Haryana Chief Minister Nayab Singh Saini directed officials to ensure that all major infrastructure and public utility projects initiated this year are completed within the stipulated timeframe while strictly adhering to prescribed standards and quality parameters. He said that timely completion of these projects will enable citizens to benefit from them at the earliest.
He also instructed that all concerned departments must regularly prepare monthly review reports of these projects and upload them on the State Pragati Dashboard. This, he said, will not only ensure transparency but also facilitate continuous monitoring of the pace of implementation.
The Chief Minister was presiding over a meeting to review the progress of mega projects costing more than Rs 75 crore at the State Pragati Dashboard here today.
During the meeting, the Chief Minister emphasized that project delays leading to increased costs must be treated seriously, and responsible officials should be held accountable. He directed all departments to promptly address obstacles to project implementation and to prioritize development projects to ensure the public benefits from these services in a timely manner.
It was informed that around 91 percent of the construction work of the Government Medical College in Jind has been completed and the project is targeted for completion by the end of December next year. Likewise, 95 percent of the construction work on the War Memorial to the First War of Independence’ in Ambala Cantonment has been completed and is expected to be fully ready by January 2026.

He also reviewed the progress of other mega projects on the State Pragati Portal including the upgradation of War Memorial stadium, Ambala, Mother and Child Hospital and service block in the campus of B.K. (Civil) Hospital, Faridabad, construction of 2 lane with pave shoulder 4 lane elevated road Delhi Agra road NH-19 to Delhi Vadodara Expressway via Ballabhgarh Mohna road in Faridabad district, construction of 100 bedded district civil hospital in the campus of old CHC at Nuh and NICDC Haryana Integrated Manufacturing Cluster, Hisar under AKIC- a joint venture with Government of India.

Haryana Chief Minister Nayab Singh Saini honoured Shafali Verma, a player of the 2025 World Cup-winning Indian Women’s Cricket Team, with a cheque of Rs 1.50 crore and a Grade-A gradation certificate for her outstanding performance. In addition, the Haryana State Commission for Women has appointed cricketer Shafali Verma as its Brand Ambassador.
The Chief Minister presented the award at his residence Sant Kabir Kutir here today. Urban Local Bodies Minister Vipul Goel and Shafali Verma’s family members – her grandfather, father, and brother – were also present. The Chief Minister felicitated her with a memento and a shawl.
Congratulating Shafali Verma and her family, Nayab Singh Saini said that Haryana is a hub of sports, and the daughters of the state have brought glory to the nation at the international level. He added that the daughter of Haryana played a pivotal role in the World Cup final, helping India become World Champions.

Nayab Singh Saini said that cricketer Shafali Verma has enhanced the pride of her family, the state, and the nation. She is a source of inspiration for the youth across the country. The state government is formulating several schemes to promote sportspersons. Nearly 2,000 sports nurseries have been opened across the state to train children from the grassroots level and provide them with a platform to excel. The government stands fully with the youth.
He further said the state government is carrying out awareness campaigns through various means, including marathons and cyclothons, to encourage the youth to stay away from drugs. The Chief Minister also interacted with cricketer Shafali Verma regarding her meeting with Prime Minister Sh. Narendra Modi.

Sampling and seizure of the suspected batch expedited
After the Central Drugs Standard Control Organization (CDSCO) detected a toxic chemical diethylene glycol (DEG) in a cough syrup named Planokuf-D Syrup, Haryana has taken major steps to strengthen drug safety in the state. Taking immediate cognizance of the matter, Haryana Health Minister Ms. Arti Singh Rao has directed strict monitoring and quality checks across the state.
According to the CDSCO report, one batch of the syrup (Batch No. R25053101) contained 0.35 percent of DEG, whereas the permissible limit should not exceed 0.1 percent. DEG is a highly poisonous substance that can cause severe toxicity, kidney failure, nervous system damage, and even death — with children being especially vulnerable.
Following the report, State Drug Controller, Lalit Kumar Goel, issued a “Most Urgent” alert to all Drug Control Officers. They have been directed to immediately conduct sampling and testing of the concerned batch and ensure seizure of the stock wherever found.
Health Minister, Arti Singh Rao said that any compromise with the health and safety of citizens will not be tolerated. She directed officers to take prompt action against any suspicious drugs and maintain strict surveillance over the entire supply chain.
The Minister further directed the department to adopt a ‘Zero Tolerance’ policy towards drug quality in the state and to take strict action against any negligence.
State Drugs Controller, Dr. Lalit Kumar Goel informed that all allopathic and ayurvedic drug manufacturing units have been directed to mandatorily test every batch of Propylene Glycol (PG) — a chemical commonly used in syrups and liquid medicines — through Gas Chromatography Tests before use.
He said that purchasing Propylene Glycol from unlicensed traders is strictly prohibited, and no medicine should be manufactured without a valid test report. Manufacturers have also been directed to regularly check the control samples of finished drugs. He stated that if DEG/EG is found in any retained control sample, the product must be immediately recalled.
Why is this vigilance necessary?
In recent years, several serious incidents have occurred in the country due to adulteration with chemicals like DEG. Such impurities can be fatal. Therefore, the Haryana Government is now implementing a strict and phased policy for drug safety.
After the identification of the suspected syrup, the joint action by CDSCO and the Haryana Health Department has sent out a clear message that there will be no compromise on drug quality in the state.
Following the directions of Health Minister, Arti Singh Rao, Haryana has now emerged as one of the leading states in the country in drug quality monitoring.

Haryana has taken a major step towards becoming one of India’s most investor-friendly states by implementing nine key reforms and fast-tracking 13 more under its deregulation initiative. The state aims to complete all 23 identified reforms by year-end, significantly improving the business environment and job creation potential.
The progress was reviewed after a high-level meeting jointly chaired by Special Secretary, Cabinet Secretariat, Sh. KK Pathak and Haryana Chief Secretary Sh. Anurag Rastogi, where officials from the Town and Country Planning (TCP), Labour, Industries, and Pollution Control Board presented updates. Sh. KK Pathak appreciated Haryana’s efforts in introducing reforms regarding reduction of compliance burdens, simplifying procedures, and promoting digital transparency in governance.
*Land Use and Building Reforms*
The TCP Department has introduced flexible zoning for mixed-use development, allowing residential, commercial, and industrial activities within the same zone. A GIS-based databank for industrial land, integrated with the India Industrial Land Bank (IILB), has also been launched to help investors locate and secure plots swiftly.
The Change of Land Use (CLU) process has been simplified, reducing documentation from 19 to only three essentials — ownership proof, project report, and indemnity bond. The average approval time has come down to 36 days. Minimum road width for rural industries has been reduced to 20 feet, pending final approval.
Amendments to the Haryana Building Code are under public consultation to remove the cap on ground coverage.
*Labour Reforms Empowering Workforce*
The Labour Department has implemented major reforms enhancing flexibility and inclusivity. Women are now permitted to work night shifts (7 PM to 6 AM) in all sectors, including factories and shops. Factory closure and retrenchment norms have been rationalized to simplify operations. These reforms aim to provide industries with greater operational freedom while ensuring worker welfare.
*Environmental and Utility Approvals Simplified*
The Haryana State Pollution Control Board (HSPCB) has cut clearance timelines from 30 to 21 days for Consent to Establish (CTE) and Consent to Operate (CTO). Auto-renewal of CTOs up to 15 years has been introduced for green industries.
The board has also reclassified 734 non-polluting industries under the “White Category,” exempting them from routine inspections. Self-certification and third-party verification have replaced multiple layers of manual checks to ensure both compliance and efficiency.
*Digital Integration and Jan Vishwas Alignment*
The Industries Department has integrated all services with the National Single Window System (NSWS), providing investors with a unified platform for approvals and incentives. Haryana has also implemented its own version of the Jan Vishwas framework, decriminalizing minor offenses and introducing civil penalties.
Dashboards for approvals and grievance redressal, along with AI-based chatbots, have been deployed to enhance transparency. The reforms have received top marks in recent DPIIT assessments for compliance and speed.

Haryana has been recognised as a ‘Top Achiever’ in three reform areas (Business Entry, Land Administration, Sector Specific Healthcare) under the Business Reforms Action Plan (BRAP) 2024 for Ease of Doing Business. The recognition was conferred at Udyog Samagam 2025, chaired by Union Minister of Commerce and Industry, Piyush Goyal and organised by the Department for Promotion of Industry and Internal Trade (DPIIT) at Sushma Swaraj Bhawan, New Delhi, on November 12, 2025.
At the event, States and Union Territories were felicitated for excellence across 25 reform areas, showcasing significant progress in domains such as Business Entry, Construction Permits, Labour Regulation Enablers, Land Administration, Environment Registration, Utility Permits, Services Sector, and Sector-Specific Services.
The conference brought together Industries and Commerce Ministers from 14 States and UTs, senior government officials and industry representatives to review reform progress and felicitate top performers under BRAP 2024.
The BRAP 2024 assessment encompassed 434 reform points, supported by one of the largest feedback exercises conducted in the country — covering over 5.8 lakh businesses and 1.3 lakh detailed interviews. The evaluation process combined 70% user feedback and 30% evidence-based verification, ensuring transparency and real-world validation of reforms.
The “Top Achiever” category represents States and UTs that secured a score above 90 percent, reflecting consistent reform implementation, fully functional systems, and strong user satisfaction.

State Task Force reviews progress under ‘Beti Bachao-Beti Padhao’ campaign
Fatehabad, Gurugram, Panchkula, Panipat and Rewari show significant improvement in sex ratio numbers
Under the directions of Health and Family Welfare Minister Arti Singh Rao, the weekly meeting of the State Task Force (STF) for Improving Sex Ratio in Haryana was held under the chairmanship of Dr. Virender Yadav, Director, Health Services, Haryana. The meeting focused on intensifying efforts to curb illegal abortions and further improve the state’s sex ratio under the ‘Beti Bachao-Beti Padhao’ campaign.
The meeting was informed that due to constant efforts by the Health and Women and Child Development Departments, the state has recorded sex ratio of 912 from January 1 to November 10, 2025, up from 904 in the corresponding period last year.
During the meeting, Dr. Virender Yadav emphasized the need for stringent enforcement against illegal abortions, instructing officials to take punitive measures, including revoking the licences of doctors found complicit. It was informed that the SMO of CHC Gopi, Charkhi Dadri has been charge sheeted over poor sex ratio. In addition, SMO in charges of Naraingarh, Mullana and Chaurmastpur, and CMOs of Palwal, Charkhi Dadri, Sirsa and Sonipat have been issued show-cause notices in this regard.
Dr. Yadav instructed officials to launch special drives to register all unregistered female children below one year of age, particularly in districts showing a declining trend in sex ratio. He also directed that the CRS portal data be aligned with actual delivery records to ensure accuracy and accountability.
He also instructed all district officials to strengthen efforts to improve the conviction rate in ongoing illegal abortion cases and to file fresh appeals wherever required.
Highlighting district-wise performance, the meeting noted that Fatehabad, Gurugram, Panchkula, Panipat, and Rewari have shown significant improvement, while Sirsa, Sonipat, and Charkhi Dadri have witnessed a decline. Strict directions were issued to these districts to intensify vigilance, curb illegal abortions, and undertake coordinated inspection of ultrasound centres to improve their respective sex ratios.
Dr. Yadav also called upon officials to enhance community awareness programmes, involve anganwadi and ASHA workers, and promote institutional deliveries and early child registration to ensure every girl child is counted and cared for.
