Focus on AI-based Learning, Global Rankings and Research: CM

Haryana Chief Minister Nayab Singh Saini reviewed the Higher Education Department’s five-year roadmap and action plan under “Haryana Vision-2047” at the Haryana Civil Secretariat. During the meeting, detailed discussions were held on the progress of ongoing schemes, budget announcements and Chief Minister’s announcements aimed at making higher education more modern, quality-oriented, employment-focused and aligned with global standards.

Education Minister Mahipal Dhanda, Additional Chief Secretary, Higher Education Department, A.K. Singh, Principal Secretary, Department of Future, Amneet P. Kumar, Director General, Higher Education Department, S. Narayanan, OSD to the Chief Minister and Director General, Swarna Jayanti Haryana Institute for Fiscal Management, Dr. Raj Nehru, along with other senior officers, were also present on the occasion.

Officials informed the Chief Minister that 22 Model Sanskriti Colleges in the state are being developed as autonomous institutions. Modern infrastructure, smart classrooms, digital libraries and technology-enabled learning facilities are being expanded in these colleges. The Chief Minister directed that all under-construction college buildings and academic projects be completed within the stipulated timeline while maintaining high quality standards.

To promote the gloablisation of higher education, the state has set a target of bringing its educational institutions among the top 150 institutions in the National Institutional Ranking Framework (NIRF). Efforts are being made to strengthen collaborations with foreign universities, student exchange programmes, research activities and a culture of patent generation. The Chief Minister directed officials to improve university rankings, encourage research and innovation, and ensure the speedy recruitment of faculty against vacant posts.

The meeting also reviewed the progress of the “Autonomous AI Digital College” initiative. These institutions, proposed to be established in Panchkula and Gurugram, will function on an AI-based modern learning system. The Chief Minister said that preparing students for future technologies is the need of the hour. It was also informed that tuition fees for girl students pursuing undergraduate courses in government colleges have been waived.

The Chief Minister directed officials to closely monitor student dropout rates and take measures to bring such students back into the mainstream of education. He further stressed that no student should be deprived of education due to financial constraints and directed that scholarship and other assistance schemes be made more effective.

To promote research and innovation, the government is introducing 100 percent reimbursement of patent registration fees (up to a maximum of Rs. 50,000) and establishing a Rs. 10 crore Higher Education Quality and Research Fund. Work is also underway to link NCC, NSS and sports activities with the Academic Credit Bank and to develop an integrated digital portal for internships, apprenticeships and placements.

Reviewing the progress of various Chief Minister’s announcements, officials provided updates on educational infrastructure projects underway in Rewari, Narnaul and other regions. It was also informed that science faculty classes have commenced at the Government Women College, Kairu, while the new Government College at Ramsaran Majra will become operational from the upcoming academic session.

The Chief Minister directed officials to expedite the process of providing scooters to meritorious girl students under the “Avval Balika Yojana.” He further instructed that all schemes and projects be regularly monitored and implemented in a time-bound manner so that Haryana can emerge as a leading state in higher education, research and innovation.

HTET to be held on July 4 and 5, 2026

Board Chairman and Secretary Hold Virtual Meeting with District Education Officers

The Haryana Board of School Education (HBSE), Bhiwani, conducted a virtual meeting with District Education Officers (DEOs) to ensure the smooth and fair conduct of the Haryana Teacher Eligibility Test (HTET), scheduled for July 4 and 5, 2026. The meeting was chaired by Chairman, HBSE, Sh. Shankar Lal Dhopra.

The Chairman said that a total of 2,33,294 candidates will appear for the examination at 383 centres across Haryana. The Level-3 examination will be held in the evening session on July 4, with 73,091 candidates. On July 5, the Level-2 examination will take place in the morning session with 1,19,141 candidates, followed by the Level-1 examination in the evening session with 41,062 candidates.

He said that candidates will be able to check their allotted examination city on the Board’s official website. Admit cards will be issued separately later on.

Addressing the District Education Officers via video conference, the Chairman issued necessary guidelines for the effective conduct of HTET-2025. Comprehensive inspection arrangements have been made, and special flying squads are being deployed to curb cheating and other irregularities. One officer/employee/representative from the Board and one administrative/gazetted officer from the district administration have been appointed at each examination center, he added.

He directed the District Education Officers to organize a meeting under the chairmanship of the Deputy Commissioner before the examination, involving Chief Centre Superintendents, Centre Superintendents, and administrative officers, and to share the details with the Board.

He said that all District Education Officers (DEOs) will establish a control room in their respective offices from July 3 to 5, 2026. Each DEO will designate one officer, two assistants/clerks, and one Class IV employee to staff the control room. The designated personnel will maintain direct communication with the control room established at the Board headquarters.

A list of the appointed officers and staff must be submitted to the Board headquarters control room. The district control rooms will collect inspection reports from all flying squads operating within their respective districts, consolidate the findings, and ensure that the compiled reports are forwarded to the Board’s control room on the same day as the examination.

Visually impaired and PwD candidates will be granted 20 minutes of extra time per hour, amounting to 50 additional minutes in total.

Flying squads and observers have been directed to regularly check the functioning of jammers, biometric systems, videography arrangements, and CCTV cameras. Entry to examination centres will be permitted only with a valid identity card. All officers, staff members, and outsourced personnel, including camera operators and biometric operators, must wear photo identification cards throughout the examination.

A central control room is also being established at the Board headquarters. Any untoward incident during the examination must be reported immediately to the Board’s control room on helpline numbers 01664-254302, 254304, 254601, 254604 or WhatsApp number 8816840349.

Governor Prof. Ashim Kumar Ghosh reviews lift installation project at Saket Hospital, Directs expeditious completion

Haryana Governor Prof. Ashim Kumar Ghosh today reviewed the progress of the lift installation project at Mother Teresa Saket Orthopaedic Hospital, Panchkula, with Public Works Minister Sh. Ranbir Gangwa and directed that the work be completed at the earliest so that patients visiting the hospital, particularly persons with disabilities, senior citizens and their attendants can benefit from improved and more accessible facilities.

Ranbir Gangwa called on the Governor on a courtesy visit at Lok Bhavan, Chandigarh. During the meeting, various development-related projects in the State were discussed.

Prof. Ashim Kumar Ghosh emphasized that all public welfare projects should be executed on a priority basis and completed within stipulated timelines so that their benefits reach the people without delay.

It may be recalled that the Governor had approved a grant of Rs. 1.5 crore for Mother Teresa Saket Orthopaedic Hospital, Panchkula, with the objective of strengthening healthcare infrastructure and improving patient facilities. Out of the sanctioned amount, Rs. 1 crore will be utilized for the installation of a modern lift, while Rs. 50 lakh will be spent on the procurement of essential medical and other equipment for the hospital.

During the meeting, the Governor also reviewed various developmental issues concerning the state. Discussing the drinking water supply system, he directed the Minister, who also holds the portfolio of the Public Health Engineering Department, to ensure further improvement in the availability and quality of drinking water across villages in Haryana.

Prof. Ashim Kumar Ghosh also sought detailed information regarding the ongoing infrastructure development projects in the state and stressed the need for sustained efforts to strengthen public services and improve the quality of life of citizens.

Meeting held to review preparations for  National Pulse Polio Immunization campaign

 Campaign to begin on June 28

A virtual meeting was held under the chairmanship of Director (MCH), National Health Mission (NHM), Dr. Virender Yadav, to review preparations for the upcoming  National Pulse Polio Immunization Campaign in Haryana. The meeting focused on assessing readiness and strengthening coordination among stakeholders and district officers for the successful implementation of the nationwide campaign, which will commence on June 28, 2026.

The meeting was attended by Civil Surgeons, District Immunisation Officers (DIOs), UNOs, DMEOs and other senior officers of the Health Department from across the state.

Representatives from various government departments and organisations, including Women and Child Development, Education, Panchayati Raj, Urban Local Bodies, Labour, ESI, Public Relations, AYUSH, Medical Education, Transport and Railways, also participated in the meeting. Besides this, Office-bearers of the Indian Medical Association (IMA), Indian Academy of Pediatrics (IAP) and Rotary Club reaffirmed their commitment to supporting the campaign.

According to the outline set by the Health Department, the three-day special campaign will begin on June 28, 2026 with booth activities, during which parents will be able to bring their children to nearby vaccination centres to administer polio drops. This will be followed by house-to-house visits by health teams on June 29 and 30 to ensure that children who could not be covered on the first day are not left out.

Under the nationwide Pulse Polio Campaign, approximately 36.09 lakh children in the age group of 0 to 5 years across Haryana have been targeted for immunization. The Health Department has emphasised the need for close coordination among all departments to ensure that every eligible child is reached and that Haryana continues to maintain its polio-free status.

Haryana Splits Control of HRMS; HR Department Gets 19 Modules, Finance to Handle Pay, ACP and Salary Systems

In a significant administrative restructuring aimed at streamlining the functioning of the Haryana Human Resource Management System (HRMS), the Haryana Government has formally divided ownership of HRMS modules between the Human Resources Department (HRD) and the Finance Department, ending ambiguity over administrative control of the State’s flagship employee management platform.

The decision has been conveyed by Chief Secretary Anurag Rastogi through a circular issued to all Administrative Secretaries, Heads of Departments, Managing Directors and Chief Administrators of Boards, Corporations and Public Sector Undertakings, Divisional Commissioners, Deputy Commissioners and Registrars of Universities. Issued following a review of the Haryana Human Resource Management System (Administration) Policy, 2024, the circular directs all Administrative Departments, Boards, Corporations, Statutory Bodies, Public Enterprises and Universities to disseminate the revised framework among all concerned officers and ensure its strict compliance in letter and spirit.

Under the revised framework, the Human Resources Department will exclusively administer 19 HRMS modules, covering the entire employee lifecycle—from Annual Confidential Reports (ACRs), service books, transfers, promotions and leave management to disciplinary proceedings, property returns, training, superannuation and voluntary retirement. The Finance Department (Treasuries and Accounts) has been entrusted with five financially sensitive modules, namely Assured Career Progression (ACP), Pay Fixation, Loans and Advances, Salary Generation and the Timescale Module, bringing all pay-related functions under a single authority.

The government has directed that from June 1, 2026, every proposal relating to the creation, modification, upgradation or policy changes in any HRMS module must be routed only through the department designated as the owner of that module. The move effectively decentralises decision-making while fixing departmental accountability for the State’s digital human resource platform.
