
Haryana Chief Minister Nayab Singh Saini said that a healthy individual contributes not only to the progress of his family but also to the development of society. Healthy citizens form the foundation of a strong society, a robust economy, and a self-reliant nation. With this vision, the Haryana Government has made modern diagnostic and treatment facilities accessible to the common people. Under the Public-Private Partnership (PPP) model, advanced services such as CT Scan, MRI, haemodialysis, and Cath Lab facilities are being provided across the State.
The Chief Minister was speaking as the Chief Guest at the inauguration ceremony of Sovaka Lab in Gurugram on Tuesday. On the occasion, Chairman of Dr. Lal Path Labs, Padma Shri Brigadier Dr. Arvind Lal, welcomed and felicitated the Chief Minister.
On this occasion, Nayab Singh Saini said the Haryana Government is continuously working to improve the healthcare sector. At present, free dialysis facilities are being provided to kidney patients by the State Government. Apart from this, several other healthcare services are also being made available. He said that diagnostic laboratories play an important role in a person’s life, and timely health check-ups can help prevent many serious diseases.
Gurugram emerging as a Medical and Health Hub – Chief Minister
The Chief Minister said Gurugram is moving rapidly on the path of development. The city is establishing a distinct identity as a Medical and Health Hub, and with the establishment of this laboratory, another milestone has been added towards strengthening health security. He said this lab will further enhance the quality of healthcare services. He also called upon the laboratory management to provide special facilities for the poor and needy.

Chief Minister launches AI-based Haryana Budget Janbhagidari Portal
Haryana Chief Minister, Nayab Singh Saini today launched the AI-based ‘Haryana Budget Janbhagidari’ Portal during the pre-budget session held in Gurugram, in line with Haryana Vision 2047. Through this portal, citizens will get a direct opportunity to participate in the state’s budget-making process. Suggestions can be submitted on the portal in Haryanvi, Hindi, and English, languages ensuring participation from all sections of society.
The Chief Minister said that this platform reflects the government’s commitment to transparency, citizen participation, and participatory governance. Through this portal, citizens, experts, and stakeholders will be able to connect directly with the government, share practical suggestions, and help make the budget-making process more open, continuous, and dialogue-driven.

Chief Minister attends pre-budget workshop in Gurugram in view of Haryana Vision–2047
State budget will be passed through an innovative approach with focus on six pillars – Nayab Singh Saini
Haryana Chief Minister, Nayab Singh Saini said that Haryana will prove to be the growth engine of Developed India–2047. To ensure that Haryana’s contribution is useful in the national interest, work is being carried out in a planned manner. Haryana Vision Document–2047 has been prepared through extensive consultation, in-depth study, and participation of experts.
Nayab Singh Saini said this while speaking at the pre-budget workshop organised at the Gurugram University Auditorium in view of Haryana Vision–2047 on Tuesday.
Notably, with the objective of the Haryana Vision 2047 roadmap, the Chief Minister held detailed discussions on every aspect during the pre-budget consultation meeting organised with stakeholders from the industry, health, IT, and education sectors for the financial year 2026–27. Representatives of various organisations associated with industry and manufacturing units shared their suggestions for the upcoming budget.
Industry and Commerce, Environment, Forest and Wildlife Minister, Rao Narbir Singh, Pataudi MLA, Smt. Bimla Chaudhary, Gurugram MLA, Sh. Mukesh Sharma, senior officers also attended the meeting.
Developmental transformation is now visible – Chief Minister
The Chief Minister said that a major developmental transformation has been visible over the past 11 years. Along with positive changes, the government is moving forward in the direction of holistic development. He said that the government has constituted a Department of Future, which will prove effective amid emerging global changes. This type of workshop is being organized with the aim of imparting knowledge and vision.
Roadmap for development prepared based on six strategic themes
The Chief Minister said that departmental plans will have to be linked with a clear vision and focus must be placed more on outcomes than activities. Bringing meaningful improvement in the lives of citizens is the priority of the Haryana government. He informed that as a result of this meaningful brainstorming with stakeholders, the Haryana government will play its role in realizing the dream of Developed India 2047 by focusing on six pillars. He said that the Haryana Vision Document–2047 has been prepared based on six strategic themes. These include finance and security, education, skill development and employability, health and nutrition, agriculture, food security and environmental conservation, infrastructure development, and projects based on regional development and local self-governance. The Chief Minister said that the budget for the financial year 2026–27 will also be fully aligned with all these themes.
Senior officers gave theme-based presentations during pre-budget deliberations
Under the Haryana Vision 2047 roadmap, in the pre-budget deliberation workshop, in-depth discussions were held on various theme spotlights towards making the state developed, inclusive, and self-reliant by the year 2047. In the programme, the presentation related to health and nutrition was given by the Additional Chief Secretary, Health and Medical Education Department, Haryana Government, Sh. Sudhir Rajpal. On the subject of education, skill development and employability, Additional Chief Secretary, Higher and School Education Department, Sh. Vineet Garg shared his views. Similarly, on the subject of regional development and local self-governance, Additional Chief Secretary, Town & Country Planning and Urban Estates Department, Sh. A.K. Singh provided information. On agriculture, allied sectors, food and environment, Principal Secretary, Agriculture and Farmers’ Welfare Department, Sh. Pankaj Agarwal gave a presentation. On the subject of finance and security, Commissioner and Secretary, Finance Department, Sh. Mohammed Shayin gave a presentation and apprised the participants of the details.
On infrastructure development, Commissioner and Secretary, Industry and Commerce Department, Dr. Amit Agrawal elaborated on aspects related to the development of the state’s industrial and basic infrastructure. In the same sequence, a joint presentation was given by Commissioner and Secretary, Development and Panchayat Department, Dr. Saket Kumar.

Haryana Government Announces Early Payment of Salary and Pension for Four Months in 2026
The Haryana Government has issued orders regarding the distribution of salary, allowances, pension, and family pension to its employees, pensioners, and family pensioners during the calendar year 2026. The government has decided that for months where the first day falls on a holiday, salary and pension will be drawn and distributed in advance.
According to the orders issued by Chief Secretary Sh. Anurag Rastogi, who also holds additional charge of Additional Chief Secretary, Finance Department, the distribution of salary and pension for January will be made on January 30, while for February, this payment will be made on February 27. Similarly, salary and pension for July will be released on July 30, and for October, it will be disbursed on October 30, 2026.
Haryana Government forms committee to examine adoption of Water (Prevention and Control of Pollution) Amendment Act, 2024
Chief Secretary Anurag Rastogi to be chairperson of committee
The Haryana Government has constituted a high-level committee to examine the adoption of the Water (Prevention and Control of Pollution) Amendment Act, 2024 in the State.
The committee has been constituted by the Environment, Forest and Wildlife Department in compliance with directions issued by the Government of India and as per the provisions of the said Amendment Act. Chief Secretary Anurag Rastogi will be chairperson of the committee.
The committee members include the Additional Chief Secretary, Environment, Forest & Wildlife Department; Chairman, Haryana State Pollution Control Board; Additional Chief Secretary, Town & Country Planning and Urban Estates Department; Additional Chief Secretary, Urban Local Bodies Department; Additional Chief Secretary, Irrigation & Water Resources Department; Commissioner & Secretary, Industries & Commerce Department; Director, Environment, Haryana and Special Secretary, Environment, Forest & Wildlife Department; and the Deputy District Attorney, Haryana State Pollution Control Board. The Chief Environmental Engineer, Haryana State Pollution Control Board, Sh. Bhupinder Rinwa will serve as the Convener of the committee.
The committee will examine all aspects related to the adoption of the Amendment Act and submit its recommendations to the State Government.
India’s First Hydrogen Train Set to Run Between Jind and Sonipat in Haryana
Chief Secretary Reviews Uninterrupted Power Supply to Hydrogen Plant
Haryana is set to witness the launch of India’s first hydrogen-powered train. Northern Railway’s ambitious project, which will operate between Jind and Sonipat, is in its final stages of preparation. A stable and uninterrupted 11 kV power supply has been ensured for the hydrogen plant established in Jind, which will provide fuel for the train during its final commissioning and regular operations.
Chief Secretary Sh. Anurag Rastogi held a hybrid meeting today with officials from Dakshin Haryana Bijli Vitran Nigam (DHBVN) to review the project. The meeting covered detailed discussions on the plant’s current power supply status, backup arrangements, and future requirements.
The Chief Secretary directed that regular reviews of the power supply system be conducted to prevent any obstacles to this ambitious project. He emphasized strengthening alternative arrangements and rapid response mechanisms.
The meeting was informed that India’s largest hydrogen plant with a storage capacity of 3,000 kilograms has been established in Jind for this hydrogen train project and is now in its final commissioning phase. Since the plant will operate on a 24×7 basis, uninterrupted and quality power supply is essential.
DHBVN officials assured the Chief Secretary that stable power supply is being provided to the plant, with additional monitoring and rapid maintenance arrangements in place as needed. The Northern Railway also expressed satisfaction with the quality of power supply being provided to the plant.
The meeting was attended by DHBVN Managing Director Vikram Yadav via video conferencing, along with Chief Engineer Rajender Sabharwal.
