Haryana Chief Minister Nayab Singh Saini has directed officers to ensure the prompt disposal of all pending files on the CFMS portal. He emphasized that any delay adversely affects administrative functioning, and therefore, timely disposal of files must be accorded the highest priority. All pending files should be cleared through the portal within a maximum period of 15 days.
The Chief Minister was presiding over a review meeting of the Human Resource Module here at the Civil Secretariat. Nayab Singh Saini stated that all departments should conduct a detailed review of pending cases on CFMS at their respective levels and fix accountability of the concerned officers.
He said that regular updating of files on the portal is equally important to maintain transparency in functioning. He further said that full implementation of e-Office will not only accelerate work but also enhance transparency and efficiency in administrative processes. He directed that its progress should be reviewed regularly every month and added that he would personally monitor the same.
The Chief Minister directed that all 18 modules under HRMS should be adopted department-wise to bring uniformity and ease in human resource management.
He also directed officers to review the progress of development of HRMS 2.0, the status of notification of the related Act, and the timeline for its implementation.
He instructed that compliance under the Act should be regularly assessed, and pending tasks should be identified and completed promptly. He said that officers and employees performing well should be encouraged, while strict action should be taken against those showing negligence.
He emphasized that timely disposal of files is essential to ensure that development works in the state continue without interruption and that better services are delivered to the public.

25 percent reservation under RTE mandatory for private schools
MIS portal to reopen for private schools: Education Minister Mahipal Dhanda
Haryana Education Minister, Mahipal Dhanda said that under Section 12(1)(c) of the Right of Children to Free and Compulsory Education Act, 2009, all recognised private schools in the state must reserve 25 percent seats in Class 1 and above classes for children from disadvantaged and economically weaker sections. He said that the department had issued directions to all schools to upload details of these reserved seats on the departmental website and the ‘Ujjwal portal’ between March 11 and March 20, 2026.
He said that out of a total of 9,230 private schools in the state, 8,621 schools declared their seats within the stipulated time, while 609 schools failed to comply. Additionally, among the 8,621 schools, 891 schools did not upload the required recognition-related documents on the portal, due to which their entries were rejected. Due to this negligence, the department temporarily closed the MIS portal access of around 1,500 schools.
The Education Minister said that representatives of private schools met him and informed him that the admission process for the academic session 2026–27 is underway, but the closure of the MIS portal was affecting admissions. Taking a serious view of the matter, the government has made a decision keeping the interests of children and parents as a priority.
He informed that the MIS portals of schools, which were closed due to non-declaration of seats or non-uploading of documents, have now been reopened, granting them another opportunity. The schools have been directed to promptly upload the required recognition documents and mandatorily enter details of 25 percent reserved seats under the RTE Act.
He said that the state government aims to ensure free and quality education for the maximum number of children from disadvantaged and economically weaker sections. All private schools must strictly comply with the provisions of the Act. He appealed to school authorities to adhere to the rules so that no eligible child is deprived of the right to education.
CM launches first phase of Census 2027
Haryana Chief Minister, Nayab Singh Saini, while launching the self-enumeration process under the first phase of Census 2027, said that the census is a significant national exercise conducted at regular intervals, and the data collected is simple, secure and completely confidential. He said this data plays a crucial role in formulating schemes for various sections of society and in determining the future course of development.
The Chief Minister was addressing a press conference after launching the self-enumeration. He said that the tagline of Census 2027, “Our Census, Our Development,” reflects the importance of this nationwide campaign.
Responding to a question, he clarified that census and delimitation are two distinct subjects. Delimitation is undertaken after long intervals and is not related to any single political party, but is a matter of public importance. He said that census data will also prove highly useful in achieving the vision of a developed India by 2047, and all political parties should extend meaningful cooperation in this process.
The Chief Minister said that the self-enumeration will continue from April 16 to 30, 2026, while house listing and housing census activities will be conducted from May 1 to 30, 2026.
The Chief Minister extended his best wishes to the officers and officials engaged in this nationally important exercise and appreciated their efforts in ensuring its successful implementation.

Haryana Chief Minister Nayab Singh Saini formally launched the Census-2027 process in the state by filling out the self-enumeration form online himself. Through this initiative, he conveyed a message to citizens to actively participate in the census exercise.
Addressing a press conference here on Thursday, the Chief Minister said that the self-enumeration process is simple, secure and time-saving. He said that this initiative strengthens the Prime Minister’s vision of ‘Ease of Living’ and ‘Digital India’. He emphasized that Census-2027 is a significant step towards realizing the vision of a ‘Viksit Haryana-Viksit Bharat’ and is not merely a data collection exercise, but the foundation for inclusive and equitable development of the state.
He informed that the first phase of Census in Haryana will be conducted from May 1 to May 30, 2026, during which house listing and housing census will be carried out. Prior to this, the facility of self-enumeration has been made available to citizens from April 16 to April 30, which is a major step towards Digital India.
The Chief Minister said that accurate and reliable census data is essential for designing policies and schemes that effectively reach every section of society. Reiterating Prime Minister Sh. Narendra Modi’s mantra ‘Our Census, Our Development’, he said that this vision can only be realized through the active participation of every citizen. He said that India has a rich legacy of conducting census operations, with the first systematic census conducted in 1872. This will be the 8th census after Independence and the 6th since the formation of Haryana.
The Chief Minister said that census data forms the backbone of development planning—be it setting up of schools, establishment of hospitals, expansion of roads and infrastructure, or formulation of welfare schemes for the poor and the needy. He urged citizens to provide accurate and complete information about their families so that policies can be effective and equitable.
He further said that the entire Census-2027 exercise is being conducted through digital means, making it more transparent and citizen-centric. Through the self-enumeration facility, citizens can fill in their details from home using mobile phones, tablets or computers. For this purpose, a dedicated portal se.census.gov.in has been developed, where citizens can log in using OTP-based authentication through their mobile numbers. They will then select their state, district and local details, mark their house on the digital map, and fill in information related to their family and housing, informed Sh. Nayab Singh Saini. He described the process as simple, secure and confidential.
The Chief Minister clarified that all information collected during the census is kept strictly confidential and is used only for statistical purposes. It is not shared with any individual, organization or agency. He assured that protection of citizens’ privacy and trust remains the government’s top priority.
The Chief Minister said that citizens who are unable to use the self-enumeration facility need not worry, as enumerators will visit households between May 1 and May 30 to collect the data. He appealed to citizens to cooperate and provide correct and complete information during this process.
Calling upon youth, self-help groups, resident welfare associations, panchayat representatives, municipal councillors and other aware sections of society, the Chief Minister urged them to play an active role in turning the census into a mass movement. He emphasized the need to spread awareness and ensure that no family is left out of this important national exercise.
The Chief Minister extended his best wishes to all officers and staff associated with the census for the successful conduct of the exercise. He appealed to the people of the state to participate actively and contribute towards making this national endeavour a success.
Additional Chief Secretary, Revenue and Disaster Management Department & Financial Commissioner, and State Nodal Officer for Census, Dr. Sumita Misra, said that the census is being conducted in the country after 2011. She said that a key feature of this round is that the census is being carried out in a digital mode. Citizens can undertake self-enumeration by visiting the portal from April 16 to April 30. She further informed that nearly 60,000 personnel have been trained for the census exercise. Besides this, the honorarium for the enumerators has also been increased.
Director, Census, Lalit Jain said that 51,000 enumeration blocks in Haryana have been digitised, and their complete reference maps have been made available on the portal. He noted that this comprehensive database will significantly support the state’s development. He further said that under the digital census initiative, citizens can conveniently complete self-enumeration from anywhere using the mobile application or the portal, saving considerable time.

2 IAS officers transferred
The Haryana Government has transferred two IAS officers with immediate effect. Chief Secretary Sh. Anurag Rastogi has issued an order in this regard.
Sh. Manoj Kumar, Deputy Commissioner, Mahendragarh at Narnaul, has been posted as Special Secretary, Finance Department, against a vacant post.
Anupama Anjali, Administrator, HSVP, Faridabad and Additional Director, Urban Estate, Faridabad, has been posted as Deputy Commissioner, Mahendragarh at Narnaul. She will replace Sh. Manoj Kumar.
