Additionally, a special disaster management training programme for 4,600 ASHA workers was launched at a cost of Rs 0.91 crore.
Addressing the gathering, the Chief Minister said the day was especially significant as the nation is celebrating 12 years of dedicated public service under the leadership of Prime Minister Narendra Modi. He stated that the historic transformation witnessed in India’s healthcare sector during these 12 years has been unprecedented.
Recalling earlier times, he said poor families were often forced to travel to major cities for medical treatment. Illnesses not only caused physical suffering but also severely impacted the financial stability of families. However, today, initiatives such as Ayushman Bharat, Jan Aushadhi Kendras, the Digital Health Mission, the expansion of medical colleges, and advanced diagnostic facilities have brought healthcare services to the doorsteps of the poor.
The Chief Minister said he had given a clear target to the Health Department that every district hospital should emerge as the best hospital in its respective city. He expressed satisfaction that rapid and visible improvements are now being seen in district hospitals across Haryana.
He further stated that the State Government is continuously working to provide high-end diagnostic facilities in every district. At present, CT Scan services are available in 18 districts, while MRI facilities have already been started in seven districts. Ultrasound and blood analyzer facilities are now available in all districts of the state.
He informed that the current financial year’s budget includes provisions for CT Scan, MRI, and digital X-ray machines in the remaining districts as well. In addition, the tendering process for introducing MRI services in 13 more district hospitals has already been completed. In the coming years, citizens of Haryana will be able to access world-class diagnostic facilities within their own districts.
The Chief Minister further said that Day-Care Cancer Centres have been established in 22 district hospitals across the state. Cancer patients will now be able to receive treatment within their own districts, bringing major relief to poor and middle-class families.
Emphasizing the importance of timely diagnosis, he said that early detection is crucial for saving lives, and therefore the government is continuously expanding diagnostic services. During the previous year, under the PPP model, district hospitals conducted nearly 2 lakh dialysis sessions, 1.65 lakh CT scans, 70,000 MRI scans, 36,000 echocardiography tests, and thousands of coronary angiograms and stent implantations. These figures clearly reflect that high-quality healthcare services are now becoming accessible within people’s own districts.
The Chief Minister stated that the quality of healthcare services largely depends on the availability of doctors and medical personnel. Last year, the recruitment of 777 Medical Officers was completed, while the recruitment process for an additional 450 Medical Officers is in its final stage. In the coming years, the availability of specialist doctors in hospitals across Haryana will be further strengthened.
He said that healthy citizens are the greatest asset of any state. Keeping this vision in mind, the government has made a historic increase in the healthcare budget. This year, the health sector budget has been increased by 32.89 percent, with a total allocation of Rs 14,000 crore. He further stated that when the government assumed office in 2014, the state’s healthcare budget stood at only Rs 2,646 crore, which has now increased manifold.
The Chief Minister said that to address the shortage of doctors and medical staff in the state, the government had resolved in 2014 to establish a medical college in every district. At that time, Haryana had only six medical colleges; today, that number has risen to 17. In addition, the number of MBBS seats has increased from 700 to 2,710. Similarly, nursing, physiotherapy, and paramedical education have also expanded rapidly across the state.
He added that, to strengthen emergency healthcare services, a network of 550 ambulances has been established and integrated with the Dial-112 emergency response system. In emergency situations, ambulances now reach the location within 9 to 10 minutes of receiving a call. The budget for the current financial year also includes provisions for procuring 70 new Advanced Life Support ambulances and 167 new Basic Life Support ambulances to further enhance emergency services.
On this occasion, the Chief Minister also urged citizens to adopt yoga, a balanced diet, regular exercise, and a drug-free lifestyle, along with making use of modern healthcare facilities.
During the event, the Chief Minister released a training manual for ASHA workers under a disaster awareness and first-aid training programme. He also honoured representatives of BPCL Foundation, HDFC Bank, and Jana Bank with mementos in recognition of their significant contributions to the healthcare sector under Corporate Social Responsibility (CSR) initiatives.
Addressing the event, Health Minister Kumari Arti Singh Rao said that under the guidance of Prime Minister Narendra Modi and the leadership of Chief Minister Nayab Singh Saini, unprecedented progress has been achieved in various sectors, including healthcare. She stated that the present government’s objective is not merely to provide treatment, but to ensure better, affordable, and timely healthcare services for every citizen. She added that the projects launched by the Chief Minister today will directly benefit lakhs of people across the state.
She further said that to strengthen women’s healthcare, “Swasth Nari, Sashakt Parivar” Clinics (Women Clinics) have been established in all district hospitals across the state. These clinics will provide screening and treatment facilities for diseases such as cervical cancer, breast cancer, anemia, and menopause-related health issues.
Additional Chief Secretary, Health, Dr. Sumita Misra, said that today’s event is not merely an inauguration and foundation stone-laying ceremony, but a reflection of the comprehensive transformation taking place in the state’s healthcare sector and the government’s commitment to public welfare. She stated that the projects launched by the Chief Minister today will provide a major boost to healthcare services in both rural and urban areas.
