    A major step toward mainstreaming alternative and affordable healthcare in India was taken today as a press conference was held in the Press Club of India, New Delhi, to call for national legal recognition of Electropathy, also known as Electro Homeopathy. The Press Conference was addressed by Dr. Jaswinder Singh, President of the World Bio Cares Health Organization (WBCHO) and Founder of Ebio Cares. A globally awarded healthcare professional, World Record Holder, Dr. Singh has helped thousands of patients with chronic conditions such as Autism, ADHD, Cerebral Palsy, and Speech Disorders, areas where conventional medicine often offers limited solutions. Speaking at the event, Dr. Singh emphasized the need for the Government of India to follow the example of Rajasthan, which has already granted legal status to Electropathy. On 30 April 2025, Rajasthan officially notified the formation of a five-member State Electropathy Board, paving the way for structured development, regulation, and education in this medical system. He welcomed recent political support from states like Uttar Pradesh, where Minister Dr. Sanjay Nishad has reportedly raised the issue with Chief Minister Yogi Adityanath and Deputy CM Brajesh Pathak. Similar advocacy efforts are underway in Himachal Pradesh, led by the Electro Homeopathy Development and Welfare Society, which has submitted a formal memorandum to Health Minister Dhani Ram Shandil. While addressing the press conference Dr. Singh said: “The time has come for India to recognize Electropathy as a valid system of medicine at the national level. With growing support from elected leaders and the success of state-led models like Rajasthan, we urge the Central Government to bring forward legislation that ensures protection, registration, and development of Electropathy for the benefit of millions.”

The Army Commander raised the issue of post-service employment of Agniveers. The Chief Minister informed him that the Haryana State Cabinet has approved a provision for 20% reservation for Agniveers in the recruitment of Police Constables in the Police Department. He noted that Haryana is the first state in the country to secure the future of Agniveers by ensuring job opportunities after their military service. He added that several other decisions have also been undertaken by the state government to support and benefit Agniveers. During the meeting, the Chief Minister also highlighted the need for opening Army Canteens in select areas that meet the required norms and criteria. The Army Commander also urged for allotment of land to the Army Welfare Housing Organization to meet the critical housing needs of Army personnel. During the meeting, a range of other issues were also discussed, including the welfare of ex-servicemen, provision of ex-gratia for martyrs, strict implementation of job reservation quotas for ex-servicemen and their dependents, and the need to address the staff shortage in the Sainik and Ardh Sainik Welfare Department to ensure its efficient functioning. Shruti Choudhry, held a meeting with officers from the Irrigation and Public Health Departments to review water arrangements and preparations for the upcoming monsoon water logging issue across the state, at her residence office in Chandigarh. The meeting was attended by Commissioner and Secretary, Public Health Engineering Department, Sh. Mohammed Shayin, EIC, Sh. Rakesh Chauhan, Sh. Birender Singh, Sh. S.S. Kadyan and other senior officers. During the meeting, Smt. Shruti Choudhry said that there should be no shortage of drinking water in any district of Haryana. She said that a new water distribution roster would be implemented soon, but until then, all officers and staff must remain active in the field. If any area shows signs of water scarcity, tankers and tubewells should be deployed immediately to resolve the situation and prevent inconvenience to the public. Senior officers were also directed to monitor areas facing more severe conditions and ensure they receive additional water, and also directed to be in touch with the Public Health Department. The minister also reviewed the decisions made during the 56th meeting of the Haryana State Drought Relief and Flood Control Board. She said that all the projects should be completed on time so that no waterlogging situation arises in the state during monsoon. She paid special attention to districts like Gurugram, Kurukshetra and Ambala, which are more prone to waterlogging. She reviewed the plans for buying pumps, motors, panels, laying pipelines, cleaning drains and sewage lines to improve drainage in these areas. Smt. Choudhry directed all District Commissioner to submit district-wise reports on short-term, medium-term and long-term flood control projects. She appealed to officers to work efficiently and ensure all projects are completed within deadlines. Strict action would be taken against those who fail to deliver on time. Commissioner and Secretary, Public Health Engineering Department, Sh. Mohammed Shayin said that out of 861 drains in the state, 679 drains covering approximately 4,101 kilometers are scheduled for cleaning before the monsoon. The cleaning work is already underway and is expected to be completed by the end of June. To keep the public informed and ensure transparency, officers were directed to share live updates and posts about the cleaning work on social media. Nayab Singh Saini will inaugurate state’s first state-of-the-art Modern Jail Training Academy in Karnal today (May 21) underscoring the state's commitment to holistic development across all sectors, as envisioned by their 'Sankalp Se Siddhi' initiative. Dr. Misra informed that the ceremony will also be graced by Union Minister for Power, Housing and Urban Affairs Sh. Manohar Lal, Speaker of the Haryana Legislative Assembly, Sh. Harvinder Kalyan, and Minister of Cooperation, Jails, Elections, Heritage and Tourism Dr. Arvind Kumar Sharma. Dr. Misra stated that this Modern Jail Training Academy, is constructed on 6.54 acres of land at a cost of Rs. 30.29 crore. It stands as North India’s first-of-its-kind modern training centre, capable of training over 250 trainee simultaneously, she added. She informed that the modern jail training centre premises is equipped with a wide range of modern infrastructure which includes an administrative block, hostels for trainees, a state-of-the-art auditorium, conference hall, armory, and a parade ground. For residential convenience, the campus includes a Principal’s residence, 8 Type-II and 12 Type-III staff quarters, enabling seamless living and training conditions. Additional Chief Secretary, Home Department Dr. Sumita Misra, highlighted that in order to enhance jail security, the state has installed over 1105 CCTV cameras, jammers, body cameras, sniffer dogs, and Torch Height Control (THCS) equipment. Reforms in parole, furlough, and inmate transfer systems have also been initiated for transparency and efficiency. She informed that a total of 448 video conferencing systems have been installed across all jails in Haryana with proper internet connectivity, enabling nearly 83% of court appearances of inmates to be conducted through video conferencing. She stated that under the vision of Digital India, the state is working towards the development of smart prisons. Our aim is to make prison administration more transparent, responsive, and humane, she added. She apprised that Haryana is already undertaking various prison reforms across the state. Currently, six jail filling stations are operational in Ambala, Hisar-2, Sonipat, Karnal, Yamunanagar, and Kurukshetra, while six more at Bhiwani, Faridabad, Jind, Narnaul, Sirsa, and Nuh will become functional shortly. Apart from this, the government’s formal approval is awaited for setting up six more filling stations at Charkhi Dadri, Fatehabad, Jhajjar, Rewari (Fidheri), Gurugram, and Dabwali. She reiterated that the new Jail Training Academy is the result of Haryana’s commitment to build a more sensitive, professional and reform-oriented prison administration. The training at this academy will integrate human values, empathy, and understanding of human rights into the curriculum for officers such as Deputy Superintendents, Assistant Superintendents, Warders and Female Warders. The academy is set to become a national model for progressive correctional training. No.IPRDH/2025 35 percent subsidy being offered for setting up Food Processing Common Infrastructure Chandigarh, May 20 – The Haryana Government is giving special focus on the development of micro food processing enterprises in the state. Extensive promotion is being carried out to ensure that the benifits of Central Government's ‘Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme’ reaches maximum benificaries in the state. Sharing more details in this regard, an official spokesperson shared that under this scheme, a 35 percent subsidy is being provided for setting up Food Processing Common Infrastructure, with a maximum limit of Rs. 3 crore. FPOs/FPCs, Cooperatives, SHGs (Self Help Groups), and Government Agencies are eligible to apply under the scheme. The spokesperson further shared that along with food processing, common facilities such as sorting-grading, warehouses, farm-gate cold storage, and general processing infrastructure for food products are also eligible for a 35 percent subsidy with credit linkage. The spokesperson said that a well-developed food processing sector with a high percentage of processing helps reduce wastage, enhances value addition, and promotes crop diversification. Additionally, it ensures better income for farmers, generates employment, and boosts export earnings. The spokesperson said that this sector plays a key role in addressing important issues like food security, rising food prices, and providing nutritious food to the public. Notbaly, the food processing sector is a vital part of the Indian economy, contributing significantly to GDP, employment, and investments. No.IPRDH/2025 17 mandis set up across the state for procurement Sunflower procurement in Haryana from June 1 to 30 Chandigarh, May 20 – Haryana Food, Civil Supplies and Consumer Affairs Department will soon begin the procurement of sunflower crops. For the Rabi marketing season 2025–26, sunflower will be purchased across the state from June 1 to June 30. A total of 17 mandis have been opened across the state for this purpose. The government has fixed the Minimum Support Price (MSP) for sunflower at Rs. 7,280 per quintal. According to the Agriculture and Farmers’ Welfare Department, the state is expected to produce around 44,062 metric tonnes of sunflower this year. The procurement will be handled by two state agencies HAFED and the Haryana Warehousing Corporation. The 17 mandis in the state for procurement of sunflower include Ambala City, Ambala Cantt, Barara, Mullana, Shahzadpur, Saha, Naraingarh, Karnal, Ismailabad, Thanesar, Thol, Shahbad, Ladwa, Babain, Jhansa, Barwala (Panchkula district), and Jagadhri. No.IPRDH/2025 Haryana Cracks Down On Illegal Abortions, MTP Licence Of 2 Doctors Suspended For Violations 3 FIRs Registered, 921 MTP Kits Seized In Past Week Across State ACS-Health Sh. Sudhir Rajpal Chairs Weekly Meeting Of State Task Force (STF) For Improving Sex Ratio Chandigarh, May 20 - The weekly meeting of the State Task Force (STF) for Improving Sex Ratio in Haryana was held under the chairmanship of Additional Chief Secretary, Health and Family Welfare, Sh. Sudhir Rajpal here today. The meeting focused on intensifying efforts to curb illegal abortions and further improve the state's sex ratio under the ‘Beti Bachao-Beti Padhao’ campaign. During the meeting, the Additional Chief Secretary directed officials to intensify enforcement against illegal abortion practices and take strict action against doctors found guilty of such violations, including cancellation of their licences. The meeting was informed that in the past week (May 13 to May 19, 2025), 50 inspections had been conducted across the state over the illegal sale of Medical Termination of Pregnancy (MTP) kits, 25 MTP centres closed and 3 FIRs were registered. The MTP licence of a doctor in Kurukshetra and another one in Assandh, Karnal has been suspended for malpractices and violation of guidelines. In addition, 2 shops had been sealed for illegal practices and 921 MTP kits were seized for violation of guidelines. Legal action under the Drugs and Cosmetics Act, 1940 shall be launched against the offenders. The number of wholesalers selling MTP kits has been reduced from 32 to 6 within one month in Haryana. The sale trend of MTP kits has seen a significant decline in 13 districts of the state. The Additional Chief Secretary emphasized targeting BAMS doctors and unqualified practitioners (quacks) involved in illegal abortions. He also urged district-level officers to ensure rigorous field monitoring and data backtracking. The meeting was informed that in the preceding week, Haryana registered sex ratio of 922, a significant increase from the previous week, highlighting the impact of continuous efforts. To ensure universal birth registration, camps are being organized in villages and slum areas with high migrant populations. To provide personalized support and monitoring, all pregnant women with one or more female children have been assigned an ASHA or Anganwadi Worker (AWW) as a SAHELI (companion) to counsel them and monitor their pregnancies. A record of these women and their SAHELIs is being maintained by Civil Surgeons and their work is being monitored at the headquarter level as well. Any suspicious abortion in such cases will lead to a backtracking investigation and accountability for the SAHELI concerned. The meeting was further informed that the Women and Child Development Department has started ‘Lado Panchayat’, a women-led community initiative in focused on empowering women and girls through advocacy, education, and community governance in villages in cooperation with ASHA and ANM workers. Public engagement efforts have been intensified through mobile awareness vans and targeted social media campaigns, promoting gender equality and the value of the girl child. Secretary, Health Department and Mission Director, National Health Mission, Sh. Rippudaman Singh Dhillon, and senior officers of various departments were present in the meeting. "My aim is to make Haryana a zero-crime State," he asserted. The Chief Minister was presiding over a state-level review meeting on crime and law and order, here today. Crime rate has significantly declined in Haryana While acknowledging that the crime rate has significantly decreased in Haryana, Sh. Nayab Singh Saini stressed the need for continued, focused efforts to make the state a zero-crime zone. He directed the police to listen patiently to all individuals visiting police stations, promptly register complaints, and take appropriate action. He stated that this approach would not only ensure timely justice for the victims but also strengthen their trust in the police. The Chief Minister further instructed that the complainant should not have to make multiple visits to police stations to get an FIR registered. If, for any reason, an FIR cannot be registered, the police should provide clear reasons to satisfy the complainant. State Government's Cyclothon and awareness programs yield positive results in fight against drug abuse While reviewing the actions against drug abuse, the Chief Minister stated that initiatives such as the Cyclothon and other programs launched by the State Government to raise awareness among youth about the harmful effects of drugs have yielded positive results. He said that not only the youth but people from all walks of life have been overwhelmingly participating in these programs, which aim to encourage the younger generation to stay away from drugs and channel their energy in the right direction. Police to intensify vigil in bordering districts and sensitive areas to break drug supply network The Chief Minister directed the police to involve Sarpanchs and other prominent figures in the villages to take the State Government’s anti-drug drive to the grassroots level. He said that immediate treatment be provided at de-addiction centers for those already trapped in the grip of drugs. He stated that regular inspections of all de-addiction centers in the state should be conducted to ensure the availability of medicines and other essential facilities at these centers. Additionally, he directed the police to increase vigil in the bordering districts and other sensitive areas, aiming to dismantle the nexus between the demand and supply of drugs. Expressing concern over perpetrators committing repeated offenses, Chief Minister Sh. Nayab Singh Saini emphasized the need for stringent measures to send a strong message to offenders. He stated that the police should also closely monitor the activities of criminals who are on parole or furlough to ensure they do not commit any crimes during this period. Expedite extradition and deportation of foreign-based gangsters The Chief Minister made it clear that there is no place for gangsters in the state. He directed the police to coordinate with the Ministry of External Affairs (MEA) and other central agencies to expedite the process of extradition or deportation of foreign-based gangsters. Haryana strengthens measures to combat cybercrime While reviewing the progress in resolving cybercrime cases, the Chief Minister highlighted that the State Government has implemented various measures leading to a significant reduction in the amount of money defrauded. These efforts aim to ensure that citizens' hard-earned money is protected from fraudulent activities. He directed that a special State Level Bankers Committee (SLBC) meeting be convened to devise an effective strategy in collaboration with banks. Additionally, he emphasized the need to sensitize state government pensioners and RWAs to remain alert and thwart any attempts by cyber criminals. CCTV cameras to be installed at key locations In the meeting, the Chief Minister stressed the need to further strengthen CCTV surveillance in cities and towns to closely monitor criminals and other anti-social elements. He instructed that new CCTV cameras be installed at key locations as needed and that existing cameras be kept fully functional. He also directed that YouTube channels featuring objectionable content be verified, with appropriate action taken. 4,054 villages and 859 wards declared drug-free- Dr Sumita Misra Additional Chief Secretary, Home Dr Sumita Misra said that directions given by the Chief Minister in the previous meeting are being implemented in letter and spirit, and their results are clearly visible on the ground. She stated that working in a coordinated manner will significantly help in reducing crime. She informed that 4,054 villages and 859 wards have been declared drug-free. In addition, sports activities have been organized in 2,515 villages, with the participation of 1.96 lakh youth. Similarly, 2,482 public awareness events have been held across the state, with 16.5 lakh people participating. No IPRDH/2025 Haryana State Level Sanctioning Committee Approves Rs. 1267.49 Crore Annual Plan to Boost Agriculture and Horticulture Sectors Chandigarh, May 20 – The Haryana State Level Sanctioning Committee (SLSC) of Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) convened under the chairmanship of Chief Secretary Sh. Anurag Rastogi has approved the annual plan worth Rs. 1267.49 crore for the year 2025-26. This substantial funding aims to propel the field of agriculture and horticulture in the state to new heights. The allocated funds will be utilized by institutions such as Chaudhary Charan Singh Haryana Agricultural University – (CCSHAU), Hisar, Maharana Pratap Horticultural University, Karnal, Central Soil Salinity Research Institute (CSSRI), Karnal, and Indian Institute of Wheat and Barley Research, (IIWBR), Karnal. The plans will now be forwarded to the Union Ministry of Agriculture, for final approval. Under the PM-RKVY scheme, the committee has approved 10 projects amounting to Rs. 4,512.82 lakh for the Agriculture and Farmers’ Welfare Department. The Horticulture Department will receive Rs. 2,726.18 lakh for two projects. The CCSHAU, Hisar, will undertake 8 projects with a total allocation of Rs 1,015.33 lakh. The Maharana Pratap Horticultural University (MHU), Karnal, has received approval for three projects worth Rs.75.63 lakh. The Indian Institute of Wheat and Barley Research, Karnal, will carry out four projects totaling Rs 1821.00 lakh. The Central Soil Salinity Research Institute, Karnal, will implement five projects worth Rs. 1430.60 lakh while the IARI, Karnal, has 10 projects of Rs 2,790.80 lakh. Approval of Annual Action Plan Based Schemes Besides, the committee also approved projects under the Annual Action Plan based schemes merged under the RKVY Cafeteria scheme for 2025-26. The approved schemes and their respective costs in lakhs are as follows: SMAM with Rs. 8990.00 lakh, CRM with Rs. 25075.00 lakh, Soil Health Card and Fertility with Rs. 1625 lakh, Crop Diversification Programme with Rs.4792 lakh, Parampragat Krishi Vikas Yojana (PKVY) with Rs. 967.96 lakh, and Per Drop More Crop with Rs. 41598.04 lakh. Krishonnati Yojana Allocations The committee also approved the Annual Action Plan of Krishonnati Yojana for 2025-26 and allocated funds in crores for various key initiatives. The allocations include National Food Security and Nutrition Mission with Rs. 47.97 crore, National Mission on Edible Oils-Oilseeds with Rs. 24.17 crore, Seeds (Sub Mission on Seed & Planting Material) with Rs. 6.00 crore, Agriculture Extension (ATMA Scheme) with Rs. 38.15 crore, and Mission for Integrated Development of Horticulture (MIDH) with Rs. 177.00 crore. Additional Chief Secretary, Agriculture & Farmers’ Welfare, Dr. Raja Sekhar Vundru said the Department of Agriculture and Farmers’ Welfare in Haryana is taking significant steps to address the critical issue of declining groundwater levels by prioritizing On-Farm Water Management under the PM-Rashtriya Krishi Vikas Yojana (RKVY). This initiative is a direct response to the continuous depletion of underground water, particularly in key agricultural districts like Karnal, Kaithal, Kurukshetra, Panipat, Sonipat, and Yamunanagar. Underground Pipeline (UGPL) systems aim to promote water-saving technologies, ensuring efficient and sustainable use of precious irrigation water. The government will provide significant financial assistance for the adoption of these systems. The project's objectives are multi-fold: to curtail water loss, save energy, labour, and time, reduce weed and pest infestations, and ultimately expand the cultivable and irrigated land across Haryana. Other notable projects are the establishment of a Vegetable-Centric Integrated Farming Model under Natural farming, Establishment of State of Art Laboratory Facilities for Fruit Fly Traps and Research and Training Centers for end to end Mechanization in Rapeseed and Mustard for Irrigated Agro system Haryana. Mushroom farming offers an eco-friendly solution by utilizing agricultural waste like straw and sawdust. These nutritious fungi, packed with protein, vitamins, minerals, and Vitamin D, will enhance dietary intake. A central mushroom unit will be established at the Regional Research Station (RRS), Karnal, complemented by practical training at Krishi Vigyan Kendras (KVKs) in the Karnal zone. Monitored by CCS HAU, Hisar, the initiative seeks to build capacity and foster entrepreneurship among beneficiaries, including small farmers and landless laborers, providing a vital income source and improving community well-being.
