Haryana CM Pushes for Last-Mile Governance, Reviews Welfare Delivery with CMGGAs

 

Reinforcing the Haryana Government’s focus on accountable and citizen-centric governance, Chief Minister Nayab Singh Saini on Saturday directed officer and Chief Minister’s Good Governance Associates (CMGGAs) to intensify efforts towards effective implementation of public welfare schemes and swift resolution of people’s grievances at the grassroots level.

Chairing a high-level review meeting at Sant Kabir Kutir with CMGGAs, the Chief Minister said the true measure of governance lies in how efficiently government services and welfare benefits reach the last person in society. Calling for greater sensitivity and responsiveness in administration, he asserted that even the smallest issue faced by citizens should be treated with seriousness and resolved in a time-bound manner.

Invoking Prime Minister, Narendra Modi’s vision of Viksit Bharat 2047, the Chief Minister urged CMGGAs to serve as a strong bridge between the government and the people by providing real-time grassroots feedback and helping strengthen policy execution across sectors.

He asserted that even the smallest grievance of citizens must be addressed with sensitivity and urgency, adding that effective last-mile delivery of schemes is the real benchmark of good governance.

During the interaction, CMGGAs from different batches and sectors shared their field experiences and feedback from across the state.  The Chief Minister directed them to submit detailed briefing notes to the Chief Minister’s Office outlining challenges faced during field implementation, the level of coordination received from departments and officials, projects that have shown visible progress, and areas where further policy attention or administrative intervention is required. Several suggestions aimed at improving governance delivery were also presented during the meeting.

Highlighting the importance of grassroots feedback in policymaking, the Chief Minister said field-level insights play a crucial role in making government schemes more effective, result-oriented and citizen-focused. He urged officials and associates to maintain continuous coordination and proactive engagement at the grassroots to ensure prompt resolution of public issues.

During the meeting detailed discussions on education, healthcare services, Deendayal welfare schemes, Jansamvad grievance redressal, water management and other flagship programmes were also done.

The Chief Minister directed officers to ensure regular monitoring of schemes to guarantee transparency and timely delivery of services. He also called for prompt and concrete action on complaints received under the Jansamvad programme.

Haryana Energy, Transport and Labour Minister, Anil Vij said that under the leadership of Prime Minister, Narendra Modi, India has progressed significantly. He said that when Narendra Modi became Prime Minister, India’s economy ranked 14th globally, whereas today it has reached the third position. He added that the Prime Minister has pledged to transform India into a developed nation by 2047.

Vij was addressing people today during the annual function of Musaddi Lal Arya Girls High School in Bengali Mohalla, Ambala Cantonment. He said  that among all forms of service, imparting education is the noblest. He said that merely taking birth does not make a person truly human; education shapes an individual into a responsible human being and teaches discipline, values, and laws of society.

 The Energy Minister said that earlier the Gurukul system differed greatly from modern schools. Schools mainly provide literacy and academic education, whereas Gurukuls also impart values (moral and cultural values).

There is no greater virtue than educating girls – Vij

Anil Vij said that educational institutions shape children into better human beings capable of facing future challenges. He remarked that those working in educational institutions deserve great respect. He emphasized that educating girls is among the greatest services to society, and the school is doing commendable work by providing quality education to girls. He added that there can be no greater virtue than this. He also appreciated the cultural performances presented by the students during the function.

 The Energy Minister said that he is merely a “Chowkidar” and that the government assistance provided is actually the people’s own trust and wealth. He said that it is due to the support and strength of the people that extensive development work has been possible in Ambala Cantonment. He said that the scale of development witnessed in Ambala Cantonment is unmatched and that development work itself speaks louder than words.

Anil Vij further said that a national-level Shaheed Smarak is being constructed in Ambala Cantonment, which Prime Minister, Narendra Modi may inaugurate soon. He said that this would be the country’s first memorial dedicated to the First War of Independence of 1857, whose movement had begun from Ambala Cantonment.

 Rs 10 lakh assistance granted to the school

During the programme, Energy Minister provided financial assistance of Rs 10 lakh to the school management.

Community Farm Tanks to Ensure Irrigation Water Reaches Every Field; Micro-Irrigation to be Implemented- Chief Minister

Chief Minister reviews Five-Year Action Plan of Irrigation and Water Resources Department under Haryana Vision-2047

Haryana Chief Minister Nayab Singh Saini said that the State Government is committed to ensuring adequate irrigation water reaches every field. For this purpose, the Irrigation Department should form farmer groups and construct community tanks for every 10 acres or more of agricultural land. These tanks will be filled with canal water, and irrigation will be carried out through micro-irrigation systems. The Government will provide 85 percent subsidy for the construction of such tanks, said Nayab Singh Saini.

The Chief Minister said this while chairing a review meeting of the Irrigation and Water Resources Department’s five-year action plan under Haryana Vision-2047  held at the Civil Secretariat on Saturday. He said that the department must move beyond traditional irrigation systems and, in line with the concept of “Per Drop – More Crop” of Prime Minister Narendra Modi, the department must prepare future-ready plans aligned with developed countries that efficiently manage limited water resources, in order to achieve the goals of Viksit Bharat-2047.

He said that despite limited water resources, their optimum utilisation is possible, and departmental schemes must be visible on the ground. He directed that farmers be made aware to reduce open-field irrigation practices. The cost of irrigation for farmers will be minimized, and under the new system, farmers will not need to install tube wells for irrigation.

The Chief Minister directed that this initiative should initially be implemented in nine districts namely Bhiwani, Charkhi Dadri, Gurugram, Mahendragarh, Nuh, Rewari, Hisar, Jhajjar and Sirsa where farmer groups will be formed and community tanks constructed for land holdings of 10 acres or more, with 85 percent government subsidy.  He said that water will be supplied to these tanks through canal pipelines, and solar panels will be installed on them.

The Chief Minister said that drip and sprinkler irrigation systems will be implemented in the connected fields, enabling farmers to irrigate crops as per requirement. This will eliminate the need for tubewells and reduce dependence on electricity and water availability. Open-field irrigation will be discontinued, enabling more area to be irrigated with less water. He said that micro-irrigation systems should be introduced in sugarcane and cotton crops from this year, said Nayab Singh Saini.

The Chief Minister said that the Irrigation Department may initiate tenders this year to convert entire village agricultural land into micro-irrigation systems in the selected nine districts, involving modern agri-technology companies. This will enable farmers to receive irrigation water in a smart and efficient manner without additional expenditure, he said.

The Chief Minister further directed the Principal Secretary, Department of Future, Smt. Amneet P. Kumar, to study irrigation technologies used in developed countries such as Israel and assist in modernising irrigation systems in the State.

The Chief Minister further said that a comprehensive plan should be prepared for repair, renovation, and strengthening of all canals in the State, with fixed timelines, and regular progress reports should be submitted. He said that monthly reviews will be conducted to assess water savings and farmer benefits.

Additional Chief Secretary, Irrigation & Water Resources Department, Anurag Agarwal informed that there is a shortage of technically skilled manpower in the micro-irrigation sector. In response, the Chief Minister directed that a new micro-irrigation trade be introduced in all Industrial Training Institutes (ITIs) of the State from this year to develop skilled manpower and provide employment opportunities to youth.

The Chief Minister also directed joint awareness campaigns by the Irrigation and Agriculture Departments to encourage farmers to adopt micro-irrigation and reduce dependence on tubewells, while promoting government subsidy schemes. He further emphasized maximum use of treated wastewater for agricultural irrigation and issued comprehensive directions regarding water management.

Haryana Vision-2047: CM reviews 5-Year Plan of Public Health Engineering Department

Ensure uninterrupted access to Clean Drinking Water and Sewerage Facilities- Nayab Singh Saini

Haryana Chief Minister, Nayab Singh Saini on Saturday directed the Public Health Engineering Department to prepare a time-bound five-year action plan to ensure provision of clean drinking water and sewerage facilities up to every household across the State.

Chairing a review meeting on the department’s roadmap under Haryana Vision-2047 at the Haryana Civil Secretariat, the Chief Minister reiterated that drinking water and sanitation remain top government priorities and called for adoption of global best practices in service delivery.

He reviewed the status of water supply and sewerage infrastructure in urban and rural areas, including 100-square-yard plots allotted by the Government and newly approved colonies, and further directed the officers concerned to ensure complete coverage of basic civic services in a time-bound manner.

The Commissioner and Secretary, Public Health Engineering Department, J. Ganesan, presented the five-year roadmap, outlining proposals for strengthening water supply systems, expanding sewerage networks, reuse of treated wastewater, centralized monitoring of Sewage Treatment Plants (STPs), and deployment of AI-based grievance analysis systems.

The Chief Minister directed preparation of a plan for setting up water treatment plants for every 5,000 population and ensuring canal-based supply to all waterworks. He also emphasized prioritization of drinking water, sewerage, power, and road infrastructure in regularized colonies and allotted plots.

Calling for development of smart cities with 24×7 water supply, he suggested pilot implementation in select cities such as Gurugram, where 100 percent of households have metered water connections. He also directed minimizing water loss by transporting canal water to treatment facilities through pipelines.

On sewerage systems, the Chief Minister directed comprehensive household coverage and upgradation of ageing infrastructure through modern techniques to reduce road-cutting inconvenience. He stressed designing sewerage systems with long-term capacity of 50–60 years and promoting reuse of treated wastewater for industrial and agricultural use.

The Chief Minister further directed improved coordination among departments to avoid repeated road excavations for utilities such as water, sewerage, gas, internet, and oil pipelines, and proposed a dedicated mechanism to regulate permissions for such works.

Shaheed Smarak in Ambala to be inaugurated soon – Energy Minister

Haryana Energy, Transport and Labour Minister, Anil Vij said that the Shaheed Smarak dedicated to the First War of Independence of 1857 will be inaugurated soon. He directed the concerned officers and authorities that as Chief Minister, ayab Singh Saini recently visited and reviewed the memorial, all remaining minor works should now be completed on a war footing by the concerned departments and agencies.

The Energy Minister on Saturday chaired a meeting of officers from various departments at the Shaheed Smarak in Ambala Cantonment. Deputy Commissioner, Ajay Singh Tomar, SDM Ambala Cantonment, Ms. Kanika Goyal, and Director Shaheed Smarak, Dr. Kuldeep Saini were also present on the occasion.

Chairing the meeting, Anil Vij said that the Smarak being constructed in honour of the First War of Independence is a national-level Smarak and tourists and visitors will come here to witness its grandeur and beauty. Keeping this in mind, all pending minor works related to the memorial must be completed with full dedication and urgency. He also expressed confidence that Prime Minister, Sh. Narendra Modi would inaugurate the memorial.

During the meeting, after reviewing updates from the concerned agencies and departments, Anil Vij issued directions regarding better ticketing arrangements, ensuring that no unauthorized entry or exit gates are installed, proper lighting arrangements inside the museum, lighting along stairways, installation of ramps, railings in the memorial premises, pathways extending from the galleries to the outer areas, and several other aspects related to visitor convenience and safety. He emphasized that since the inauguration of the Shaheed Smarak is nearing, all works should be carried out on a war footing.

The Energy Minister also directed the Project Director of the National Highways Authority of India to make arrangements for an accelerator lane outside the memorial on GT Road and to install decorative lighting and undertake plantation along the GT Road. He further directed the Executive Engineer of the PWD Electrical Wing to ensure high-quality lighting arrangements both inside and outside the memorial so that visitors can appreciate the beauty of the Smarak during night-time as well.

Anil Vij also directed that factual details showing that the First War of Independence had actually begun from Ambala Cantonment, nearly 10 hours before the uprising in Meerut should be prominently displayed. He said these historical events and details should be showcased through 3D technology so that tourists and visitors can gain complete knowledge about the First War of Independence, its events, and historical significance. He added that this grand memorial would become a source of inspiration for youth and future generations.

On this occasion, Dr. Kuldeep Saini gave a detailed presentation regarding the works already completed under the grand memorial project and the remaining tasks yet to be finished.

Libraries to be set up in all 395 Gram Panchayats- Union Minister Manohar Lal

Union Minister for Power and Urban Development, Manohar Lal, said that this is the era of education and learning, and education is essential for the younger generation. To strengthen educational opportunities along with school education and to provide coaching-like facilities within villages, libraries will be established in all 395 gram panchayats of Karnal district so that youth can access facilities for competitive exam preparation at the village level itself.

During his scheduled visit on Saturday, the Union Minister toured several villages in Nilokheri Assembly constituency where he directly interacted with the public and addressed their grievances. He will also visit villages in Assandh Assembly constituency on Sunday.

The Union Minister said that in Haryana jobs are being provided to educated youth on the basis of merit, whereas in earlier governments, jobs were given to favourites through recommendations and monetary influence. He said that this system has been changed, which has boosted the confidence of students, as now only deserving candidates get government employment. This shift has also led to increased attendance of youth in coaching centres, said Sh. Manohar Lal.

He further said that in order to provide coaching-like facilities to rural youth within their own villages, the decision has been taken to open libraries in all gram panchayats. Along with this, priorities also include construction of boundary walls and sheds in cremation grounds, development of pucca roads, and ensuring proper drinking water supply in villages.

Manohar Lal also highlighted that under the Mhara Gaon-Jagmag Gaon scheme, 24-hour electricity supply is being ensured in the state, whereas earlier there used to be power shortages and people were forced to protest by blocking roads.

He said that on May 21, the highest-ever electricity supply in the country was recorded, with uninterrupted supply of 270.80 gigawatts against demand. Currently, the country has an availability of 283 gigawatts, and preparations are being made to handle up to 300 gigawatts in the future. A decade ago, even meeting a demand of 250 gigawatts was not possible.

Manohar Lal further shared that in 2014, line losses in the state were around 34 percent, which have now been reduced to 11 percent. He also said that the energy sector is rapidly evolving, with electric vehicles now being available for transportation and solar energy being widely promoted. Under the PM Surya Ghar Yojana, 3 kW solar panels are being installed in households.

The Union Minister appealed to the public to take benefit of government schemes and contribute towards making the country energy self-reliant. He also encouraged farmers to install solar pumps for irrigation and generate surplus electricity to sell to the government, thereby increasing their income.

Application invited  for the highest civilian awards, eligible can apply till  31 July 2026

 Padma Vibhushan, Padma Bhushan and Padma Shri to be announced on Republic Day

The Haryana Government has invited nominations for recommendations for the prestigious Padma Awards, including Padma Vibhushan, Padma Bhushan and Padma Shri. These awards, among the highest civilian honours in the country, will be announced on 26 January 2027 on the occasion of Republic Day.

Sharing more details in this regard, an official spokesperson informed that recommendations for these Padma Awards may be sent to political [email protected]  or [email protected]  by 10 June 2026. Only nominations submitted through the online portal https://awards.gov.in  will be accepted by the Government of India. Online nominations/recommendations for these awards began on  March15, 2026, and the last date for submission is July 31,  2026.

The spokesperson said that the Padma Awards, namely Padma Vibhushan, Padma Bhushan and Padma Shri, are considered the highest civilian awards in the country. Started in 1954, these awards are announced every year on Republic Day. The objective of these awards is to honour “distinguished work”. The awards are conferred for exceptional and distinguished achievements or services in various fields such as arts, literature and education, sports, medicine, social work, science and engineering, public affairs, civil service, trade and industry. These awards are open to all individuals without any discrimination based on caste, occupation, position or gender.

The spokesperson further stated that all nominations/recommendations for the Padma Awards will be accepted only through the National Awards portal https://awards.gov.in.  In the nominations/recommendations, all required details must be clearly filled in the prescribed format available on the portal, providing complete details of the individual’s distinguished and exceptional achievements or services in their respective field. All steps of the online recommendation process are available on the portal. A copy of the relevant Act and Rules is also available on the website https://padmaawards.gov.in.

The spokesperson added that, except for doctors and scientists, government employees and employees working in public sector undertakings are not eligible for the Padma Awards.

Haryana Governor and Chancellor of Pt. Bhagwat Dayal Sharma University of Health Sciences, Prof. Ashim Kumar Ghosh, on Saturday called upon young medical graduates to dedicate themselves to service with compassion, ethics and a spirit of commitment. He said that medicine is not merely a profession but a sacred responsibility towards humanity.

The Governor was addressing the 5th Convocation Ceremony of Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak. First Lady of Haryana, Smt Mitra Ghosh also graced the occasion.

Degrees were conferred upon 950 students across various disciplines, while 68 meritorious students were awarded gold medals for their academic excellence.  On this occasion, the Governor also released the University’s annual souvenir.

Prof. Ashim Kumar Ghosh congratulated the graduating students and their parents and said that convocation marks not only the culmination of an academic journey but also the beginning of a life of responsibility and service.

Paying tribute to Pt. Bhagwat Dayal Sharma, the first Chief Minister of Haryana and a freedom fighter, the Governor said that the University, inspired by his ideals, is effectively carrying forward the ethos of “Seva Parmo Dharma”.

The Governor lauded the achievements of the University in the fields of medical education, research, healthcare services and public welfare. He said that the institution has established a distinct identity at the national level in medical, dental and pharmacy education.

Prof. Ashim Kumar Ghosh also appreciated initiatives such as tele-consultation services and ‘Swasthya Aapke Dwar’  programme, stating that these efforts have strengthened healthcare accessibility and enhanced public health awareness.

The Governor also appreciated the organ donation awareness campaign being conducted through SOTTO Haryana under the leadership of the Vice Chancellor. He said that the initiative has brought new hope to several families and reflects the principle that there is no greater donation than the gift of life.

Prof. Ashim Kumar Ghosh also commended the inspirational leadership of Prime Minister, Sh. Narendra Modi, noting that the “Mann Ki Baat” programme has significantly contributed to enhancing public awareness and participation in organ donation across the country.

The Governor said that during their clinical training, young doctors witness the immense trust that patients place in them and the deep satisfaction that comes from saving lives. He urged them to allow their knowledge to be guided by compassion, skills by ethics, and decisions by a spirit of service.

Prof. Ashim Kumar Ghosh further stated that there is a continuing need for dedicated medical professionals, particularly in rural and underserved areas, and expressed confidence that the graduates would contribute meaningfully to healthcare delivery, research, innovation and medical advancement.

Vice Chancellor,  Dr. H.K. Aggarwal said that the convocation is not merely an academic milestone but a commitment towards social responsibility and healthcare service. He congratulated the graduates from medical, dental, nursing, physiotherapy, pharmacy and allied health sciences streams, and also felicitated the 68 medal winners.

He further said that healthcare is a mission of service to humanity. He called upon students to work with dedication for the welfare of the poor and underprivileged sections of society.

Highlighting technological advancements,  Dr. H.K. Aggarwal said that artificial intelligence, telemedicine and digital health systems are transforming healthcare delivery. He informed that the University, which started in 2008 with 59 affiliated colleges, is now associated with 165 colleges across the State.

He further stated that six successful organ donations have been facilitated by the University and 38 kidney transplants have been conducted at PGIMS with a 100 per cent success rate. He added that Rs. 5 crore has been allocated this year to strengthen research activities. Registrar of the University, Dr. Roop Singh, thanked all dignitaries and guests for their presence.

The ceremony was attended by former Minister, Manish Kumar Grover, Vice Chancellor, Maharshi Dayanand University Prof. Milap Punia and other senior faculty members and officers.
