
Haryana Chief Minister Nayab Singh Saini said that officers should carry out public-interest works with the highest priority, full sensitivity and responsibility, ensuring that no negligence occurs at any level. He stated that the government is fully committed to the overall development of Gurugram and the resolution of citizens’ problems. Every issue related to the district is being considered seriously, and prompt and effective solutions are being ensured. The government is continuously reviewing public grievances so that people receive timely relief and development works maintain momentum.
The Chief Minister was presiding over the meeting of the District Public Relations and Grievance Redressal Committee in Gurugram on Monday. Haryana Industries and Commerce Minister Rao Narbir Singh, Pataudi MLA Smt. Bimla Chaudhary, and Sohna MLA Sh. Tejpal Tanwar was also present.
A total of 17 complaints were placed in the meeting, out of which the Chief Minister resolved 12 on the spot, while directions were issued to keep 5 cases pending till the next meeting. He instructed concerned officers to present status reports on the pending cases in the upcoming meeting.
Directions to make damaged roads motorable within one month
During the meeting, Chief Minister Nayab Singh Saini took cognizance of a complaint regarding the poor condition of the road from Umang Bhardwaj Chowk in Sector-10A via Gadoli up to Dwarka Expressway. He directed concerned officers to make the road pothole-free within the next 24 hours. If there is any encroachment on the road, it should be removed immediately on priority. He said that irrespective of the department concerned—whether HSIIDC, Municipal Corporation, or GMDA—necessary action must be taken as per rules to repair all roads and make them motorable within one month.
Sector-85 road issue resolved; relief to over 7,000 residents
Taking serious cognizance in the previous meeting of a complaint submitted by Carnation Residency RWA, Sector-85, regarding road obstruction, the Chief Minister had constituted a committee of concerned departments. Based on the committee’s report, the private land in question has now been purchased by the builder, and the process of removing old structures built there has begun. Thereafter, within two weeks, a 24-metre-wide connecting road will be constructed, establishing direct connectivity with Sector-86 main road and Dwarka Expressway.
This decision will provide major commuting relief to around 7,000 residents and 800 school students. RWA representatives thanked Chief Minister Sh. Nayab Singh Saini, stating that his sensitive approach, prompt hearing, and committee formation helped resolve this long-pending issue.
Directions to free Surat Nagar Phase-1 from waterlogging
Chief Minister Nayab Singh Saini also took cognizance of the long-standing waterlogging problem in Surat Nagar Phase-1 and directed officers to ensure resolution within one month. He said all affected lanes should be freed from waterlogging and renovated to provide relief to local residents. Proper drainage arrangements should be restored immediately, and pumps should be installed wherever required to remove stagnant water. He also directed regular monitoring of the works and strict action against responsible officers if deadlines are not met.
On this occasion, Gurugram Mayor Rajrani Malhotra, Principal Advisor (Urban Development) D. S. Dhesi, GMDA CEO P. C. Meena, DC Ajay Kumar, OSD to Chief Minister, and Additional Director, Information, Public Relations & Languages Department, Vivek Kalia, along with other officers and staff, were present.
Uttar Haryana Bijli Vitran Nigam (UHBVN) has appealed to all farmers and general consumers not to tamper with power lines, transformers, or any other electrical equipment and not to attempt repairing them on their own. It has been observed that farmers and consumers often try to fix power faults themselves and attempt to climb electricity poles or transformers without taking proper safety measures. This has led to repeated electricity-related accidents.
Sharing information in this regard a spokesperson of UHBVN urged farmers and consumers to avoid repairing electrical equipment themselves and instead register their electricity-related complaints through official channels such as the UHBVN Samast App, the toll-free numbers 1912 and 1800-180-1550, or by visiting their nearest electricity office. The Nigam’s employees are technically qualified and specially trained to handle such work, the spokesperson added.
In this regard, the Nigam has requested public cooperation and urged people to register complaints through the designated channels rather than taking risks themselves, so that accidents can be prevented and a safe power supply can be ensured.
Haryana Clarifies ‘Notional Vacancy’ Norms Ahead of First Online Transfer Drive
The Haryana Government has issued an urgent clarification to ensure uniform interpretation of the terms “Notional Vacancy” and “Notional Category” under the Model Online Transfer Policy, 2025, ahead of the State’s first online transfer drive.
According to a letter addressed to all Administrative Secretaries and Heads of Departments by Chief Secretary Anurag Rastogi, it was observed that different departments were adopting divergent interpretations of these terms. This had led to inconsistencies in implementation and increased the risk of litigation. The matter was examined in the light of legal principles, policy intent and administrative practicality, following which a uniform decision has been taken.
As per the clarification, no post will be treated as a notional vacancy or placed under a notional category during the first online transfer drive in respect of vacancies that existed prior to the notification of the transfer policy. Vacancies arising between the date of notification of the policy and the qualifying date will be treated as notional vacancies or categories only as a one-time measure.
Further, vacancies arising after the qualifying date will be considered under the notional vacancy or category only in subsequent transfer drives, and not in the ongoing exercise.
Amendment in Three Services of Animal Husbandry & Dairy Department under Right to Service Act
Two New Services Also Notified
The Haryana Government has amended the notification dated December 31, 2021, issued by the Administrative Reforms Department under the Haryana Right to Service Act, 2014. With the objective of making the services of the Animal Husbandry & Dairy Department more effective, transparent, and time-bound, three previously notified services have been revised and two new services have been added.
A notification to this effect has been issued by Chief Secretary Sh. Anurag Rastogi.
Under the revised provisions, services related to the conservation and development of indigenous livestock (desi cows) and the Murrah Development Scheme will now be provided within 180 days. In addition, a time limit of 100 days has been fixed for the establishment of high-tech dairy units and for schemes aimed at providing employment to Scheduled Caste beneficiaries through the setting up of livestock units.
As per the notification, two new services have also been added. These include a general scheme for providing employment through the establishment of pig, sheep, and goat units, for which a time limit of 100 days has been prescribed, and a scheme for the establishment of backyard poultry units, for which a time limit of 60 days has been fixed. All services will be subject to the availability of targets.
For these services, the Sub-Divisional Officer, Animal Husbandry & Dairy of the concerned district has been designated as the competent authority. The Deputy Director, Animal Husbandry & Dairy / Intensive Livestock Development Project has been appointed as the First Grievance Redressal Officer, while at the Directorate level, the Credit Planning Officer / Joint Director (Planning) has been designated as the Appellate Authority.
