 Prof. Ashim Kumar Ghosh today sworn in as the 19th Governor of Haryana

The oath of office was administered by the Chief Justice of Punjab and Haryana High Court, Justice Sheel Nagu, during a simple yet dignified ceremony held at the Haryana Raj Bhavan, Chandigarh.

Prof. Ghosh, a distinguished academician and experienced political leader, served as the Head of the Department of Political Science at a reputed college in Kolkata for nearly four decades. He has actively contributed to academic research and political discourse, having worked on UGC and ICSSR projects and authored several articles in prominent publications.

Punjab Governor Gulab Chand Kataria and Haryana Chief Minister Nayab Singh Saini graced the swearing-in ceremony. Also present on the occasion were the Governor’s wife, Mitra Ghosh, Chief Minister’s wife, Suman Saini and members of the Governor’s family.

Speaker of the Haryana Vidhan Sabha, Harvinder Kalyan, Cabinet Ministers Krishan Lal Panwar, Mahipal Dhanda, Dr. Arvind Sharma, Shyam Singh Rana, Ranbir Gangwa, Krishna Kumar Bedi and Shruti Chaudhary, Ministers of State Rajesh Nagar and Gaurav Gautam, Chief Secretary Anurag Rastogi, Secretary to Governor Atul Dwivedi, a number of MLAs, Vice Chancellors of Universities and senior officials were also present at the ceremony.

Following the ceremony, Governor Prof. Ashim Kumar Ghosh personally greeted the dignitaries and accepted their felicitations. On this occasion, a Special Contingent of the Haryana Armed Police presented a Guard of Honour to the Governor.

Minister of State for Sports, Youth Empowerment and Entrepreneurship, and Law and Legislative, Sh. Gaurav Gautam, said that India’s strength lies in its unity in diversity. In line with this spirit and to realise the vision of ‘Ek Bharat-Shreshtha Bharat’ and promote cultural harmony, the Haryana government will organise a three-day Inter-State Youth Exchange Programme from July 23 to 25, 2025 at Kurukshetra University.

Minister of State for Sports, Gaurav Gautam said this in a press conference here on Monday.

He said that around 600 youth from 24 states will take part in the event. During the programme, there will be a vibrant exchange of cultures among different communities. Various competitions will be organised, including group folk dances, group songs, and other cultural activities.

The Sports Minister said that the ‘Ek Bharat-Shreshtha Bharat’ programme was launched by Prime Minister, Narendra Modi on October 31, 2015, to mark the 140th birth anniversary of Sardar Vallabhbhai Patel. He said this event will serve as a major platform for youth to showcase their talent and get to know the traditions and art of other states. The programme will also help promote unity, equality, and brotherhood among different communities. Today, Haryana’s growth in sports, art, and culture continues to inspire other states. It is not just an event, but a significant opportunity for personal growth, leadership development, and contributing actively to the country’s progress,he added.

The Sports Minister further said that the ‘Khel Mahakumbh’ will start from Panchkula on August 2, 2025. Athletes will display their strength and skill in various sports competitions. He said that over 1,500 sports nurseries have been opened across the state to promote sports and the government aims to set up 500 new nurseries every year.

Responding to a question, Sh. Gautam said the opposition has no real issues and that the law and order situation in the state is strong, with police taking strict action against criminals.

Right to Service Commission criticizes HSVP offices for negligence, orders ₹5,000 compensation to complainants

The Haryana Right to Service Commission has expressed strong displeasure over the functioning of the Haryana Shehri Vikas Pradhikaran (HSVP), citing unnecessary delays and lack of clarity between the Estate Office, Kurukshetra, and the Zonal Administrator, Panchkula.

A spokesperson of the Commission said upon investigation, it was found that an application submitted by complainants for property transfer on June 9, 2023, was repeatedly rejected over a period of nearly 10 months on various technical and administrative grounds.

The spokesperson added that the repeated rejections and delays by the Zonal Administrator’s office were completely unjustified and amounted to harassment of the complainants. The Commission has recorded strong disapproval against all Zonal Administrators who held charge between June 9, 2023, and April 5, 2024.

Under Section 17(1)(h) of the Haryana Right to Service Act, 2014, the Commission has directed HSVP to pay ₹5,000 as compensation to the complainants. Initially, this amount will be borne by HSVP and later recovered from the responsible officers.

The Commission also found serious negligence in the office of the S.G.R.A.-cum-Administrator (Headquarters), where an offline appeal submitted to an officer within the building went missing after being sent via registered post. The Commission termed this a grave example of administrative laxity and rejected the explanation given by the SGRA.

An inspection of the concerned offices was conducted by the Commission’s Under Secretary, on June 26, 2025, and the report was submitted on July 4, 2025. The inspection revealed that the name of the responsible officer was not clearly mentioned in the peon book or other mail records.

In its final order, the Commission directed all concerned HSVP offices to mandatorily record the full name and designation of responsible officers in the peon book, receipt register, and dispatch register, or to affix the designation stamp. This is to ensure accountability and prevent evasion of responsibility in the future.

SAS Cadre officers must ensure thorough checks before sending proposals to Finance Dept: Government

In a move to enhance financial discipline and improve efficiency, the Haryana Government has issued detailed guidelines for State Accounts Service (SAS) cadre officers posted in various administrative departments.

In a letter to all Administrative Secretaries, Chief Secretary Sh. Anurag Rastogi, who also holds the charge of Additional Chief Secretary of the Finance Department, has noted that many financial proposals are being sent to the Finance Department by SAS officers — including Section Officers, Accounts Officers, Senior Accounts Officers, and Chief Accounts Officers — without proper initial scrutiny. This adds an unnecessary burden on the department and delays the processing of proposals.

Therefore, it is now the responsibility of all SAS cadre officers posted in administrative departments to thoroughly and carefully examine all proposals with financial implications before sending them to the Finance Department.

They must also ensure that the proposals align with the Finance Department’s policies, circulars, budget provisions, and delegated financial powers. The concerned officers must include clear comments on their recommendations, objections, or observations and ensure that all necessary documents, checklists, and approvals are attached with the proposal. They are expected to notify the administrative departments in advance of any procedural or financial deficiencies so that necessary corrections can be made before finalizing the proposal.

Finance Department officers posted in departments will ensure that every proposal is scrutinized based on key financial parameters. This includes verifying the availability of budget under the relevant head and suggesting re-appropriation if necessary. The proposals must also comply with Finance Department instructions related to austerity, expenditure control, and procurement guidelines.

Officers will also examine whether the proposal falls within delegated financial powers or requires higher-level approval. A clear assessment of financial justification must be made for each proposal, including any alternative considered. The recurring and non-recurring nature of expenditure must be identified, along with its long-term financial implications. Procurement procedures must comply with the Haryana Service Rules (HSR Manual), General Financial Rules (GFR), or departmental guidelines. Proposals related to staff matters such as creation of posts, pay revisions, appointment of consultants, or manpower planning must be examined as per Finance Department norms. For time-bound schemes and projects, the approved cost, financial flow, and timeline must be confirmed. Any ineligible expenditure must also be flagged.

Additionally, if a proposal relates to a new scheme, Finance Department officers must ensure that no similar scheme already exists. Such proposals must include a brief background of the scheme and a six-tier classification format (Major Head, Sub-Major Head, Minor Head, Sub Head, Detailed Head, and Object Head).

Furthermore, every proposal sent for Finance Department’s concurrence must include a certificate from the Finance Department officer posted in the concerned administrative department. This certificate should clearly state that the proposal has been examined as per Finance Department guidelines, budget provisions are available, all standards have been followed, and whether or not the proposal is recommended for concurrence.

Finance Department officers working in administrative departments will be responsible for the accuracy of financial scrutiny and will act as guardians of financial propriety. The Finance Department has made it clear that these officers will be directly accountable for the accuracy and transparency of financial scrutiny, and any negligence at any level may lead to administrative action.

All Administrative Secretaries have been requested to ensure strict compliance with these guidelines by the SAS officers posted in their departments.

Appointment letters issued to over 130 Medical Officers in Haryana

Health Minister Arti Singh Rao congratulates newly appointed doctors

In a significant step towards strengthening Haryana’s public healthcare infrastructure, 137 newly selected Medical Officers have received appointment letters and posted across various districts in the state. The appointment letters were issued after successful biometric and document verification earlier this year.

Haryana Health and Family Welfare Minister Arti Singh Rao congratulated the newly appointed doctors. She said, “The addition of qualified and dedicated Medical Officers will not only improve healthcare accessibility in both rural and urban areas but also ease the burden on existing medical staff. This step reflects our government’s commitment to providing timely, equitable, and quality health services to every citizen.”

Minister Arti Singh Rao further said, “This recruitment drive is part of the government’s broader plan to fill long-pending vacancies, and to ensure that no Primary Health Centre (PHC), Community Health Centre (CHC), or Civil Hospital operates without adequate medical staff.”

The appointment letters have been sent via email to all Civil Surgeons across the state, where selected candidates can collect them. The postings include placements in District Civil Hospitals (DCHs) located in Narnaul, Ambala City, Bhiwani, Sonepat, Jind, Hisar, Panipat, Karnal, Sirsa, Kurukshetra, Kaithal, Jhajjar, Fatehabad, Charkhi Dadri, Yamunanagar, and others.

The minister also appreciated the continuous efforts of the Health Department, Haryana, for ensuring a transparent and efficient appointment process.

Notably, 560 Medical Officers had already been issued appointment letters earlier, of which 409 had joined service.
