Haryana Chief Minister Nayab Singh Saini, in the first year of his second tenure, has ushered in a new work culture by translating good governance, transparency and welfare-oriented policies into reality. Guided by the principle of aligning words with actions, he has demonstrated decisive leadership by fulfilling his commitments within the stipulated time frame.
While also holding the responsibility of Finance Minister, Nayab Singh Saini presented his first State Budget of Rs 2,05,017 crore during the Haryana Vidhan Sabha session in March. Among other welfare provisions, he announced a major initiative for women empowerment – the Deen Dayal Lado Lakshmi Yojana – with an allocation of Rs 5,000 crore.
Within just 192 days, the Chief Minister has brought this scheme into implementation, reaffirming that his government functions on the three pillars of ‘Niti, Neeyat and Nishpadan’ (policy, intent, and execution). The scheme will be officially launched on September 25, 2025, coinciding with the birth anniversary of Pandit Deendayal Upadhyay, the great thinker and proponent of Integral Humanism. On this occasion, Sh. Saini will launch a mobile app from Panchkula, through which eligible women will be able to register for the scheme.
Under the Deen Dayal Lado Lakshmi Yojana, nearly 22 lakh women across the State, aged between 23 and 60 years and belonging to families with an annual income of up to Rs 1 lakh, will receive financial assistance of Rs 2,100.
To mark the launch, special programmes will be organized simultaneously in all 22 districts, with the participation of State Cabinet Ministers, Members of Parliament, MLAs, and senior administrative officers.
The Chief Minister has further announced that the scope of the scheme will be expanded in future phases to benefit an even larger number of eligible women.
In addition, the Panchkula event will also highlight women’s health, with free health check-up camps being organized at every programme venue under the campaign ‘Swasth Mahila – Sashakt Parivar’ (Healthy Woman – Empowered Family).
This initiative of Chief Minister Nayab Singh Saini is set to become a milestone in the journey of women empowerment in Haryana.

Haryana Chief Minister Nayab Singh Saini said that the state government’s vision is to make Haryana not only the sports capital of India but also a global leader in sports. He highlighted that over the past decade, Haryana has developed a comprehensive sports vision aimed at connecting every child with sports, creating playgrounds in every village, and providing opportunities to every youth passionate about sports.
The Chief Minister was addressing the inaugural function of the second phase of the state-level Khel Mahakumbh at the Tau Devi Lal Sports Stadium in Panchkula today. On this occasion, he encouraged the players to compete with a true sporting spirit and give their best performance. Minister of State for Sports Gaurav Gautam was also present.
The Chief Minister said the Khel Mahakumbh is not just a sporting event but a platform that nurtures the dreams of Haryana’s youth, reflecting the state’s spirit of excellence in sports.
He said that the Khel Mahakumbh was launched in 2017, Haryana’s Golden Jubilee year, and since then, five editions have been successfully organized. In the first phase of this year’s event, held from August 2 to 4, a total of 15,410 athletes participated across 26 sports. The second phase, which began today, has 9,959 athletes competing.
The Chief Minister added that every athlete aspires to represent the country, but achieving that dream requires consistent practice, discipline, and self-confidence. To support this, the government continues to organize sports competitions that help athletes hone their skills and enhance their abilities.
The Chief Minister said that Prime Minister Narendra Modi has set the goal of establishing India as a sports superpower by the 2036 Olympic Games and has expressed the desire to host the Games in India. I am confident that Haryana’s athletes will bring glory to the nation by winning the most medals at that time. Preparations for this have already begun. Our dream is that every village in Haryana will produce an athlete who will make the country proud on the world stage. I am proud that we have worked tirelessly to realize this dream, and today’s Khel Mahakumbh marks a golden chapter in that endeavour, he added.
Nayab Singh Saini further highlighted the government’s efforts to promote sports talent in the state. Sports nurseries have been established to nurture athletes from childhood, providing both financial assistance and professional training. Currently, 1,489 sports nurseries are operational, and 37,225 athletes are receiving training in these nurseries, he said.
He added that players aged 8 to 14 years enrolled in these nurseries receive a monthly stipend of Rs1,500, while those aged 15 to 19 years receive Rs2,000 per month. Sports nursery instructors are also provided an honorarium of up to Rs 25,000. Additionally, the Haryana Outstanding Players Service Rules, 2021, have been framed to ensure secure employment for exceptional athletes, creating 550 new posts in the Sports Department.
On this occasion, the Chief Minister honoured eight Haryana athletes who won medals at last year’s Paris Paralympics with incentives totaling Rs 42 crore. Haryana athletes excelled in the competition, securing 5 gold and 3 silver medals. In addition, the Chief Minister recognized 31 coaches for their outstanding contributions, awarding them a total of Rs 3.56 crore. Certificates of appreciation were also presented to Haryana’s outstanding athletes, gold medalists from the National Games 2025, in-charges of 75 exceptional sports nurseries, and 75 outstanding coaches from the Sports Department.
Earlier, addressing the event, Minister of State for Sports Gaurav Gautam said that the second phase of Khel Mahakumbh 2025 will witness 9,959 athletes competing in 17 different sports over three days across various districts of the state. He emphasized that Haryana’s sports policy is the best in the country and credited the players’ hard work and the state’s progressive sports initiatives for Haryana athletes’ success in national and international competitions. He further said that under the leadership of Chief Minister Nayab Singh Saini, the Haryana Olympic Games will be organized in November after a gap of 15 years.

New GST rates to benefit the poor and middle class the most: Minister Krishan Lal Panwar
Haryana Development and Panchayat Minister, Krishan Lal Panwar, today visited various business establishments in Charkhi Dadri city to discuss the new GST rates with traders. He also interacted with customers and congratulated them on the reduction in prices due to the revised GST rates.
Earlier, while interacting with the media, Panwar said that under the leadership of Prime Minister, Narendra Modi, a historic decision has been taken to reduce GST rates. This move will primarily benefit the country’s poor and middle-class citizens. This change has not only reduced the prices of daily-use commodities, but has also reduced the prices of small appliances and vehicles. Those who had already booked vehicles are now receiving them at reduced prices, for which people have expressed gratitude to Prime Minister, Sh. Narendra Modi.
He further said that under the new system, GST slabs have been simplified, with certain essential items now placed under the 0 percent category, making them completely tax-free. Besides this, two main GST slabs of 5 percent and 18 percent have been created, while the earlier 12 percent and 28 percent slabs have been completely abolished, he added.
The Minister said that many daily-use goods and services have been exempted entirely from GST. These include milk, personal life and health insurance policies, primary stationery items, notebooks, maps, charts, and life-saving medicines. Consumers will now not have to pay any tax on these items.

Energy Minister Anil Vij inspects construction of 100-bedded building at Ambala Cantonment Civil Hospital
Haryana Energy, Transport and Labour Minister, Anil Vij said that the construction of a new 100-bedded building at Ambala Cantonment Civil Hospital is progressing rapidly and is expected to be completed soon. The facility will primarily house a state-of-the-art Critical Care Unit (CCU), ensuring that patients no longer need to travel elsewhere for advanced treatment. Additionally, work to install a PET scan at the Cancer Hospital will also commence shortly.
Vij made these remarks while inspecting the construction site of the 100-bedded facility at Ambala Cantonment Civil Hospital today.
During the inspection, he reviewed the progress with PWD officers and representatives of the construction agency. He directed them to expedite the work so that patients visiting the hospital can benefit at the earliest. The new building is being constructed at a cost of approximately Rs.14.79 crore. PWD Executive Engineer, Sh. Ritesh Agarwal, CMO, Dr. Rakesh Sehl, PMO, Dr. Pooja, and other officers were present.
Hospital Capacity to Double to 200 Beds
He said that with the completion of the new 100-bedded building, the total capacity of Ambala Civil Hospital will increase to 200 beds. This expansion will significantly ease the pressure on the hospital, which currently operates with just 100 beds, insufficient to meet the growing number of patients.
Critical Care Unit to Save Lives
He further said that the 100-bedded building will be developed as a Critical Care Unit, equipped to provide specialized medical support during emergencies. The CCU will feature advanced monitoring systems, essential medicines, and critical decision-making facilities based on patient conditions.The unit will allow doctors to closely monitor vital signs such as heart rate, blood pressure, and other indicators, enabling immediate treatment for any complications. Facilities will include oxygen support, emergency procedures, post-care recovery, and specialized wards for COVID-19 and other infectious diseases.The building design ensures infection control, protecting general patients from potential exposure.
Shekhar Vidyarthi appointed in charge of Jhajjar district
Shekhar Vidyarthi, Commissioner & Secretary, Archives Department and Director General, Fire Services, Haryana, has been appointed as the incharge of Jhajjar district, in addition to his present duties.
An order in this regard was issued by Chief Secretary Sh. Anurag Rastogi.
The incharge will be required to submit a quarterly report to the Monitoring and Coordination Cell. The report will include the progress of projects worth more than ₹25 crore, the status of crimes and heinous crimes, vigilance-related matters, delivery of services under the Service Rights Act, and a review of functioning in health, education, and social sectors.
In addition, he will hold interactions with Members of Parliament, MLAs, and other public representatives in the presence of the Deputy Commissioner and Superintendent of Police. He will also inspect one important site related to the health or education department during the review.

In order to strengthen Haryana in the power sector, a high-level meeting was held yesterday evening at Shram Shakti Bhawan, New Delhi, under the chairmanship of Union Power Minister Sh. Manohar Lal, to discuss key issues concerning Haryana’s energy sector amid rising electricity demand. Haryana Energy Minister Sh. Anil Vij, along with senior officers from the Union Ministry of Power and the Haryana Energy Department, attended the meeting.
During the meeting, Haryana Energy Minister Anil Vij said, “Energy is the lifeline of any nation, and a robust energy infrastructure is the cornerstone of a self-reliant India. In line with this vision, Haryana will establish new 800 MW ultra-supercritical thermal units in Panipat and Hisar. Once operational, these projects will significantly enhance the state’s electricity availability and meet the growing energy demand.”
Vij highlighted that Haryana, a major contributor to the national GDP, looks forward to full support and assistance from the Government of India to strengthen its energy sector. In response, the Union Power Minister assured that all necessary support and assistance under government policies and schemes would be fully extended to Haryana.
The discussion covered several key projects in the meeting, including the Haryana Power Generation Corporation Limited (HPGCL) plan to set up 800 MW ultra-supercritical thermal units in Hisar and Panipat. These units are expected to substantially increase power availability in Haryana and meet the rising energy demand. The Union Power Minister directed concerned officers to facilitate coal linkage and other requirements to expedite these projects. Additionally, challenges related to the limited availability of quality biomass pellets were discussed, and the Union Minister instructed officers of the Ministry of Power for appropriate solutions.
*Upgrading Transmission Infrastructure for Reliable Power Supply*
Haryana Vidyut Prasaran Nigam Limited (HVPNL) proposed re-conductoring HTLS conductors in place of existing ACSR conductors to enhance transmission capacity and maintain grid reliability. The Union Ministry advised submitting a formal PSDF fund proposal for consideration. Progress on the Revamped Distribution Sector Scheme (RDSS) and expediting contract awards in DHBVNL were also reviewed. UHBVNL requested approval for SCADA and upgradation projects for Sonipat and Jhajjar, which were duly noted.
*Smart Meter Implementation to Prioritize Consumer Data Security*
The meeting also reviewed smart meter implementation, discussing both TOTEX and CAPEX models. The Union Ministry emphasized studying the TOTEX model used in neighboring states (e.g., Rajasthan) to ensure prompt implementation in Haryana without delays. Both Ministers emphasised that consumer data security must remain the highest priority in all deployment strategies.
*Battery Energy Storage System (BESS) Expansion*
Considering the rising peak electricity demand, Haryana Energy Minister requested an increase in BESS allocation from 500 MW to 1500 MW. The Union Power Minister asked for a detailed proposal highlighting installation sites and capacities for consideration by the Ministry.
Discussions also covered the PM-Surya Ghar : Muft Bijli Yojana (PMSG:MBY) rooftop solar initiative. The Union Ministry recommended adopting the Utility-Level Aggregator (ULA) model to enhance rooftop solar initiative. Sh. Vij stated that “Promoting renewable energy is not just a choice for today, but a necessary commitment for future generations.”
The meeting also reviewed PM-KUSUM progress, with Haryana ranked second nationwide in implementing Component ‘B’. The Ministers directed fast-tracking progress and ensuring Power Purchase Agreement (PPA) signings by 31 December 2025.

*Haryana Government designates Sub-Divisional Officers (Civil) as Competent Authorities for Project Land Consolidation*
The Haryana Government has ordered that under Section 4(1) of the Haryana Consolidation of Project Land (Special Provisions) Act, 2017, all Sub-Divisional Officers (Civil) across the State are designated as Competent Authorities within their respective jurisdictions for the purpose of consolidation of project land as provided under the said Act, with immediate effect. A notification in this regard was issued by Chief Secretary Sh. Anurag Rastogi.
These Competent Authorities will now exercise the powers, perform the functions, and discharge the duties as prescribed under the Act, along with any rules or instructions issued by the Department of Revenue and Disaster Management from time to time.

Haryana Industry and Commerce Minister Rao Narbir Singh said that the Make in Haryana Industrial Policy–2025 will serve as a strong foundation for realizing Haryana’s vision of contributing to India’s goal of becoming a trillion-dollar economy by 2047. The policy targets investments worth Rs 5 lakh crore and the creation of 1 million new employment opportunities in the state.
He was addressing a stakeholder consultation meeting in Gurugram on Wednesday to discuss the provisions of the new policy.
The Minister said that Haryana will play a pivotal role in fulfilling Prime Minister Narendra Modi’s vision of a developed India by 2047. He underlined that industry has a crucial role in making the nation self-reliant and globally competitive. The government is fully committed to safeguarding your interests. At the same time, you must focus on producing high-quality, affordable, and market-friendly products so that Haryana’s industries remain competitive at the global level, he said.
Rao Narbir Singh further said that Chief Minister Nayab Singh Saini is equally committed to accelerating industrial growth in the state. If industry grows, the nation grows. The government will extend all necessary support and facilities to you, he assured. He added that suggestions presented by industry representatives during the consultation would be thoroughly examined and incorporated into the new policy. He also reiterated the government’s commitment to providing robust infrastructure and basic facilities in all industrial areas for the convenience of entrepreneurs. He appreciated the constructive feedback given by industry stakeholders on the Make in Haryana Industrial Policy–2025 and, after discussions with officials, directed that relevant suggestions be integrated into the final draft of the policy.

Addressing the consultation meeting, Commissioner and Secretary of the Industries and Commerce Department, Dr. Amit Kumar Agrawal said that the government’s approach will move beyond “ease of doing business” to also focus on “reducing the cost of doing business” and “ensuring the right to do business.” He said that the new policy is designed to make Haryana the most attractive and competitive investment destination in the country in the coming years.
Dr. Agrawal said that the policy is not confined to financial incentives but places equal emphasis on creating an enabling ecosystem for industries. The government has identified 23 key barriers to doing business—related to the Pollution Control Board, labour regulations, and urban planning—and is committed to removing them by December 31. He further added that both Block A and Block B areas will be provided equal opportunities, thereby ensuring balanced investment and industrial growth across the state.

Describing Make in Haryana 2025 policy is a meaningful dialogue with industry stakeholders, Director General of the Industries and Commerce Department, Dr. Yash Garg said that at self-reliance is essential in the current global landscape, and the policy is designed to encourage the establishment of new industries, promote innovation, enhance global competitiveness, and strengthen value chain integration. He said that the 2020 industrial policy had successfully attracted substantial investment and driven significant industrial expansion in Haryana. However, considering the evolving global environment, the new policy has been made more flexible, dynamic and sustainable, following extensive consultations with industry bodies.
Dr. Garg further said that the Haryana government does not intend to act merely as a regulator, but as a true partner and facilitator of industry. He stressed that only through collaborative efforts between the government and entrepreneurs, Haryana can emerge as the country’s leading industrial state, with its products establishing a strong identity in global markets.
*Procurement of Kharif Pulses and Oilseeds set to Begin Across 100 Mandis in Haryana*
Haryana Chief Secretary Anurag Rastogi today reviewed the arrangements for procurement and production of Kharif pulses and oilseeds for the 2025-26 marketing season at more than 100 mandis across the State.
The State Government has fixed procurement schedules and designated mandis for each crop. Moong will be procured from September 23 to November 15, 2025 at 38 mandis. Procurement of Arhar and Urd will take place in December 2025 at 22 and 10 mandis, respectively. Groundnut procurement will run from November 1 to December 31, 2025 at 7 mandis, while Til (sesame) will be procured in December 2025 through 27 mandis. Soybean and Nigerseed will be procured between October and November 2025 at 7 and 2 mandis, respectively. During the review, the Chief Secretary directed officials to ensure a smooth and hassle-free procurement process for farmers.
He emphasized timely procurement, along with adequate arrangements for storage facilities and availability of gunny bags at the mandis.
Principal Secretary, Agriculture & Farmers’ Welfare, Pankaj Agarwal said on the production front, significant improvements have been recorded. The area under Moong has expanded from 1.09 lakh acres in 2024-25 to 1.47 lakh acres in 2025-26, with yields increasing from 300 kg to 400 kg per acre. As a result, production is expected to rise sharply from 32,715 metric tonnes to 58,717 metric tonnes. Arhar and Urd have also shown modest increases in both area and yield. Meanwhile, Til cultivation has more than doubled—from 800 acres to 2,116 acres—with production likely to reach 446 metric tonnes.
