CM Releases Departmental Magazine ‘Jal Sanjeevani’

Haryana Chief Minister Nayab Singh Saini released the first edition of the departmental magazine ‘Jal Sanjeevani’ at Haryana Niwas. The magazine has been launched with the objective of effectively disseminating information regarding the schemes, achievements, and public welfare activities of the Public Health Engineering Department among the citizens of the state. Public Health Engineering Minister Ranbir Singh Gangwa, Industries & Commerce Minister Rao Narbir Singh, Education Minister Mahipal Dhanda, and Agriculture & Farmers’ Welfare Minister Shyam Singh Rana were also present on the occasion.

Nayab Singh Saini said that ‘Jal Sanjeevani’ is an important document reflecting the department’s functioning, achievements, and future plans. He stated that the publication will not only inform citizens about the department’s various public welfare initiatives but will also play a significant role in creating awareness about water conservation, water security, and sanitation. He described the magazine as an important step towards bringing the department’s public-oriented initiatives closer to the people and appreciated the department’s efforts.

The Chief Minister said that Haryana is today establishing a distinct identity as one of the leading states in the country in the fields of water management and rural drinking water supply. As a result of the state government’s sustained efforts and the effective functioning of the Public Health Engineering Department, Haryana is steadily moving towards realizing the commitment of “Pure Water, Adequate Water.” He added that the state government is fully committed to providing clean drinking water to every individual in line with the vision of Prime Minister Narendra Modi.

Public Health Engineering Minister Ranbir Singh Gangwa said that the magazine presents a comprehensive account of the department’s work, innovations, and developmental initiatives in the areas of drinking water and sanitation. It includes major achievements related to providing clean and safe drinking water to the people of the state under the Jal Jeevan Mission and other schemes, expansion of water supply coverage, effective utilization of budgetary resources, and infrastructure development.

He further informed that the magazine contains detailed information on water quality management, modern water testing laboratory facilities, and services being provided to citizens. It also prominently highlights the functioning of the state’s advanced water treatment plants and sewage treatment plants, best practices adopted by the department, technological innovations, and special efforts being undertaken in the fields of water conservation and sanitation.

Gangwa said that the magazine also showcases activities conducted with community participation, inspection and public interaction programmes held in various regions, training and capacity-building initiatives, and the transparency and efficiency brought about through digital systems such as the Haryana Engineering Works Portal. He added that the department has further strengthened its grievance redressal mechanism to ensure prompt resolution of citizens’ issues. Through the centralized grievance redressal system, complaints are being resolved in a timely and satisfactory manner, thereby further strengthening public confidence in departmental services.

Gangwa stated that Haryana has achieved remarkable success in the fields of water security and sustainable development by ensuring clean and safe drinking water to every rural household, conserving water resources, adopting modern technologies, and encouraging community participation. The ‘Jal Sanjeevani’ magazine reflects these efforts, innovations, and achievements, presenting Haryana as a strong, progressive, and inspiring state in the fields of water management and sanitation.

On this occasion, Principal Secretary to the Chief Minister Arun Kumar Gupta, Deputy Principal Secretary Yashpal Yadav, Chief Engineer of the Public Health Engineering Department Devender Dahiya, Director of the Water and Sanitation Support Organization Dr. Jaswant Singh, and other officers were also present.

Haryana Chief Minister Nayab Singh Saini expressed deep sorrow over the tragic fire incident that occurred on June 9 in the D-Park area of Rohtak. He visited the affected market, interacted with shopkeepers, and assessed the damage caused to commercial establishments. The Chief Minister announced financial assistance of ₹10 lakh each from the Chief Minister’s Relief Fund for the families of the deceased—Aman Kumar, son of Jagdish; Rohit Khurana; and Kapil Kumar. He also stated that establishments which suffered heavy losses in the fire would receive immediate financial assistance from the Chief Minister’s Relief Fund.

Speaking to mediapersons after the visit, Nayab Singh Saini said that according to preliminary information, the fire was caused by a short circuit in an air conditioner, which rapidly escalated and engulfed several establishments. He noted that Aman Kumar, Rohit Khurana, and Kapil Kumar lost their lives in the unfortunate incident. The Chief Minister prayed to the Almighty to grant peace to the departed souls and expressed his heartfelt condolences to the bereaved families.

Government Stands Firmly with Affected Families and Traders

Nayab Singh Saini stated that the government stands firmly with the families and traders affected by the devastating fire. While acknowledging that no compensation can replace the loss of human life, he assured that the state government would extend every possible support to the victims and affected business owners.

He reiterated that the families of Aman Kumar, son of Jagdish; Rohit Khurana; and Kapil Kumar would receive financial assistance of ₹10 lakh each from the Chief Minister’s Relief Fund. He further announced that commercial establishments that suffered substantial losses due to the fire would also be provided immediate financial assistance. The government would make every effort to compensate for the losses incurred in the incident.

Immediate Financial Assistance for Damaged Shops

The Chief Minister announced that Amarjit Singh, son of Ram Prakash, proprietor of Delhi Shoes; Satish Kumar, son of Bhup Singh, proprietor of Rohtak Shoes Company; Geeta Rani, wife of Jai Kishan, associated with Shoes Plaza; Indu Juneja, wife of Rajesh Juneja, associated with Regal Shoes; Navneet Juneja, son of Harish Kumar, proprietor of Shiv General Store; Deshbandhu Jain, son of Prakash Chand Jain, proprietor of Bindu General Store; Ashok Kumar Jain, proprietor of Footlook Footwear; and Priyanshu Kalra, son of Kailash Chand, proprietor of Kailash Boot House would each receive financial assistance of ₹5 lakh from the Chief Minister’s Relief Fund.

Assistance for Street Vendors and Small Business Owners

Nayab Singh Saini stated that Meena Kumari, wife of Tek Chand and proprietor of Anand Fruit Juice, and Mukesh, son of Ashok Kumar and proprietor of Sehgal Fruit Juice, would receive financial assistance of ₹2 lakh each.

The Chief Minister further announced relief for street vendors and small traders. Annapurna Bhojanalaya (Roti-Parantha Cart), Gaurav, son of Satish Kumar and proprietor of Kitchen on Wheels, and Neeraj, son of Darshan Singh, who operates a clothing kiosk and coconut water stall, would each receive financial assistance of ₹50,000 from the Chief Minister’s Relief Fund.

Detailed Assessment of Losses Underway

The Chief Minister informed that the Urban Local Bodies Department (ULB) is conducting a detailed assessment of the losses caused by the fire. Based on the report, the state government will take further decisions regarding additional assistance and compensation to ensure maximum possible relief to the affected traders.

He noted that the market is an old commercial area and emphasized the need for greater vigilance to prevent such incidents. Necessary measures would also be taken to avoid recurrence of similar incidents in the future.

Fire Brigade and Administration Praised for Prompt Action

The Chief Minister commended the Fire Services Department, administrative officers, and employees for their prompt response. He said that rescue and relief operations began immediately after the fire broke out. Fire brigade personnel worked continuously for nearly six to seven hours to bring the blaze under control. Administrative and fire service teams remained at the site until the fire was completely extinguished.

Chief Minister Visits Families of the Deceased

Nayab Singh Saini visited the residences of the three individuals—Aman Kumar, Rohit Khurana, and Kapil Kumar—who lost their lives in the tragic incident at D-Park on June 9. He expressed deep sorrow and offered condolences to the bereaved families.

Former Minister Manish Kumar Grover, MLA Mahant Balak Nath, Deputy Commissioner Sachin Gupta, Superintendent of Police Gaurav Rajpurohit, and other officials were also present on the occasion.

Haryana to Introduce Sugar Mill-Related Courses to Strengthen Industry-Oriented Skill Development

Haryana Chief Secretary Anurag Rastogi today chaired a meeting to review and discuss the introduction of sugar mill-related courses in Industrial Training Institutes (ITIs) across the state with the objective of creating a skilled workforce tailored to the needs of the sugar industry.

During the meeting, detailed deliberations were held on various technical, vocational and diploma-level courses that can be offered through ITIs and other training institutions to equip youth with industry-relevant skills and enhance employment opportunities in the sugar sector.

The Skill Development and Industrial Training Department currently offers 89 different trades for students after Class 8 and Class 10, while 169 CTS courses are being offered through Directorate General of Training (DGT)-affiliated institutions. In addition, several maintenance-related trades such as Electrician, Welder, Fitter, Turner, Refrigeration and Air Conditioning, and Instrument Mechanic are already functional in ITIs across the state.

The meeting reviewed a comprehensive list of sugar mill-related courses identified by NCVET, DGT and other recognized institutions. These include Agro Processing, Mechanical Maintenance (Chemical Plant), Boiler Attendant, Sugar Processing Operator, Sugar Boiling, Quality Control, Diploma in Boiler Operation, PG Diploma in Sugar Technology, Sugar Manufacturing Certificate, Sugar Engineering Diploma, Sugar Engineering Certificate, and specialized diploma courses in Instrumentation & Automation, Productivity & Maturity Management, Environmental Science, and Boiler Operations.

The Chief Secretary directed the formation a committee under the chairmanship of Principal Secretary, Youth Empowerment and Entrepreneurship Department, to finalise the modalities of courses and submit a report within 14 days. He emphasized that the curriculum should be aligned with industry requirements to ensure better employability and availability of skilled manpower for sugar mills.

Rastogi said that Haryana is committed to strengthening industry-linked skill development and creating employment-oriented training opportunities for youth. The meeting also deliberated on the possibility of conducting these specialized courses within the premises of sugar mills to provide trainees with hands-on practical exposure and industry-oriented learning.

Haryana has achieved a significant milestone in the modernization of its criminal justice system with 100 per cent electronic generation of court summons and more than 90 per cent consumption of e-charge sheets under the New Criminal Laws, reinforcing the state’s position as a national leader in technology-driven policing and judicial processes. The achievements were highlighted during the 33rd State Apex Committee (SAC) meeting on Crime and Criminal Tracking Network & Systems (CCTNS) and Interoperable Criminal Justice System (ICJS), chaired by Chief Secretary Sh. Anurag Rastogi on Monday. The meeting reviewed the implementation of the New Criminal Laws, CCTNS and ICJS initiatives across the state.

DGP  Ajay Singhal informed that Haryana has secured the No. 1 position on the National New Criminal Laws Dashboard since June 7, 2026, and has remained at the top 44 times during the last 59 months since June 2021. The state had also secured the first position on the Pragati Dashboard in April 2026.

The committee was informed that Haryana Police continues to deliver exemplary citizen-centric services, maintaining a perfect 10 out of 10 score on the Right to Service (RTS) Dashboard through the HarSamay portal. More than 88.84 lakh citizen applications have been disposed of within prescribed timelines, making Haryana Police one of the state’s best-performing departments in public service delivery.

Chief Secretary Anurag Rastogi appreciated the outstanding performance of the department and directed all stakeholders to sustain the momentum, ensure timely implementation of pending projects and continue leveraging technology to make policing, investigation and justice delivery more efficient, transparent and citizen-friendly.

Reviewing judicial integration initiatives, the committee noted that all court summons are now being generated electronically through the Court Information System (CIS), marking a major step towards a paperless justice ecosystem. The successful integration of police and court systems has also resulted in e-charge sheet acceptance crossing the 90 per cent mark under the new criminal laws, significantly improving efficiency and transparency in criminal investigations and prosecutions.

A major focus of the meeting was the ongoing modernization of police infrastructure under ICJS 2.0. Procurement and deployment of advanced technology equipment, including high-end desktop computers, UPS systems, multi-function printers, QR-code readers and printers, video conferencing endpoints and LED display systems, are being pursued to strengthen digital policing and seamless information sharing among police, prisons, prosecution, forensic science laboratories and courts.

SP, State Crime Record Bureau, Nitika Gahlaut informed that several critical hardware components have already been supplied, including fingerprint scanners, tablet-based biometric attendance devices and video conferencing cameras, while procurement of additional equipment is at various stages of implementation. The Union Ministry of Home Affairs has approved approximately ₹34 crore for strengthening the ICJS 2.0 ecosystem in Haryana, reflecting the scale of the state’s digital transformation programme.

Additional Chief Secretary, Home, Sudhir Rajpal, Commissioner & Secretary, Finance Department, CG Rajini Kaanthan, MD, HARTRON, J Ganesan, and other senior officers were present in the meeting.
