He highlighted how Gurugram and Faridabad have emerged as major hubs of economic activity, even surpassing Delhi in several parameters. “We consider Haryana on par with larger states such as Gujarat, Telangana, Maharashtra, and Andhra Pradesh in terms of industrial growth and economic dynamism,” he remarked.

Commissioner and Secretary, Industries and Commerce, Dr. Amit Kumar Agrawal said over the past decade, Haryana has repealed 36 outdated Acts and removed 37 minor criminal provisions across three major departments. Building on this momentum, the Jan Vishwas Bill marks the next phase of legal modernization. The Department of Industries and Commerce, which is leading this reform, has launched a sweeping review of over 230 Acts from 37 departments.

To ensure a structured and effective implementation of these reforms, the state government has established a dedicated State-Level Ease of Doing Business (EoDB) Cell. This cell, under the direct supervision of the Chief Secretary and senior officers from the Industries Department, is coordinating with various departments, analyzing legal provisions, and recommending simplifications.

In parallel, the state is also rationalizing its land use policies and development regulations to reduce complexity and support integrated planning. Haryana has already adopted the Mixed Land Use model, allowing compatible residential, commercial, and public uses in most zones. Industrial zones have been opened up for all types of industries, including the red category, while non-red category industries are allowed even in agriculture zones. Small commercial activities are permitted along service roads, and non-residential uses in residential areas can be carried out with prior permission. A committee is currently working to further simplify land use sub-classifications, with recommendations expected to be given soon.

Digital facilitation is another key pillar of the reform strategy. The HSIIDC Land Bank has been fully digitized and integrated with the India Industrial Land Bank (IILB) portal. Investors can now access real-time information about allotted and unallotted plots, along with infrastructure details like water supply, sewerage, drainage, and electricity.

To enable plug-and-play infrastructure, the state has developed flatted factories in industrial estates such as IMT Faridabad, allowing new units to start operations quickly. Haryana Building Code (HBC)-2017 has been updated to facilitate self-certification for low-risk buildings, joint inspections, and faster issuance of occupation certificates—within eight working days of submission. Third-party inspection agencies and fact-finding bodies have also been institutionalized to ensure compliance and resolve neighborhood grievances.

He said labour reforms are another highlight of the Haryana Jan Vishwas agenda. The new draft Haryana Shops and Establishments Bill includes progressive provisions such as allowing night shifts for women by mere intimation, relaxing quorum norms, simplifying pantry requirements, and increasing the daily work hours to 10 and quarterly overtime limit to 156 hours. Shops with fewer than 10 employees will be exempt from the Act, significantly benefiting small businesses. Registration certificates are now issued within 24 hours on a provisional basis and do not require renewal.

All essential business-related services have been brought under the unified Invest Haryana Single Window Portal, which is integrated with the National Single Window System. The revamped AI-powered Invest Haryana portal with interactive dashboards, policy tracking, and chatbot support is scheduled for completion by December 2025.

Senior officers of various departments were also present in the meeting.

Health Minister Arti Singh Rao launches Ujjwal Drishti Haryana Abhiyan from Hisar

 Haryana Health Minister Arti Singh Rao today launched the Ujjwal Drishti Haryana Abhiyan from Guru Jambheshwar University of Science and Technology, Hisar. The statewide campaign has been launched specifically with the aim of providing free spectacles to school children and near vision correction to citizens above 45 years of age.

The Health Minister informed that this campaign is being run under the National Programme for Control of Blindness and Visual Impairment, for which special budget provision has also been made by the State Government. Under this, more than 1.4 lakh spectacles will be distributed simultaneously through 22 district hospitals, 50 sub-divisional hospitals and 122 community health centres of the state. This is the largest and first-of-its-kind campaign in the country. She informed that under the campaign, the eyes of about 21 lakh students studying in 14,267 government schools will be examined, out of which free glasses will be distributed to 40,000 needy students. Also, cataract screening of citizens above 50 years of age will also be done and if required, they will be given free surgery facility in government hospitals or NGO-run health facilities.

While virtually joining the programme being held in various districts under the state-level Ujjwal Drishti Haryana Abhiyan, Arti Singh Rao said this programme is not limited to only eye examination and distribution of glasses, but is a concrete initiative to lead the citizens of Haryana towards a self-reliant, equal and healthy society. She said our goal is not only to restore eyesight, but also to make the future of Haryana bright.

The Cabinet Minister said vision defects are the second biggest cause of blindness after cataract and if not treated in time, it can turn into permanent blindness. Keeping this in mind, this comprehensive campaign is going to become an example at the national level. She informed that Haryana is the only state in the country which provides assistance of Rs. 15,000 for free transplant in private and NGO hospitals for the treatment of corneal blindness. More than 800 corneal transplants are being done in the state every year, which is a record at the national level. 22 eye donation centres are also operating for this purpose. The Cabinet Minister appealed to the public to come forward for eye donation and said your one eye donation can brighten someone’s whole world.

The Cabinet Minister said the government is continuously working to strengthen the health system of the state through services like modern equipment, mobile medical units and telemedicine.

Haryana to hire qualified youth as ‘Chief Minister Engineering Project Quality Monitors’ to oversee engineering works, ensuring quality and timely completion

 For the first time, QAA conducted training for newly recruited Junior Engineers and Sub-Divisional Engineers to enhance capacity building

 In Haryana, young professionals will now play a key role in ensuring quality standards across various ongoing development projects throughout the state. The State Government has decided to hire qualified youth as ‘Chief Minister Engineering Project Quality Monitors’ to oversee engineering works, ensuring quality and timely completion.

 This decision was made during a meeting of the Quality Assurance Authority (QAA) held under the Chairmanship of Chief Minister, Sh Nayab Singh Saini here today.

 Any compromise on quality will not be tolerated at any cost

  The Chief Minister stated that the State Government is committed to maintaining high quality in development projects and emphasized that any compromise on quality will not be tolerated at any cost. He highlighted that young professionals bring greater zeal and enthusiasm to support the government in achieving this goal. He said that Graduate Aptitude Test in Engineering (GATE) qualified candidates could be hired for this work and directed to prepare a transparent system for recruiting these professionals.

 QAA entrusted with comprehensive roles and responsibilities for ensuring quality in engineering works

 The Haryana Government has established the Quality Assurance Authority in April 2023. It has been entrusted with a multifaceted set of roles and responsibilities for quality assurance in engineering works. These included streamlining and enforce existing quality protocols, technical quality audit of engineering projects, develop standard operating methods and procedures and other quality assurance parameters, empanelment of quality assurance monitors, empanelment of third party monitoring agencies and design and DPR consultants, strengthen existing infrastructure of quality testing laboratories, explore and adopt latest technologies and digital tools , promote the use of sustainable engineering practices and eco friendly materials and training and capacity building.

 Government Officer, along with contractor, to be held accountable for project delays

Chief Minister Nayab Singh Saini directed the Quality Assurance Authority to conduct quality audits of major ongoing development works worth over Rs 100 crore, to ensure high standards and timely completion. He assured that adequate manpower would be provided to the Authority to enable smooth execution of its responsibilities. Sh. Nayab Singh Saini emphasized that in cases of delay in the completion of development works or projects, accountability would not be limited to the contractor alone. The concerned government officer overseeing the project would also be held responsible, and this accountability would be duly reflected in their Annual Confidential Report (ACR).

Chief Minister emphasizes capacity building for employees involved in engineering works execution

Chief Minister Nayab Singh Saini emphasized the importance of capacity building of employees involved in the execution of engineering works. He directed that workshops for employees and officers of all the Engineering Departments be conducted regularly through the Haryana Institute of Public Administration (HIPA) or other training institutes. These workshops will help them stay abreast of the latest technologies in the engineering sector, enabling better performance.

 Chief Minister appreciated the effort made by QAA

The Chief Minister appreciated the effort made by QAA while preparing the detailed Standard Operating Methods and Procedures and in particular the marking system suggested by QAA for all the Engineering works being undertaken by Haryana Government. He directed QAA to immediately conduct the technical audit and award marks to the Engineering projects.  He further directed that all the payments to the Contractors should be linked with the marking system so as to ensure the quality infrastructure. Further in case of any deficiency or substandard infrastructure not only contractors be blacklisted even the concerned government officer also be held responsible.  QAA was directed to  start the technical audit right from the inspection of the project till completion of the project by deputing the ‘Chief Minister Engineering Project Quality Monitors’ proposed by the Government.

  QAA develops technical quality parameters across seven key sectors

Chairperson, Quality Assurance Authority Rajeev Arora apprised the Chief Minister that QAA has conducted various activities to maintain quality standards in development works and projects across the state. The Authority has developed technical quality parameters for roads, buildings, water supply, irrigation, sewerage, power transmission, and power distribution. Additionally, it has prepared standard operating methods and procedures. DPR and design consultants, third-party inspection and monitoring agencies, as well as quality assurance monitors, have been empaneled. It was also highlighted that, for the first time, induction training for newly recruited Junior Engineers (JEs) of the Public Works (Building and Roads) Department and Sub-Divisional Engineers (SDEs) of the Development and Panchayats Department has been conducted.

Nayab Singh Saini while chairing a high-level meeting on law and order late Thursday evening issued clear and strict directives to senior officers, emphasizing that the law and order situation must remain intact throughout the state and any disruptions should be dealt with swiftly and firmly. He stressed the need for each police station to consistently track crime patterns and respond swiftly to any rise in criminal incidents to maintain control. Accountability should be ensured not only at the district level but also at the police station level, said the Chief Minister.

Nayab Singh Saini said that negligence in crime control would not be tolerated under any circumstances. He directed officers to make maximum use of technology for real-time crime reporting and analysis, making the police system more efficient and responsive. He reiterated the government’s commitment to curbing crimes and providing a secure environment to the public.
