MoU to Accelerate ‘Har Ghar Swachh Jal’ Goal- Chief Minister

 

In a significant step towards strengthening rural water infrastructure, the Government of India and the Haryana Government on Friday signed a Memorandum of Understanding (MoU) for the implementation of Jal Jeevan Mission 2.0. The MoU was signed virtually in the presence of Union Jal Shakti Minister, C.R. Patil and Haryana Chief Minister, Nayab Singh Saini.

On behalf of the Haryana Government, Commissioner and Secretary, Public Health Engineering Department, Mohammed Shayin signed the MoU.

The Chief Minister joined the MoU signing ceremony via video conferencing from Chandigarh. Public Health Engineering Minister, Ranbir Gangwa, Chief Secretary, Sh. Anurag Rastogi, and Deputy Principal Secretary to Chief Minister, Yashpal also remained present on this occasion.

Focus on Quality, Sustainability and Long-Term Water Management

Describing the MoU as a crucial milestone, Chief Minister said that Jal Jeevan Mission 2.0 will deepen Centre-State collaboration while expanding the mission’s scope beyond water supply to include quality, sustainability, and long-term resource management.

He said key components of the second phase will include, modernisation of water storage infrastructure, expansion of piped water supply to remaining households, targeted interventions in water-stressed districts such as Nuh, Palwal and Mahendragarh. He said that an estimated cost of  Rs. 3,000 crore will be invested in these initiatives*

Highlighting achievements under the first phase, the Chief Minister said Haryana successfully fulfilled its commitment to ensure functional household tap connections (FHTCs) and regular potable water supply in rural areas. When the Jal Jeevan Mission was launched in 2019, only 58 percent of rural households in Haryana had tap water connections. Through sustained efforts, the State achieved 100 percent coverage by April 6, 2022, placing Haryana among the leading states in the country, said Sh. Nayab Singh Saini. He termed this achievement a transformational milestone,  significantly improving the lives of lakhs of families.

The Chief Minister underlined the social impact of the mission, noting that women, who earlier had to fetch water from distant sources, now have access to safe drinking water at their doorstep. This shift reflects not just improved service delivery, but also enhanced dignity and better quality of life, he said.

Nayab Singh Saini said Haryana has developed a strong and extensive water supply infrastructure, including, canal-based water works, tube-well based systems and boosting stations across the State. He said  that governance and service delivery have been strengthened through, BISWAS portal  for transparent billing, BBPS platform for easy payments, and a multi-channel grievance redressal system for citizens.

Emphasising quality assurance, the Chief Minister said NABL-accredited advanced laboratories have been established in all 23 districts of the State. In addition, mobile water testing vans have been deployed in remote areas to ensure real-time monitoring.

The Chief Minister said that under the leadership of Prime Minister, Narendra Modi, water security has been accorded top priority in the vision of ‘Viksit Bharat’. Water is not merely a resource—it is a symbol of life and dignity. The Jal Jeevan Mission must be taken forward as a people’s movement to improve living standards and ensure equitable access, he said, urging collective efforts to take the mission to every household.

Haryana’s Performance Praised by Union Minister C.R. Patil

Union Jal Shakti Minister, C.R. Patil, who joined the event virtually from New Delhi, lauded Haryana’s performance under the first phase of the mission. He said Haryana has set an example by achieving 100 percent coverage, crediting the leadership of the Chief Minister and the dedication of the administrative machinery. Highlighting the importance of coordination, the Chief Minister said continuous engagement with states is being ensured for the effective implementation of Jal Jeevan Mission 2.0. Welcoming the Haryana team, he expressed confidence that building on the success of the first phase, the second phase will be implemented with even greater momentum.

A meeting of the Special High Powered Purchase Committee (SHPPC) was held under the chairpersonship of Haryana Health Minister Arti Singh Rao. During this meeting, several key proposals aimed at upgrading health facilities in the state’s civil hospitals were approved.

The committee granted approval to hire CT scan services for the Civil Hospitals in Mandi Khera (Nuh) and Rewari. Additionally, a significant decision was made to launch MRI scan services on a Public-Private Partnership (PPP) basis in the Civil Hospitals of Mandi Khera (Nuh), Rewari, Hisar, Jind, Rohtak, and Charkhi Dadri.

Beyond diagnostic imaging, the meeting also provided the green light for mechanized and automated cleaning services in the district civil hospitals of Kurukshetra, Gurugram, and Jind. This move is intended to ensure a cleaner environment and provide patients with better overall surroundings.

Health Minister Arti Singh Rao stated that the state government is committed to providing quality and affordable healthcare to all citizens. She directed the concerned departments to implement these approved projects in a time-bound manner while ensuring complete transparency and efficiency in the execution process. These initiatives are a major step toward the modernization of Haryana’s public health infrastructure, aiming to provide superior medical facilities for the people of the state.

RTS Commission Orders Rs. 5,000 Compensation in Faridabad Electricity Billing Case

Taking cognisance of a power billing-related complaint from Faridabad, the Haryana Right to Service Commission has directed that a compensation of Rs. 5,000 be awarded to the consumer Sh. Karan Singh Khatri. The amount will be recovered from the erring officials as per prescribed procedures.

Sharing more details in this regard, the Commission’s spokesperson said that the applicant had obtained a temporary electricity connection on August 1, 2024. During this period, he was issued monthly bills of approximately Rs. 2,500 on an average basis, which he paid regularly. However, on January 19, 2026, a consolidated bill amounting to Rs. 15,833 was issued for the period from August 1, 2024, to January 15, 2026.

The applicant subsequently filed a complaint on January 21, 2026, and pursued the matter through the prescribed first and second appeal mechanisms. It also came to the Commission’s notice that the consumer had paid the entire billed amount while the case was under consideration.

In its order, the Commission observed that while consumers are liable to pay for actual electricity consumption, issuing a lump sum bill after prolonged average billing necessitates consideration of consumer convenience.

The Commission has directed that, in such cases, officials should adopt a consumer-centric approach and consider facilitating payment in instalments, wherever required.

Exercising its powers under Section 17(1)(h) of the Haryana Right to Service Act, 2014, the Commission has ordered the maximum permissible compensation of Rs. 5,000. The concerned officer has also been directed to submit a compliance report by April 13, 2026.

Haryana brings 11 services of Fisheries Department under Right to Service Act with defined timelines

The Haryana Government has brough 11 services of Fisheries Department under the Haryana Right to Service Act, 2014. A notification in this regard has been issued by Chief Secretary Sh. Anurag Rastogi.

As per the notification, a provision has been added for subsidy on insurance premium for shrimp/fish crop insurance, providing financial protection to fish farmers against potential losses. In addition, a series of new services have been included under the Act to support fisheries development.

Under the Intensive Fisheries Development Programme, subsidy for loading auto, four-wheeler or mini tractor with trolley has been notified with a service delivery timeline of 40 days.

Under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), several services have been included with a uniform timeline of 50 days. These include subsidy for genetic improvement programmes and establishment of Nucleus Breeding Centres (NBCs), subsidy for innovations and innovative projects or activities including technology demonstration, startups, incubators and pilot projects, and subsidy for training, awareness, exposure and capacity building initiatives.

In addition, subsidy for establishment of integrated ornamental fish units for breeding and rearing of freshwater fish and subsidy for establishment of freshwater ornamental fish brood banks have also been notified with a 50-day timeline.

The notification also includes subsidy for promotion of recreational fisheries, subsidy for development of e-platforms for e-trading and e-marketing of fish and fisheries products, and subsidy for modernization of cold storage and ice plants, each to be delivered within 50 days.

Further, subsidy for fish value addition enterprise units and subsidy for extension and support services through Matsya Seva Kendras have also been included, both with a prescribed timeline of 50 days.

For all these services, the District Fisheries Officer concerned has been designated as the competent authority for service delivery, while the Deputy Director Fisheries and Director Fisheries will act as the first and second appellate authorities respectively.

Fatehabad ranks number one in the state in resolving complaints in Samadhan Camp

 No Complaint pending on Samadhan Cell Portal for 2024; District Administration’s working style becomes a model for others

 Deputy Commissioner directs resolution of pending complaints within 15 days

Fatehabad district has secured the top position in the state for the prompt, transparent, and effective resolution of complaints received during Samadhan camps. Principal Secretary, Labour Department, Sh. Rajeev Ranjan, while reviewing the Samadhan Cell during a meeting on Friday, appreciated the efficient administrative work of the Deputy Commissioner, Dr. Vivek Bharti, and the district administration and congratulated them on this achievement.

During the video conference review, the Principal Secretary said that the Fatehabad district administration is taking complaints received at Samadhan camps seriously and ensuring their timely resolution, which is an example and a model for other districts to follow. He mentioned that no complaints from 2024 are pending on the Samadhan Cell portal in the district, reflecting the administration’s commitment and efficiency. He also directed the prompt resolution of all pending cases.

Deputy Commissioner, Dr. Vivek Bharti, during the meeting said that this achievement is a result of team spirit, which is enabling the district to deliver public services effectively. He directed that complaints received at the Samadhan camps should be resolved as a priority, and all pending complaints of the year 2025 must be resolved within the next 15 days, and a report be submitted to the Deputy Commissioner’s office.

Deputy Commissioner. Dr Vivek Bharti also said that detailed reports, including the reasons, be submitted within two days for complaints rejected, to ensure transparency and accountability in the process. He also directed officers to prioritise resolving complaints registered on the SMGT portal, CPGRAMS, and the CM Window.
