Haryana Chief Minister, Nayab Singh Saini while lauding the invaluable contribution of Safaikarmcharis (sanitation workers) in realizing the dream of Swachh Haryana, described them as the unsung heroes behind the state’s improved standards of cleanliness. Calling them the silent force behind Haryana’s cleaner streets and healthier communities, the Chief Minister said that the cleanliness that graces every street and neighbourhood in the state carries the invisible but tireless imprint of our safaikarmcharis.

The Chief Minister said this while addressing the safaikarmcharis who had especially come from across the State during a programme organized at his residence, Sant Kabir Kutir on Wednesday. During the event, the safaikarmcharis expressed their gratitude to the Chief Minister for the state government’s decision to raise their monthly wages by Rs. 2,100, a move announced on the occasion of Sant Kabir Jayanti held recently.
Addressing a gathering, the Chief Minister said these workers are not mere employees but the backbone of urban and rural hygiene infrastructure. He also extended his greetings to citizens on the occasion of Shivratri, stating, this is a moment to honour those who work silently behind the scenes to uphold public health and dignity.
Nayab Singh Saini said that the role of safaikarmcharis extends far beyond cleaning streets and lifting waste. You are the sentinels of our environment and the guardians of public health. The idea of a ‘Swachh Haryana’ is incomplete without your contribution, he said.
The Chief Minister also highlighted the risks safaikarmcharis take daily. Recognising the dangers involved in sewer cleaning and waste management, he said that cleaning sewers is not just difficult, it is life-threatening. Yet you carry out these duties with dedication. Your work deserves not only our gratitude but our full support, he said, adding that cleanliness is tied to social progress and economic development.
Citing Mahatma Gandhi’s emphasis on cleanliness as a form of worship, the Chief Minister recalled how Prime Minister, Narendra Modi transformed that philosophy into a national movement through the Swachh Bharat Mission launched on October 2, 2014. It is the safaikarmcharis who turned this resolve into reality, he said. You are not only cleaning our towns and villages, you are shaping a more conscious and healthier India, said Nayab Singh Saini.
The Chief Minister said that Haryana’s recent achievements in cleanliness rankings. Sonipat has bagged the ‘Ministerial Star Award’ under the Clean City initiative, while Karnal has secured third place among ‘Swachh Shahar’ with a population between 50,000 and 3 lakh, he shared.
Divulging the details about the latest welfare measures, the Chief Minister said the monthly salary for urban safaikarmcharis has been revised to Rs. 17,000 and for rural workers to Rs. 16,000. The government has also introduced a compensation of Rs. 5 lakh in case of death while on duty and Rs. 10 lakh in case of a fatality while cleaning sewers.
Speaking at the event, Social Justice and Empowerment Minister, Krishan Kumar Bedi called the safaikarmcharis as brave frontline warriors. Our government is committed not just to recognising your work, but also to ensuring equal rights and opportunities for you and your families. Children from the Valmiki community are now securing employment, and our policies will continue to support such progress, he said.
MLA, Sh. Kapoor Valmiki, Rohtak Mayor, Sh. Ram Avtar Valmiki, other dignitaries and a large number of safaikarmcharis from across the state attended the event.
Fishery schemes to be expanded after consulting farmers: Shyam Singh Rana
Haryana Agriculture and Fisheries Minister Shyam Singh Rana said soon, the government will consult fish farmers to expand schemes in their interest. Sh. Rana was chairing a meeting of Fisheries Department officials here today.
The main objective of this meeting was to encourage farmers to shift from traditional farming to diversified practices that can yield good income even on small landholdings.
He reviewed the steps taken for the construction of proposed Centres of Excellence for shrimp farming in Hisar and Bhiwani districts and directed officials to speed up the work in this regard.
The Minister emphasized the need to develop schemes for shrimp farming in saline water-affected (sem-affected) areas of the state. He said farmers are unable to cultivate crops in such land, causing them losses. Shrimp farming will not only ensure proper use of their land and generate good income, but also help make the nearby areas free from salinity by filling ponds with water from tubewells.
He instructed officials to prepare projects for shrimp farming in sem-affected lands of Charkhi Dadri, Bhiwani, Hisar, Fatehabad, Rohtak and other districts.
Rana informed that the state government provides a subsidy of 40% to general category farmers and up to 60% to women and people from Scheduled Castes for shrimp farming. He urged officials to promote the scheme and encourage more farmers to take up shrimp farming.
ECI starts process for election to the Office of Vice President of India
The Election Commission of India (ECI) stated that the Ministry of Home Affairs has notified the resignation of Sh. Jagdeep Dhankhar, Vice President of India.
The Election Commission of India, under Article 324, is mandated to conduct the election to the office of the Vice President of India. The election to the office of the Vice President of India is governed by The Presidential and Vice-Presidential Elections Act, 1952 and the rules made there under, namely The Presidential and Vice Presidential Elections Rules, 1974.
A spokesperson for the ECI said accordingly, the Election Commission of India has already started the preparations relating to the Vice-Presidential Elections, 2025. On completion of the preparatory activities, the announcement of the Election Schedule to the office of the Vice-President of India will follow as soon as possible.
Major pre-announcement activities which have already been started include Preparation of Electoral College which consists of elected as well as nominated members of Rajya Sabha as well as Lok Sabha; Finalisation of Returning Officer/ Assistant Returning Officer(s); and Preparation and dissemination of Background Material on all the previous Vice-Presidential Elections.
Haryana Launches ₹20 Crore Research and Innovation Fund to Boost Higher Education
Chief Secretary Anurag Rastogi Chairs Key Meeting to Finalize Research Projects under the Fund
In a landmark move to strengthen the research and innovation ecosystem in Haryana, the state government has established the Haryana State Research and Innovation Fund (HSRF) with a budget allocation of ₹20 crore for the financial year 2025–26.
Chief Secretary Anurag Rastogi chaired a high-level meeting to finalize a comprehensive list of research projects to be undertaken by Higher Education Institutions (HEIs) under the fund. He emphasized that research should not remain confined to academic discourse but must address the real needs of governance, service delivery, and regional development. “Departments must take this opportunity to identify practical and scalable issues —whether related to education, health, agriculture, environment, industry, or urban services—and convert them into research questions that can be explored in collaboration with universities. Our aim is to produce research that leads to better outcomes for people,” he said.
He said as per directions of Chief Minister Nayab Singh Saini, Administrative Secretaries should identify research topics related to their departments focusing on areas where research could help improve public services and quality of life. The Chief Secretary told the departments to submit their research topics to the Higher Education Department by August 15.
During the meeting, it was informed that the Haryana State Higher Education Council (HSHEC) has been designated as the nodal agency to manage the entire process—from inviting proposals and evaluating them to monitoring project progress and assessing outcomes.
Additional Chief Secretary, Higher Education, Vineet Garg informed that under the scheme, faculty members will be eligible for grants of up to ₹50 lakh per project, while students—including undergraduate, postgraduate, and doctoral scholars—can receive up to ₹5 lakh, provided they are guided by an eligible supervisor. The number of projects awarded each year will be based on the annual budget allocation.
Haryana’s Women and Child Development Minister Shruti Choudhry thanked Chief Minister Sh. Nayab Singh Saini for accepting the department’s proposal to withdraw the cases filed against Anganwadi workers and helpers during previous protests. The proposal has been forwarded to the Home Department. She said this decision will provide relief to Anganwadi workers and helpers.
It is noteworthy that during the year 2021–22, Anganwadi workers and helpers had held protests during which police cases were registered against them in districts such as Gurugram, Charkhi Dadri and Karnal. Representatives of the Anganwadi Workers and Helpers’ Union had repeatedly submitted requests for withdrawal of these cases. The government has now sympathetically decided to cancel all such cases.

Haryana Government is consistently working to promote tourism and ensure the sustainable use of natural resources. As part of these efforts, Chief Minister Sh Nayab Singh Saini today inaugurated the renovated Nature Camp Thapali in the Morni region of Panchkula district. On this occasion, he also inaugurated the newly renovated Eco-Kutir and reviewed the facilities at the Ayurvedic Panchkarma Centre, taking stock of the available ayush services.
Environment, Forest and Wildlife Minister Rao Narbir Singh and Kalka MLA Shakti Rani Sharma were also present on the occasion.
The Chief Minister also flagged off the first group of trekkers on the natural trekking trail from Kalka to Kalesar. This trail will attract the youth of Haryana towards adventure tourism and contribute to the state’s emerging identity as a hub for nature and adventure tourism. He stated that adventure tourism resonates with the interests of today’s young generation and would not only expand tourism but also generate new employment opportunities for local youth.
Promoting environmental awareness through plantation initiatives
The Chief Minister also promoted environmental conservation by planting saplings at Triphala Vatika in the Morni area. Emphasizing the state’s commitment to preserving and sustainably developing natural resources, he said, we are making continuous efforts to link tourism not only with entertainment but also with nature, culture, and health.
During the visit, he visited the Climate Change Learning Lab at the Nature Camp. Designed especially for children, this lab helps them understand the causes and solutions to environmental issues through interactive games. The lab aims to foster scientific awareness and instill a sense of environmental responsibility among young minds.
Boost to local culture and Eco-Tourism
Highlighting the region’s natural charm, the Chief Minister said that Morni’s scenic beauty, biodiversity, and serene environment make it ideal for eco-tourism. The government envisions developing the area as a model of holistic eco-tourism, integrating local community participation and cultural heritage.
He added that while improved infrastructure in these hilly areas would attract more tourists, it would also provide new livelihood opportunities for the local population. By promoting health tourism, yoga, Ayurveda, and adventure-based activities, the state aims to drive sustainable tourism development.

Chandigarh, July 23- The Haryana Shahari Vikas Pradhikaran (HSVP) will now have to provide a copy of the documents sought by the applicant within 4 days of requesting for it. This service has been notified by the Haryana Government under the Right to Service Act, 2014.
According to a notification issued in this regard by Chief Secretary Sh. Anurag Rastogi, the concerned Deputy Superintendent has been named as the designated officer for this service related to getting a copy of documents. Similarly, the concerned estate officer will be the first grievance redressal authority while the zonal administrator will be the second grievance redressal authority.

New Crèche Opens at New Haryana Civil Secretariat, Ushers in Support for Working Parents
Chandigarh, July 23 – Haryana Financial Commissioner Revenue, Dr. Sumita Misra, today inaugurated a state-of-the-art crèche facility at the New Secretariat Building, Sector 17, Chandigarh. This pivotal initiative, conceptualized and driven by Dr. Misra, marks a new chapter in providing essential support to Haryana government employees, particularly working parents, by offering a safe, nurturing, and stimulating environment for their young children. Currently there are 486 crèches facility functional across 22 districts of Haryana in which approx 10,000 children are enrolled, she added.
During the inauguration, Dr. Misra emphasized the importance of such facilities in modern workplaces. She said that these facilities are progressive efforts towards creating an environment where our dedicated staff can thrive professionally without compromising their family responsibilities. This is more than just a facility; it’s an investment in our people and in the future of Haryana, she added. Dr. Misra said the new crèche is fully equipped with trained caregivers, engaging play facilities, and all essential amenities to cater to the infants and young children of Secretariat staff. Following the inauguration, an insightful tour of the facility was also conducted.
District Programme Officer, Women & Child Development department, Dr. Savita Nehra expressed gratitude towards Dr. Sumita Misra to materialize this crèche in New Secretariat within one month. She added that the Haryana State Crèche Policy 2022, a pioneering initiative notified in July 2023, was envisioned and brought to fruition through the strenuous efforts of Dr. Sumita Misra during her tenure as Additional Chief Secretary, Women & Child Development department. This comprehensive, government-backed crèche framework positions Haryana as the first state in the country to introduce such a policy. Under her guidance, it has emerged as a national model for making high-quality childcare accessible, safe, and affordable for working parents across the state.
Dr. Misra stated that the ‘The Haryana State Crèche Policy’ provides a comprehensive framework for crèche facilities, ensuring a holistic approach to childcare. Key features include a nurturing environment with trained childcare workers, regular medical check-ups and age-appropriate immunizations coordinated with local health functionaries.
The policy also mandates comfortable sleeping arrangements, age-appropriate stimulation and learning materials focusing on holistic child development, and stringent safety and security measures, including entry cards for parents and staff. Furthermore, it emphasizes a recommended child-worker ratio of 1:25 for trained staff and ensures dedicated infrastructure with separate rooms for meals and sleeping, along with adequate space for play and other developmental activities.

Officers Must Complete All Budget Announcements Within the Set Timeframe: Agriculture Minister
Haryana Agriculture and Farmers’ Welfare Minister Shyam Singh Rana said a large cold storage will be built in every district so that fruits and vegetables grown by farmers do not get spoiled and they can get better prices for their produce.
He directed the officials to speed up work and emphasized that all announcements made in the Budget 2025–26 by the Chief Minister must be completed within the stipulated timeframe. Officers will be held accountable for any delay. Sh. Rana was chairing a meeting of horticulture and other related officials at his office today.
The Agriculture Minister reviewed the status of horticulture-related budget announcements in detail. When he asked about the progress of setting up a modern processing and packaging plant for kinnow fruit in Sirsa, officials informed that 3 acres of land have been identified by the Haryana Dairy Development Cooperative Federation and a draft DPR (Detailed Project Report) has been prepared. Further action will be taken soon.
He was also informed that there are plans to establish similar advanced processing and packaging plants and mandis for guava in Hisar and Fatehabad, and work on these will begin shortly.
During the meeting, it was informed that out of the 2,000 new Har-Hit stores announced in the state, agreements for 1,805 have been signed, and 1,284 stores have already been opened.
When the Minister inquired about ensuring periodic increase in compensation amounts under the Mukhyamantri Bagwani Bima Yojana as per inflation, officials responded that the department is formulating a ‘Horticulture Policy’ and this matter is being included in it.
Sh. Shyam Singh Rana directed officials to prioritize building one large cold storage facility in every district. He also said that owners of these storages should be encouraged to use solar energy to reduce costs and increase income. Under this scheme, there is a provision of 35% subsidy for setting up cold storage facilities of up to 5,000 metric tons capacity, amounting to between ₹1.68 crore and ₹2.10 crore per beneficiary.
He further instructed officials to encourage farmers to grow crops that require less water, fertilizers, and pesticides. This would help conserve water and reduce health issues caused by chemically treated food.
The Agriculture Minister was informed that farmers are being given ₹30,000 per acre for crops like turmeric, garlic, and ginger, and ₹15,000 per acre for spices like coriander and fenugreek.
He also reviewed the efforts being made by the department to promote beekeeping and mushroom cultivation.
Shyam Singh Rana said under the guidance of Prime Minister Sh. Narendra Modi and the leadership of Chief Minister Sh. Nayab Singh Saini, the state government is continuously working to improve the economic condition of farmers. Various schemes are being implemented to reduce farming costs and increase their income.
CISF gets “Battle Ready”: Begins Intensive Training with Indian Army
CISF conducting full-scale batches of training at Indian Army Bases in Kashmir Valley
Training Modules to cover night operations, jungle warfare, close-combat tactics, and endurance drills
Central Industrial Security Force (CISF) has initiated intensive joint training exercises with the Indian Army in a major step toward strengthening its operational readiness amid evolving security challenges. This marks a significant move to make the Force “battle-ready” against unconventional and hybrid threats.
Sharing information in this regard, Unit Commander, CISF Unit Punjab and Haryana Civil Secretariat Chandigarh, Sh. Lalit Pawar said that CISF’s battle-hardiness refers to preparing its personnel to swiftly and effectively respond to crises at high-value and high-risk installations—such as airports, nuclear facilities, government buildings, and Parliament. The emphasis is on handling complex, high-pressure scenarios such as drone incursions, coordinated terrorist attacks, insider threats, and sabotage operations with speed, precision, and calm.
Specialised Training with the Army in Kashmir Valley
Lalit Pawar said that for the first time, the CISF is conducting full-scale batches of training at elite Indian Army formations in the Kashmir Valley. Previously, only a limited number of CISF personnel were allotted seats for such exercises. Now, following close coordination between CISF and the Army—and in recognition of the critical national interest—the Army has agreed to provide comprehensive training modules to larger contingents. The modules include—Night Operations, Jungle Warfare, Close-Combat Tactics and Endurance-Building Drills.
He said that these modules are designed to build on CISF’s already robust experience in urban counter-threat operations, while now enhancing its ability to operate in complex terrains and high-threat zones. The goal is to equip personnel to professionally handle contingencies such as armed infiltration, sabotage, and multi-pronged terror strikes in both urban and rural environments.
He further shared that the personnel selected for this high-intensity training are part of CISF’s Quick Reaction Teams (QRTs)—the first responders to emergencies across all 369 units of the Force. Only those under 35 years of age and who have passed the Battle Physical Efficiency Test (BPET) aligned with National Security Guard (NSG) standards were eligible. Notably, these QRT members have already completed a rigorous six-month in-house CISF training prior to joining the Army module, he added.
He said that CISF plans to expand this form of advanced combat training to more units, starting with the most sensitive and high-risk locations. The aim is to gradually bring all CISF personnel to a higher threshold of physical endurance, tactical proficiency and psychological resilience—ensuring the Force is always prepared to protect the nation’s critical infrastructure from emerging threats.
