    Haryana Chief Minister Sh Nayab Singh Saini expressed his gratitude to all members for their constructive suggestions during the budget session, stating that this was likely the longest Budget session in Haryana’s history. A total of 13 sittings were held over the 12-day session, with members engaging in 60 hours of constructive discussions. The Chief Minister made these remarks while addressing the media persons in the Assembly premises following the conclusion of the Budget session. He said that on March 17, he had presented his first budget as Finance Minister. The budget proposals were debated in the House for 8 hours and 26 minutes, with 23 opposition members contributing for 4 hours and 36 minutes, while 21 ruling party MLAs spoke for 3 hours and 35 minutes. In addition, two independent MLAs shared their views on the budget for 15 minutes. The Chief Minister highlighted that during the session, calling attention motions on important topics, submitted by various MLAs, were accepted by the Assembly Speaker. A total of 10 calling attention motions were discussed. Furthermore, 16 key bills aimed at the welfare of the people of Haryana were deliberated upon and passed in the House. He said that every penny of the state’s budget, amounting to more than Rs. 2.05 lakh crore, will be utilized for the welfare of Haryana people. The Chief Minister also thanked the Assembly Speaker Sh Harvinder Kalyan for allowing all members to express their views, facilitating a constructive and comprehensive discussion on the budget. He pointed out that although only 20 questions are listed during the Question Hour, there were occasions when all 20 questions were discussed and answered by the government. In response to a question, the Chief Minister assured that all opposition suggestions made during the discussions, whether concerning the bills, the Governor's address, or the budget, had been noted and addressed by the government. Addressing another query, the Chief Minister said that Union Home and Cooperation Minister Sh Amit Shah will inaugurate a block at Maharaja Agrasen Medical College in Agroha, Hisar, on March 31. He added that this medical college serves not only Haryana but also benefits people from neighbouring states of Rajasthan and Punjab. Moreover, on the occasion of Bharat Ratna Dr. Bhimrao Ambedkar’s birth anniversary on April 14, Prime Minister Sh Narendra Modi will visit Haryana and inaugurate two major projects for its people. The Chief Minister shared that several other significant projects are ready but await administrative approval, including the Kalpana Chawla Medical University in Kutail, an elevated railway track in Kurukshetra, Pandit Nekiram Sharma Medical College in Bhiwani, and an airport and Shaheed Smarak in Ambala. Once administrative approval received, these projects will soon be dedicated to the public. Chief Secretary Sh Anurag Rastogi, Director General Information Public Relations and Languages Department Sh K Makrand Pandurang, and Media Secretary Sh Praveen Atrey were also present. ************ Budget not an account of government's expenses but a document of its intention and vision: CM We will work to implement budget announcements at thrice the speed: Nayab Singh Saini Ruling party, opposition must join hands to participate in development of Haryana: CM Chandigarh, March 28 - Haryana Chief Minister Sh. Nayab Singh Saini said the budget is not an account of government's expenses but a document of government's policies, intention and vision. He assured the people of Haryana that the announcements made in the budget will be implemented at three times the speed. The Chief Minister was addressing the House on the last day of the budget session of the Haryana Legislative Assembly here today. Sh. Nayab Singh Saini said just as all the members have made this budget session successful with their views, assessments and positive suggestions, in the same way, they should also cooperate in taking the announcements made in the budget to 2.80 crore people of Haryana. All of us should not become ruling party or opposition, but together become partners in the development of Haryana, he said. Budget session is a session for development of Haryana The Chief Minister said this budget session is not only a budget session, but a session for the development of Haryana. This time the budget session has been the longest in the history of Haryana, in which all the members have discussed the budget positively. He said Haryana's place and contribution will be significant in realizing the dream of Prime Minister Sh. Narendra Modi to become a developed nation by the year 2047. I got the opportunity to present 11th budget, it is my good fortune: CM CM Sh. Nayab Singh Saini thanked the Speaker of the Assembly for running the House in accordance with the parliamentary systems and giving all the members an opportunity to express their views. He said the number 11 has special significance in our culture and it is a happy coincidence that this is the 11th year of our government. We have got the opportunity to serve Haryana for the third time and I have got the privilege of presenting the 11th budget. He said the budget session started on March 7 and on the 11th day i.e. March 17, the budget for the year 2025-26 was presented, which will accelerate the development of Haryana. He said earlier, during the budget session, there was only debate on the budget, but for the last few years, the tradition of meaningful discussion and giving suggestions on the budget has been started in Haryana. He said this budget session will be known for ensuring respect to women and fulfilling their dreams. The Chief Minister said it is my responsibility to decide how Haryana should develop, how revenue should increase and how every penny should be spent for the public. He said for the first time such a long budget speech was read in the House and all the members also listened to it. The Chief Minister thanked to all the members for this. ************* The state government is providing various facilities to cancer patients- Kumari Arti Singh Rao Chandigarh March 28: Haryana Health Minister Kumari Arti Singh Rao informed that Population Based Screening (PBS) of 30 years and above population is being carried out for early diagnosis and management of NCDs including common cancers that are Oral, Breast and Cervical Cancers. About 80 lakh persons have been screened till date, against the target of 1,10,56,289. The Health Minister was responding to a calling attention motion regarding cancer patients in the State of Haryana during the Budget Session of the Haryana Vidhan Sabha today. Kumari Arti Singh Rao said that as per Risk Factor Assessment Survey conducted in Haryana by PGIMER Chandigarh, physical inactivity, unhealthy diet, tobacco consumption, alcohol consumption, air pollution, pesticides and chemicals, infections etc. are the most common risk factors for Non-Communicable Diseases including Cancers. Most common cancers reported in men are of Oral Cavity, Lungs and Esophagus and in women are of Breast, Cervix, Ovary and Oral Cavity. She said that Management of Cancer patients involves early detection, treatment and subsequent follow up. Multidisciplinary and multi pronged approach is required to manage these cases at tertiary level medical institutions where all types of facilities for diagnosis, surgery, chemotherapy and radiotherapy with a team of physicians, surgeons, pathologists, oncologists and radiotherapists are available. The Health Minister informed that under the National Programme for Prevention and Control of Non Communicable Diseases (NP-NCD), the Health Department is generating awareness about risk factors and preventive measures to reduce the burden of Non Communicable Diseases (NCDs) including cancers. World Cancer Day, National Cancer Awareness Day are observed every year using print, electronic and Social media for community awareness. People are sensitized about healthy eating habits, importance of regular physical activity, ill effects of tobacco usage and alcohol consumption. Yoga related activities are also being carried out at various health levels. She said that Mammography Services for detecting the breast lesions are available in district Ambala. Colposcopy facilities for detailed examination of cervix are available in district Civil Hospitals at Ambala, Gurugram, Hisar, Jhajjar, Sirsa and Sonipat. Papanicolaou (PAP) Smear, Fine Needle Aspiration Cytology (FNAC), Biopsy, CT Scan and MRI facilities are available for confirmation of diagnosis in various district hospitals. She further informed that a 50 bedded Atal Cancer Care Centre (ACCC) has been established at Civil Hospital Ambala Cantt. It is equipped with the latest high end equipment like Linear Accelerator, CT simulator, Brachytherapy etc. 712 patients have received radiotherapy and 2695 received chemotherapy and 483 cancer surgeries were performed in 2024. Free comprehensive cancer care services are provided to the needy patients from various districts. The Health Minister said that Cancer Care Services including OPD, chemotherapy, surgery and support services are also being provided free of cost to needy patients in District Civil Hospitals of Faridabad, Panchkula, Kurukshetra and Yamuna Nagar. Capacity building of Medical Officers and other health staff is being carried out regularly in coordination with premier Tertiary Care Institutions. She said that treatment facilities are available in Regional Cancer Centre (RCC), PGIMS Rohtak; Bhagat Phool Singh Government Medical College (GMC) Khanpur, Sonipat; Shaheed Hasan Khan Mewati Government Medical College, Nalhar, Nuh; Kalpana Chawla Government Medical College, Karnal; Maharaja Agrasen Medical College, Agroha, Hisar etc. National Cancer Institute Jhajjar is a premier Institute in the State for comprehensive cancer treatment and research. Kumari Arti Singh Rao said that a total of 38 special cancer wards having 915 beds are available in various Government health facilities. 306 health facilities are empanelled for cancer treatment under Ayushman Bharat- Pradhan Mantri Jan Arogya Yojana (AB-PMJAY). 389 Multispeciality private hospitals are empanelled with Haryana Government for treatment of various diseases. State is providing medical cover of Rs. 5 lakh per family per year for treatment of various diseases including cancer under AB-PMJAY to eligible beneficiaries. 14,967 claims worth Rs.1,51,07,01,978 have been raised from 2022 to 2025 in reference to cancer related services i.e. surgery, chemotherapy and radiotherapy. She said that families having annual income upto Rs. 1.8 lakh and not covered under AB-PMJAY scheme are provided medical cover for Rs. 5 lakh per family per year under Comprehensive Health Insurance for Antyodaya Units (CHIRAYU) scheme. Families with annual income above Rs. 1.80 lakh and upto Rs. 3.00 lakh have been covered under extended CHIRAYU scheme upon contribution of Rs.1,500 per family per year, where treatment of Rs 5 lakh is provided in Ayushman Bharat empanelled Hospitals by Government. There is also a provision of Financial Assistance to eligible cancer patients under Haryana Chief Minister’s Relief Fund. She further said that Free Travel Facility (FTF) is provided to cancer patients and one attendant in Haryana Roadways ordinary buses for treatment and follow-up purposes. 9,408 FTF cards were issued in the financial year 2023-24. She also informed that monthly financial assistance of Rs.3,000 is provided to Stage 3 and 4 cancer patients of Haryana whose family income is less than Rs. 3 Lakh per year by the Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya (SEWA) Department. 3,647 cancer patients have availed the benefit of the scheme till February 28, 2025, she added. Kumari Arti Singh Rao said that regular Haryana Government Employees, Pensioners, their spouses and dependents suffering from Cancer stage 3 and 4 are being provided Cashless Medical Services at all Government Medical Colleges/ Government aided Medical Colleges, all district hospitals, other government health institutions and all private hospitals empanelled by the Haryana Government. Government Employees, Pensioners, their spouses and dependents suffering from Cancer stage 1 and 2 are entitled for treatment as per the policy of reimbursement. She said that there is a plan to expand Day Care Cancer Services in various DCHs. New Medical Colleges are being established in district Bhiwani, Jind, Sirsa, Yamunanagar. A new AIIMS is upcoming in district Rewari. The Health Minister informed that Cancer Care services are being strengthened in existing Medical Colleges. Government has taken a number of steps for prevention and control of cancer by generating awareness among the public, carrying out intensive screening campaigns, strengthening diagnostic, treatment and support facilities to reduce the burden of diseases and patient suffering. Kumari Arti Singh Rao informed that most of the data on the number of cancer cases is based on estimated numbers worked out on the basis of Cancer Registries maintained by Indian Council of Medical Research, National Cancer Registry Programme (ICMR-NCRP). Giving information about Haryana's 3-year cancer report 2020-2022, she said that 29,219 new cancer cases were reported in the year 2020, 30,015 in the year 2021 and 30,851 in the year 2022. Similarly, 16,109 people died of cancer in the year 2020, 16,543 in the year 2021 and 16,997 in the year 2022. He further informed that as per the cases reported in various health institutions in the state, 29,437 cancer patients were identified in the year 2023 and 30,475 in the year 2024 . ******** Chandigarh, March 28 - Haryana Environment Minister Sh. Rao Narbir Singh has said the government is serious about the problem of air pollution and all precautionary measures are being taken. Air pollution is not a political issue, it is an issue related to everyone's health. Along with government efforts, every person should awaken social consciousness. The use of polythene should be stopped. According to a study, toxic smoke from burning polythene increases air pollution. The Environment Minister was giving his statement in the House on the attention motion brought by Sh. Aditya Surjewala of the Congress and other MLAs on air pollution on the last day of the ongoing budget session in the Haryana Legislative Assembly today. He said as mentioned in the attention motion, the AQI of 24 cities of Haryana is not in the danger zone. The annual AQI is less than 200, which falls in the moderate category. In the year 2023 and 2024, the AQI in Faridabad and Gurugram was more than 200. Except Rohtak and Panchkula, the government is collecting data of 8 parameters out of 12 parameters notified by the Government of India for air quality using Continuous Ambient Air Quality Monitoring Stations. Recently, Rohtak has also been added to PM 10 parameters. Sh. Rao Narbir Singh informed the House that the government is taking various measures from time to time to control air pollution. The officials of Haryana State Pollution Control Board closed 480 air polluting industries during the year 2023 and 2024 and also imposed a fine of Rs 35 crore on them. He informed that the Government of India has also constituted Air Quality Management Commission for air pollution control in the National Capital Region. The state government is implementing all the instructions of the commission. He informed that the government is also making industries aware to bring modern machines which cause minimum air pollution. Apart from this, students are also being made aware in schools and colleges. According to experts, if polythene is buried in the ground, it takes about 400 years to decompose. Therefore, we should avoid the use of polythene. He informed the house that incidents of stubble burning have continuously decreased in Haryana. Farmers have become aware. There were 1406 incidents of burning of paddy stubble in 2024 as compared to 12657 in 2017 and in the case of burning of wheat crop residue in 2024, this number was 3155 as compared to 4747 in the year 2017. He informed that there are many other causes of air pollution too. According to a study, 20 percent air pollution is due to industry, 20 percent to vehicles, 35 percent to road dust, 10 percent to agriculture and 6 percent to other causes. He said with the help of the World Bank, many projects related to air quality improvement will be carried out in Haryana from 2025 to 2030 with financial and technical assistance. The Environment Minister said soon, he will call a meeting with the Haryana State Pollution Control Board, related departments and other experts and all the members are invited to that meeting to give their suggestions. 000 Successful Air trial conducted by Alliance Airlines - Chief Minister Prime Minister Narendra Modi to inaugurate Air travel from Hisar Airport on April 14 Chandigarh, March 28 – Haryana Chief Minister Sh Nayab Singh Saini said that on April 14, Prime Minister, Sh Narendra Modi, will inaugurate air travel services from Hisar Airport. He said that a successful air trial has been conducted today by Alliance Airlines in preparation for this. The Chief Minister shared this information in the House during Zero Hour of the budget session of the Haryana Vidhan Sabha here today. He added that it is a matter of great pride for Haryana that Maharaja Agrasen Airport in Hisar will become the state’s first operational airport. 000 Haryana adopts its State Song Proposal for Haryana’s State Song passed unanimously in the House Chief Minister expressed gratitude to all dignitaries for contributing to State Song Chandigarh, March 28 – Haryana officially adopted its state song on the concluding day of the budget session of the Haryana Vidhan Sabha. The proposal, presented by the committee formed for the selection of the state song, was passed unanimously through a voice vote in the House. Chief Minister Sh. Nayab Singh Saini expressed his gratitude to all the dignitaries who contributed to the creation of the song, describing it as one that inspires the spirit of the 2.80 crore people of Haryana. Sh. Nayab Singh Saini suggested that, just as there are established rules and norms for the national anthem, similar guidelines should be set for the state song as well. He said that the proposal for the state song was first introduced by former Chief Minister Sh. Manohar Lal, who presented it in the House, which was accepted by all members in the House. The Chief Minister said that the song had previously been played in the Assembly during which members offered their suggestions. These suggestions were incorporated, and the revised version of state song was presented again today. The Chief Minister highlighted that although Haryana became a separate state in 1966, it did not have an official state song until now. He said that a state song reflects the pride of a state, and this initiative was undertaken to create one for Haryana. He expressed special gratitude to those who contributed to the making of the song, including its composers, singers, and other contributors. The Chief Minister further said that the state song symbolizes Haryana's rich history, culture, and contributions. He praised Haryana as a land of great cultural heritage, which has been central to India’s glorious history since the pre-Vedic era. Haryana, he said, is still one of the leading states in India, with its hardworking farmers feeding the nation and its brave soldiers protecting the borders. He recalled how, upon Haryana's formation in 1966, much of its land was a desert, but the determination of its people transformed it into a prosperous state. He said that the state song will instill sensitivity, hard work, and loyalty to the land among the people of Haryana, beautifully capturing the state's progress, development, and values. 000 State Government maintains Zero Tolerance Policy against corruption - Chief Minister Chandigarh, March 28 – Haryana Chief Minister Sh Nayab Singh Saini said that the state government has been consistently working for the past 11 years with a zero-tolerance policy against corruption, ensuring that officers, employees, or any individuals found guilty are not spared under any circumstances. The Chief Minister was responding to a concern raised by MLA Dr. Raghubir Kadian regarding MNREGA during the budget session of the Haryana Legislative Assembly here today. He said that the current state government has taken serious note of the MNREGA scam and has taken strict action against the officers and others involved in the case. He further assured that the government will continue to adhere to its zero-tolerance policy and corruption will not be tolerated under any circumstances. 000 Bill on Aparna Sansthan aims to promote Swami Dhirendra Brahmachari's ideology for public welfare – Chief Minister Chandigarh, March 28 – Haryana Chief Minister Sh Nayab Singh Saini said that the objective of the bill introduced in the House by the state government regarding Aparna Sansthan is to further the ideology of Swami Dhirendra Brahmachari for public welfare. He said that a yoga ashram has already been established on the land, and Swami Dhirendra Brahmachari had envisioned that health facilities should also be made available to the public there. Thus, the government aims to ensure the realization of the spirit of public welfare by taking control of this ashram. The Chief Minister made these remarks during the discussion on the bill related to Aparna Sansthan, introduced in the budget session of the Haryana Legislative Assembly here today. He clarified that the introduction of this bill does not bypass any central government laws; instead, all necessary processes are being followed in compliance with them. He further said that following the death of Swami Dhirendra Brahmachari, the institution was divided into two factions. For the past three decades, litigation has been ongoing between them, rendering the institution inactive. Therefore, the primary purpose of bringing this bill is to ensure that the land of the institution does not fall into the wrong hands and that its benefits continue to reach the people. 000 Chandigarh, March 28 – Haryana Youth Empowerment and Entrepreneurship Minister, Sh. Gaurav Gautam said that the government has approved the establishment of a Government Industrial Training Institute in the village Jamba, Nilokheri. The institute's classes have already commenced at Government High School, Jamba, starting from the 2022-23 session. An administrative approval of Rs. 1,644.89 lakh has been issued for the construction of the institute's building. The Minister was responding to a question raised by a member during the last day of the budget session of the Vidhan Sabha here today. ****************** 205 Unsafe Electric Poles Relocated in Badhra: Energy Minister Chandigarh, March 28 – Haryana Energy Minister, Sh. Anil Vij said that 205 unsafe electric poles in the Badhra Assembly constituency have been relocated to safer locations over the past three years. The Minister was responding to a question raised by a member during the last day of the budget session of the Vidhan Sabha here today. The Energy Minister clarified that electric poles are initially installed at safe locations, but due to road widening or land demarcation, some poles may become unsafe over time. In light of this, 205 unsafe poles have been relocated to safer places in the Badhra constituency in the last three years. He further shared that village panchayats do not have the necessary funds to relocate these poles. To address this issue, the government has decided that the cost of pole relocation will be covered through panchayat tax or a separate budget from the Development and Panchayat Department. Sh. Anil Vij informed the House that India is a developing country where continuous infrastructure development is taking place, including road widening, which often leads to issues related to electric poles and wires. He informed that the department is conducting a survey across Haryana to identify poles obstructing roads. An estimate is being prepared for this work, and the removal of obstructing poles will commence soon. ********************* 262 Government Schools Functioning in Kalka- Education Minister Chandigarh, March 28 – Haryana Education Minister, Sh. Mahipal Dhanda, said that a total of 262 government schools are operating in the Kalka Assembly constituency. These include 3 Sanskriti Senior Secondary Schools, 3 PM Shri Senior Secondary and High Schools, 24 Senior Secondary Schools, 8 High Schools, 50 Middle Schools, 22 Sanskriti Primary Schools, and 152 Primary Schools. Across these schools, there are 456 sanctioned posts for PGTs, 536 for TGTs, and 458 for PRTs and JBTs. The Minister was responding to a question raised by a member during the last day of the budget session of the Vidhan Sabha here today. Sh. Mahipal Dhanda further shared that a total of 14,295 government schools are functioning across the state. The government is committed to addressing the shortage of teachers. A demand letter has already been sent to the Haryana Staff Selection Commission to fill 1,456 vacant PRT positions in the Mewat cadre. Additionally, an indent has been sent to the Haryana Kaushal Rozgar Nigam for filling 3,427 TGT positions across various subjects, informed the Minister. He further informed that a demand letter was sent to the Haryana Public Service Commission to fill 4,780 PGT vacancies in different subjects, against which recommendations for 1,704 posts have been received by the department. Appointment letters for these selected candidates will be issued soon. Furthermore, the department has invited applications to fill 4,550 vacant PGT positions through promotion, out of which 3,371 teacher applications have already been received.
