Veterinary Mobile Vans to Provide Treatment at Farmers’ Doorsteps Within 30 Min:CM

Haryana Chief Minister Nayab Singh Saini said Mobile Vans equipped with veterinary specialists and attendants will soon provide doorstep veterinary treatment services to livestock owners between 6 am and 10 pm everyday through toll-free number 1962. He said that upon receiving a call, the mobile veterinary unit will reach the beneficiary’s doorstep within 30 minutes, ensuring timely treatment and emergency care for animals. The Chief Minister directed officials to gradually expand this facility into a 24-hour service so that timely medical care can reach animals across the state at all times.

The Chief Minister was chairing a high-level review meeting on the Five-Year Implementation Roadmap and Action Plan of Agriculture, Horticulture, Fisheries and Animal Husbandary Departments at the Civil Secretariat on Sunday where detailed presentations were made on the future strategies, targets and institutional reforms planned under the state’s ‘Vision 2047’ framework in line with Prime Minister Sh. Narendra Modi’s vision of ‘Viksit Bharat’.

During the meeting, the CM reviewed department-wise targets, ongoing initiatives and plans aimed at modernising the agricultural ecosystem. The Agriculture & Farmers’ Welfare Department presented its roadmap focusing on crop diversification, soil health management, natural farming, climate resilience and efficient residue management.

Additional Chief Secretary, Agriculture & Farmers’ Welfare, Vijayendra Kumar informed that the department has set an ambitious target to reclaim around 1.40 lakh acres of waterlogged and saline land in 2026-27, while aiming to reclaim 100 percent of such affected land by the year 2031. To strengthen soil health management, the department plans to issue soil health cards to 15 lakh farmers every year. The roadmap also includes bringing 1.5 lakh acres under natural and organic farming clusters to promote sustainable agriculture practices across the state.

He said Haryana aims to bring 3 lakh acres under water-saving cultivation techniques such as Direct Seeded Rice (DSR) in order to conserve groundwater and promote climate-resilient farming. In addition, the government plans to distribute 15,000 Crop Residue Management (CRM) machines annually among farmers with the objective of achieving zero stubble burning in the state.

The Chief Minister directed the department to launch a ‘Jagruk Yatra’ to encourage farmers to adopt organic farming, reduce the use of pesticides and chemicals, shift towards DSR techniques, adopt crop diversification and stop stubble burning. He also called for extensive awareness campaigns through documentaries, WhatsApp campaigns and other digital platforms. The Chief Minister further directed that separate Facebook pages and YouTube channels be created for every department to regularly highlight departmental activities and keep farmers and citizens informed about government initiatives.

The Horticulture Department presented its strategy for expanding horticulture cultivation, promoting high-value crops and increasing farmers’ income through diversification and modern cultivation techniques. The department informed that Haryana has set a target to increase the total area under high-value horticulture crops. The Chief Minister suggested creating clusters of various fruits like apple, date palm, pear etc for the convenience of farmers.

The Fisheries Department also presented its strategy to boost aquaculture production and expand fisheries infrastructure. The Chief Minister directed officials to explore the possibility of utilising waterlogged areas in the state for shrimp farming so that such land can be productively used to enhance farmers’ income.

Principal Secretary, Animal Husbandry Department, Vijay Singh Dahiya informed that the department has prepared a long-term strategy to improve livestock productivity, strengthen disease control mechanisms and modernise veterinary healthcare services through phased infrastructure expansion and digital integration. The roadmap includes strengthening veterinary laboratories across the state, modernisation of diagnostic infrastructure and development of integrated epidemiology systems for scientific disease surveillance and real-time monitoring.

The Chief Minister directed the department to organise four livestock fairs annually in different districts of the state where sale and purchase of animals and other allied activities can be carried out for the benefit of livestock farmers.

Chief Secretary Anurag Rastogi, Principal Secretary to Chief Minister, Arun Kumar Gupta, OSD to Chief Minister, Dr. Raj Nehru, and other senior officers were present in the meeting.

Haryana Chief Minister Nayab Singh Saini announced that the state government will provide land for the construction of a Dharamshala in Kaithal in the name of Maharishi Kashyap. He also announced that a chowk in Indri will be named after Maharishi Kashyap and a grand statue of Maharishi Kashyap will be installed there. In addition, adequate funds will be provided for establishing a Maharishi Kashyap Chair at Kurukshetra University.

Nayab Singh Saini was addressing a state-level function organized on the occasion of “Maharishi Kashyap Jayanti” at Sant Kabir Kutir in Chandigarh today.

Paying tribute to Maharishi Kashyap, he said that Maharishi Kashyap was a great philanthropist and protector of society. He gave a new direction to society through the creation of great scriptures such as the Smriti Granth and Kashyap Samhita. Highlighting the glorious history of the Kashyap community, he said that the community gave powerful kings such as King Nishad during the Ramayana era. It was King Nishad who gave shelter to Lord Sri Ram during his exile. Bhakt Prahlad also belonged to this community. Among the Panj Pyare of Dashmesh Pita Sri Guru Gobind Singh Ji, Bhai Himmat Singh Kashyap Ji was also from this community.

Nayab Singh Saini described the Kashyap community as courageous, brave, hardworking, and self-respecting. He said that the community possesses immense potential and still has a long way to progress. By fully utilizing their abilities, members of the community can contribute not only to the upliftment of their own society but also play a constructive role in the development of the entire nation. He also appealed to people to keep their children away from social evils such as drug addiction.

Referring to the opposition in the country and the state as “issue-less,” he said they are merely spreading misinformation because the public has rejected them. He elaborated on the welfare schemes being implemented by the Haryana Government for the Kashyap community and other backward classes, stating that the government’s priority is to ensure that the light of development reaches the last person in society. He said that the guiding principle of “Sabka Saath, Sabka Vikas, Sabka Vishwas” is inspired by this very spirit.

Saini described Prime Minister Narendra Modi as the biggest well-wisher of the Backward Classes and said that Sh. Modi had granted constitutional status to the Central OBC Commission. He added that Prime Minister Sh. Narendra Modi has a vision to make India a developed nation by 2047. He said that to realize this vision, there is a need to move forward by eliminating divisions based on caste, region, and language.

MLA from Indri Assembly constituency, Ram Kumar Kashyap, said on the occasion that although the Kashyap community wanted to celebrate Maharishi Kashyap Jayanti with a grand function in Kaithal, they decided to organize a smaller event keeping in mind the shortage of petroleum products caused by wars in Western countries. He said the decision was taken in response to the appeal made by Prime Minister Narendra Modi and Chief Minister Nayab Singh Saini to conserve diesel and petrol. He also expressed gratitude for the welfare measures undertaken by the Prime Minister and the Haryana Chief Minister for the OBC community.

Among those present at the event were the Chief Minister’s OSD Bharat Bhushan Bharti, Kashyap Samaj President Samay Singh, General Secretary Veerbhan Arya, Jagdish Kashyap, Pradeep Majri, Neelam Kashyap, and several other distinguished members of the Kashyap community.
