Haryana Chief Minister, Sh. Nayab Singh Saini held a key meeting on Monday with officers from the Home, Police, Prisons, Prosecution, and Forensic departments regarding ensuring the 100 percent implementation of three new criminal laws in the state by February 28.
The Chief Minister directed that, alongside structural development, necessary training should be provided to the concerned personnel to effectively enforce these laws on the ground. He said that, as per the new provisions, police stations should be equipped with high-speed internet facilities, and arrangements should be made for court appearances and testimonies through video conferencing. Besides this, the officers should also expedite the implementation of measures such as the monitoring of Zero FIR to ensure swift justice for victims.
The Chief Minister directed that arrangements should be made for witness testimonies through video conferencing in coordination with the courts. He also emphasized the need to increase the number of forensic mobile vans in the state. During the meeting, it was informed that presently, 23 mobile forensic science units are operational in the state, and this number will be increased to 40.
Nayab Singh Saini directed the officers concerned that Zero FIR should be continuously monitored. Additionally, inter-state Zero FIRs should also be closely tracked, and the concerned agency should be promptly forwarded the FIR to ensure there is no delay in delivering justice.
*Most Provisions of New Criminal Laws Implemented*
During the meeting, Additional Chief Secretary to Government, Haryana, Home, Dr. Sumita Misra apprised the Chief Minister that most provisions under the new criminal laws have already been implemented. The Inter-Operable Criminal Justice System (ICJS) has been fully integrated with the Crime and Criminal Tracking Network and Systems (CCTNS). Charge sheets are now being submitted in courts through online means. Directions have been issued to the officers of all the concerned departments to fully implement these laws by February 28, adopting the necessary amendments as per the new provisions.
Director General of Police, Sh. Shatrujeet Kapur, informed that through the E-Sakshya App, a digital record of all evidence, including audio and video, is being maintained in criminal cases. As per the new provisions, forensic teams have visited 100 percent of crime scenes. The Chief Minister was apprised e-summons are being issued in approximately 60 percent of cases, and efforts will be intensified to increase this by February 28. Additionally, 77 percent of accused individuals have been presented before the court via video conferencing, resulting in significant savings in time and costs.
Chief Secretary, Dr. Vivek Joshi, Chief Principal Secretary to Chief Minister, Sh. Rajesh Khullar, Additional Chief Secretary, Home, Dr. Sumita Misra, Director General (Prisons) Mohammad Akil, and other officers also attended the meeting.

Haryana Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana said under the ‘Har Khet-Swasth Khet’ campaign, soil samples from every acre of the state will be collected in the next three to four years and soil health cards will be given to all farmers.
He said under this campaign, so far about 70 lakh soil samples have been collected and after analyzing 55 lakh samples, soil health cards have been distributed, and the work on the remaining samples is in progress. He informed that in 2022, the department had also received a gold medal from the Skoch Group for the Soil Health Card Project. 86.65 lakh soil health cards have been distributed under the Soil Health Card Scheme. The Agriculture Minister informed that 17 new permanent soil and water testing laboratories have been established in the state. 54 new small soil testing laboratories have also been opened in various mandis. Apart from this, 240 small soil testing laboratories have been established in government senior secondary schools and government colleges. In these, soil samples are collected and tested by the students of science. Under this scheme, the portal of ‘Har Khet-Swasth Khet’ was launched by the department on 26 May, 2022 for soil testing.
Shyam Singh Rana further said laboratories have been set up in Sirsa and Karnal to monitor pesticide residues in fruits, vegetables, soil and water. A total of 3640 samples have been analyzed in the year 2023-24.
He said the effort of the state government is to test the land of the farmers and provide them the right guidance for farming.

Haryana Urban Local Bodies(ULB) and Civil Aviation Minister, Sh. Vipul Goel said that the state government has fulfilled its promises within the first 100 days of forming the government. He said that Chief Minister, Sh. Nayab Singh Saini had promised to provide government jobs, without any Kharchi or Parchi, and even before taking the oath, he fulfilled this promise by offering 25,000 jobs to the youth.
Goel said this while speaking at an event in Panchkula, he said that the Hisar airport will soon become operational, as the Government of India will soon provide the license. He also said that flights from Ambala airport will begin shortly. Besides this, the state is working on starting helicopter services from Gurugram, Faridabad, and Hisar.
The minister emphasised that the Haryana government has been working diligently for the people, ensuring equal development for all sections of society without discrimination for the past ten and a half years. He said that the people of Haryana have elected them for a third consecutive term proving their trust in the administration.
During this term, the government resolved over 75,000 complaints through ‘Samadhan Shivir’ within the first 100 days, providing much-needed relief to the people. Besides this, more than 45,000 complaints received through online portals were also addressed. The government is committed to the welfare of not just the youth but also women, businessmen, and all sections of society. Sh. Vipul Goel said that the administration’s actions match its words, which is why the people continue to trust them, as reflected in their support even in Delhi.
The minister stated that curbing corruption is their top priority. Corruption will not be tolerated under any circumstances.He also said that in the recent elections, saying that opposition parties tried to mislead the public during the Lok Sabha elections. However, by the time the assembly elections came around, people realised the truth and gave their support to the government. With Sh. Nayab Singh Saini as the Chief Minister, a leader known for his simplicity and approachability, Haryana is set to achieve new milestones in progress. Sh. Chandigarh, February 10- Haryana Chief Minister, Sh. Nayab Singh Saini on Monday addressed students at the state-level event of ‘Pariksha Pe Charcha-2025’, encouraging them to embrace challenges with confidence and determination.
Speaking at the event held at Shaheed Major Anuj Rajput Government Model Sanskriti Senior Secondary School, Sector-20, Panchkula, he emphasized that overcoming challenges leads to greater success and personal fulfillment.
The Chief Minister also shared his own experiences, highlighting that greater the challenge, the more fulfilling is the journey to overcome it. He also shared key success mantras with students, encouraging them to embrace challenges rather than fear them.

Recalling the pre-2014 system, Sh. Nayab Singh Saini said that back then, even the most hardworking students did not get their due rewards. However, after 2014, Prime Minister, Sh. Narendra Modi and the Haryana government took on this challenge and transformed the system, creating a favorable environment for education.
He highlighted that today, students are seen working hard everywhere, and the youth’s trust in the government has strengthened. Unlike before, students no longer need to approach MLAs or Ministers for employment after completing their education. Under the state government’s transparent recruitment process, youth are now securing government jobs purely on merit, without ‘Parchi Kharchi’, said the Chief Minister.

As part of this process, he recently interacted with young entrepreneurs who have successfully launched startups while continuing their studies.
During the discussion, some of these youth shared their experiences, revealing how they built multi-crore businesses from zero investment. Their success stories reflect the hard work and dedication of Haryana’s young generation, said Sh. Nayab Singh Saini.

The intricate carvings on these handmade items are drawing large crowds, with visitors eagerly admiring and also purchasing these pieces.

Chandigarh, February 10 – Haryana Chief Secretary Dr Vivek Joshi has assured State Election Commissioner Sh. Dhanpat Singh that the administration will extend full support in conducting the upcoming Municipal Bodies elections in a free, fair, transparent and peaceful manner.
The Haryana State Election Commissioner along with the Chief Secretary jointly presided over a meeting here today regarding preparations for General Elections of Municipal Bodies in the state.
During the meeting, Sh. Dhanpat Singh apprised that the State Election Commission has decided to conduct of General Elections of 08 Municipal Corporations, 04 Municipal Councils & 21 Municipal Committees and bye-elections of 02 seats of Mayors i.e. Mayors of Municipal Corporations, Ambala and Sonepat; 03 seats of Presidents i.e. President, Municipal Council, Sohna (Gurugram); Municipal Committee, Assandh (Karnal) & Municipal Committee, Ismailabad (Kurukshetra) and 03 seats of Members i.e. Ward No. 11 of Municipal Committee, Ladwa (Kurukshetra); Ward No. 14 of Municipal Committee, Safidon (Jind) & Ward No. 05 of Municipal Committee, Taraori (Karnal). As per election schedule, polling of votes for the general/bye-elections of these municipal bodies will be held on March 2 (except Municipal Corporation, Panipat). The polling of votes for the Mayor and Ward Members of Municipal Corporation, Panipat will be held on March 9.
The State Election Commissioner further informed that there will be total 644 wards in total 33 Municipal Bodies where polling will be conducted, including 78 reserved for Schedule Castes, 55 reserved for Scheduled Castes in women, 29 for Backward Classes (A), 34 for Backward Classes (A) in women, 08 for Backward Classes (B), 30 for Backward Classes (B) in women, 111 for Women and 299 for Unreserved categories.
The State Election Commissioner said there were a total of 45,26,227 registered voters across 33 municipalities, excluding Panipat. This includes 24,03,004 male voters, 21,23,072 female voters, and 151 transgender voters. The municipal bodies comprise 21 municipal committees, 4 municipal councils, and 8 municipal corporations, with 4,469 polling booths set up for the elections.
During the meeting, extensive discussions on the enforcement of the Model Code of Conduct, Law and Order, Power Supply, Water Supply and Sanitation, Health Services, Excise and Taxation and other matters were also held.
Additional Chief Secretary, Higher Education Department, Sh. Vineet Garg, Commissioner & Secretary, Urban Local Bodies Department, Sh.
